seeks a Content Analyst - M&E Advisor (Short-Term Consultant)
Summary of the consultancy:
Up to 150 days between now and June 30, 2013 (with possibility of extension) for
contributing to the development and implementation of an innovative multi-year program
aiming to enable the World Bank Institute to achieve and systematically demonstrate the
results of its capacity development initiatives.
The consultant's main tasks will be: 1) developing content analysis guidelines and using
these guidelines to systematically analyze and code text data to populate a database; 2)
writing reports based on the qualitative and quantitative data in the database; 3) advising
World Bank Institute's teams in charge of capacity development initiatives on how to
design and implement results-focused initiatives, collect evidence of results, and report
on them; and 4) developing knowledge tools to help practitioners achieve and
demonstrate results of their capacity development initiatives.

Job description:
The World Bank Institute Capacity Development and Results unit (WBICR)—a unit of
the World Bank—is seeking the services of a consultant for up to 150 days between now
and June 30, 2013, to contribute to the development of a results infrastructure for the
World Bank Institute (WBI) and the subsequent reports on its results.
Background: WBI, a Vice-Presidency Unit (VPU) of the World Bank, is increasingly
asked to demonstrate the results of its capacity building initiatives. WBICR developed
the Capacity Development Results Framework (CDRF) and uses it, among other
purposes, to: a) advise teams on designing results-focused capacity development and on
monitoring and reporting their results, b) analyze and codify results information reported
by WBI teams, and c) aggregate the results of about 200 capacity development initiatives
yearly according to various categorizations. Through this and other programs, including
applied research and learning programs, WBICR's mission is to provide leadership for
improving the thinking and practice of results-focused capacity development globally.
A short-term consultant is sought to join the six-people team working on this program to
contribute to the development and implementation of WBI's results infrastructure
(comprising policies, indicators, results database, analyses, reporting, advisory services,

systems, etc.) with a focus on content analysis, aggregation and reporting of results
information, and advisory services in strategic design of capacity development initiatives
and in M&E. The consultant will work closely with the program team, notably with
another consultant performing similar tasks, as the same narrative information should be
reviewed and coded by at least two people, and as the volume of advisory work is
increasing.
Description: The consultant will be part of the program team and responsible for the
following tasks:
1. Become familiar with the Capacity Development Results Framework and its
supporting materials
2. Review the results reports of around two hundred WBI capacity development
initiatives and identify patterns to facilitate results aggregation
3. Based on these results reports and other information, suggest research questions that
WBICR could explore and propose variables and data collection and analysis
approaches by which these questions could be answered
4. Contribute to the design and development of a local database of results using MS
Access and Excel, and to the documentation of variables in code books
5. Contribute to the iterative development of guidelines for WBICR on how to
analyze—with a high level of reliability—narrative information and other information
that the WBI capacity development teams have reported about results of their
initiatives. Write the evolving guidelines clearly and systematically to enable easy
and reliable content analysis as well as permit any interested stakeholder to
understand the project team's coding process (which will be published along with the
aggregate reports)
6. Analyze the results reported according to guidelines developed and input the analyzed
data into the results database
7. Reconcile any differences with the other content analyst(s) to ensure high level of
inter-rater reliability
8. Identify potential issues in the reports provided by the capacity development teams
and suggest revisions to the results reporting guidelines accordingly
9. Draft a synthesis of the results reported and verify the information with the capacity
development team before reporting them in the WBI scorecard
10. Based on the review of results reported by WBI's capacity development teams,
suggest diplomatically potential ways by which they could strengthen the results
focus of their initiatives (using principles stated in the CDRF as well as personal
experience) and improve their M&E plans
11. Produce quantitative and qualitative result reports based on the content analysis and
other information about WBI
12. On request, advise WBI teams in charge of capacity building initiatives on how to
design results-driven capacity development initiatives, articulate their results logic,
select practical indicators and develop instrument and approaches to collect credible
evidence of their initiative results
13. Suggest and develop various tools (guidelines, dos and don’ts, examples, check lists,
etc.) to help capacity development teams improve the quality of their initiative design,
M&E plans, data collection efforts, results reporting, etc.
14. Perform other related tasks, as needed.

Selection criteria:
1. Masters degree or equivalent, and a minimum of ten years of relevant professional
experience
2. Solid experience with results frameworks, design of monitoring & evaluation
systems, indicators, design of multi-table relational database, data collection
instrument development, qualitative and quantitative analysis, writing synthetic
reports
3. Excellent interpersonal skills and ability to request information and provide
unsolicited advice clearly and diplomatically
4. Excellent written and verbal concise communication skills in English
5. Logical, systematic, accurate, detail-oriented, organized, team player, flexible,
resourceful, problem-solver, and creative
6. Patient and able to work in fluid environments where strategic directions can shift
rapidly, and clarity of objectives and context is not always granted
7. Able and willing to learn new processes, systems, and software applications
8. Able and willing to work in a multicultural environment
Preferred (but not mandatory) criteria:
9. Experience working on capacity development issues in developing countries
10. World Bank experience, notably familiarity with its knowledge and learning products
and evaluation processes
11. Proficient with MS Access
12. Proficient in languages other than English.

Background on contracting policies for Short-Term Consultants (STC):
• STC are paid on a daily-rate basis for actual days worked.
