I’m writing to inform you of an important change in the way that the Institute engages providers
to deliver services. If you wish to continue / start providing services through the Institute, it’s
important that you read this and act on the instructions below.
The Institute is part of the Irish Sports Council which places us in the public sector for the
purposes of employment. As you may know there is a standing moratorium on recruitment to all
sectors of the public service and this means that we cannot employ service providers directly to
deliver required support services to the high performance sports. However, we can contract
self-employed consultants to deliver this work. Having examined a number of ways of doing this
to ensure that we are compliant with public service procurement regulations, we are now
establishing a process to contract science, medicine, lifestyle and coach development services.
Contracting process
This operates in two stages but each is designed to be very straightforward. To apply to join the
panel you must register with the government procurement online service
(www.etenders.gov.ie). Once registered you will be able to access the invitation to join the
panel at this address

1. Potential service providers are invited to join a panel of preferred providers to the Institute
of Sport.
o Entry criteria to the panel are outlined below
o A sample application form is appended for your information. However you must
submit your application through the formal channel outlined in the invitation on the
etenders website
o If applying to join the panel, this application form must be submitted together with
a declaration that should you be awarded a contract, you will put appropriate
insurance in place
o Note that this does not mean that you will automatically be offered work – simply
that you are on a panel of potential providers
2. When a specific package of work / service is required, it will be advertised to members of
the panel
o Specific requirements for each contract will be detailed in the invitation to tender
and a set of clear criteria will be outlined
o If you are successful in winning a contract you will be required to provide evidence
of appropriate insurance within 5 days of notification of your successful bid
3. What should I do now?
o Register with etenders
o Go to the invitation to join the panel
o Click on the register interest button
o Download the full invitation document
o Submit your application by the first deadline (3rd November). Applications will be
accepted on an ongoing basis but the first contracts will be advertised shortly after
this date and only panel members at that point will be invited to bid.

Under each of these Lots, a successful Applicant may be required to provide the
following Services:



Deliver services at Institute multidisciplinary clinics based in two primary
locations (Abbotstown and the University of Limerick) and as required at other
designated sites in Ireland.
Deliver sport-specific support programmes at training camps and competitions
both within Ireland and abroad.
Deliver education and development programmes for the high performance
sport community through programmes of workshops and individual mentoring
