Terms of Reference International Consultant for the Contextualization of INEE Minimum Standards (MS) Purpose and Scope UNICEF, the world’s leading organization working for the rights of children, seeks a consultant to lead the contextualization process of INEE Minimum Standards in Sudan. Prior to the workshop, consultant will hold individual sessions with key education stakeholders including Ministry of Education to understand and discuss adaption of INEE-MSE to Sudan context. The Consultant will organize and facilitate a four day workshop with diverse stakeholders and education experts from the MoE and humanitarian agencies to contextualize the INEE Minimum Standards. Expected Fee Location Duration Candidates are requested to provide their proposed fee Start Date Reporting to 19 September 2015 Education Sector Coordinator Khartoum, Sudan 40 working days Introduction The Inter-Agency Network for Education in Emergencies Minimum Standards (INEE MS): Preparedness, Response & Recovery defines the minimum level of access to education and the quality of education during emergencies, post-conflict and early recovery phase. INEE-MS are the expression of a commitment so that all children, youth and adults have the right to a safe education with quality and tailored to their needs, even in the most oppressive circumstances, including when forced evictions. Standards must be contextualized according to the situation: they must be "transposed" and adapted to their content to be the most relevant and useful to the circumstances as they arise. The INEE MS define goals for access to quality education in universal terms, while for implementation purposes, it is important to unpack these standards to inform realistic, consensus based, and localized goals and actions. Background According to OCHA, there are 2.5 million IDPs living across hundreds of IDP camps and gathering across Darfur region only. There are many more living side by side with host communities in Kordofan and Blue Nile states. Conflict and insecurity had immense impact on schooling in Sudan. Low financing and de-prioritization of education during humanitarian response has limited education sector’s ability to sustain and expand education coverage for existing and new IDPs each year. Poor infrastructure, lack of education supplies, limited water and sanitation facilities and teaching personnel remains key challenges that hinder education response, quality and access. Despite progress in many areas, education partners are still very long way from achieving the global set INEE Minimum Standards (MS) in Sudan. Objectives The objectives of the consultancy is: 1) to refresh knowledge of the INEE Minimum Standards; 2) to contextualize the Standards for Sudan; and 3) to draft the contextualized standards document in English and Arabic. Justification The INEE Minimum Standards are generic in order to be applicable to a broad range of contexts. They are meant to serve as a guideline to practitioners and policy makers to establish quality education programming in emergencies through to recovery. The Minimum Standards are most effective when they are contextualized to each individual setting. The Standards define the goals for access to quality education in universal terms, while the key 1 actions represent specific steps that are needed to achieve each Standard. Since every context is different, the key actions in the handbook must be adapted to each specific local situation. Context, including available resources, and the stage of the emergency must be considered in determining locally acceptable contextualized actions Specific Tasks Prepare or adapt workshop materials (PPT, facilitators guide, handouts) for 4-day INEE Minimum Standards pre-contextualization workshop, using the INEE- Education Cluster EiE training package available at www.ineesite.org/training and building on past contextualization processes:http://www.ineesite.org/en/minimum-standards/contextualization Organise INEE Minimum Standards contextualization workshop for MoE, UN, local NGO, and INGO staff and other stakeholders in the host country using the EiE harmonized training package. Act as a lead facilitator during the workshops. Collaborate with partners and co-facilitators prior and during the workshops to ensure the workshops are appropriately targeted to meet the needs in county. Provide pre-workshop orientation to co-facilitators. Create, coordinate, and lead focus groups with stakeholders (including principals, teachers, parents, as well as an inter-sectoral focus group) to gather feedback for the minimum standards contextualization. Conduct interviews with key organisations (NGOs, INGOs, UN) including MoE to gather feedback and recommendations on minimum standards contextualization. Write the contextualized standards for Sudan, incorporating feedback from workshop participants, focus groups, interviews, and online respondents. Draft document to be shared with all relevant partners for review before finalization. Collaborate with co-hosts on any logistical issues as needed, including the launch event for the newly contextualized standards. Participate in post workshop debriefing in country. Write separate workshop summary reports including recommendations for activities to ensure the longterm sustainable use of the contextualized INEE Minimum Standards by workshop participants. Provide relevant technical advice (using examples from experiences) to workshop participants on the application of the INEE Minimum Standards. Write a follow-up message(s) for the participants. Expected Deliverables The following outputs will be submitted to UNICEF: Final workshop packages—PPTs, facilitators guide, handouts. Application/technical support sessions and meetings held; Training summary reports (2-4 pages). Contextualized Minimum Standards document, print-ready in Arabic and English Follow-up message to the group of workshop participants. Prepare blog piece/article Terms of Payment: Payment is conditional to the deliverables and will be made in two instalments; 30% payment will be made upon submission of workplan and initial consultation with stakeholders. 70% remaining amount will be paid at the end of contract. Amount of air tickets will be reimbursed upon submission of boarding cards with copies of arrival stamps. 2 Expected background and Experience Qualifications: Master degree in a relevant field required: education, international affairs or political science . Work Experience: Minimum five years relevant work experience required. Language skills required: Fluent (writing, reading and speaking) in Arabic mandatory with an additional UN language (English preferred). Other skills and attributes required: Strong knowledge and solid understanding and practice of the INEE Minimum Standards (process and product), Sphere, and the humanitarian community. Experience facilitating INEE Minimum Standards trainings and workshops, and strong facilitation skills required. Ideally previous experience in leading Contextualization Process of INEE MS elsewhere Field experience in emergencies and fragile states preferred. Knowledge of, and experience in Middle East North Africa (MENA) preferred. Excellent organizational and coordination skills, including experience managing multiple complex projects and deadlines involving different partners. Excellent inter-personal and communication skills and proven networking and facilitation skills working with multiple stakeholders, including UN agencies, donors, local communities, NGOs and governments. Ability to be flexible and work well in a fast-paced environment with limited daily supervision. General Conditions Procedures and Logistics: In addition to the daily rate, the consultancy will be entitled to DSA on authorized overnight duty travel outside Duty Station in Pursuant to UN Staff Rule 203.9 The consultant will not be provided lodging and/or meals. The consultant will be responsible to bring all necessary laptop and computer accessories and mobile phone. They will not be able to connect directly to the UNICEF internet system, but will be given access to shared computers as needed. They will be supported in terms of paper and basic office supplies. Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays. Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement. No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor. No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station. Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance.
