REQUEST FOR PROPOSAL FOR CONSULTING SERVICES FOR PART “A”CONDUCTING A PHASE I ENVIRONMENTAL SITE ASSESSMENT, GEOPHYSICAL SURVEY, AND PHASE II ENVIRONMENTAL SITE ASSESSMENT AT THE FORMER GUELPH COAL GASIFICATION PLANT SITE AND FOR PART “B” CONDUCTING A PHASE I ENVIRONMENTAL SITE ASSESSMENT, PHASE II ENVIRONMENTAL SITE ASSESSMENT, AND TO PREPARE A REMEDIAL ACTION PLAN FOR THE FORMER IMICO SITE Reference Number: 13-124 A D D E N D U M NO. 1 The following shall form part of the tender documents issued by the City of Guelph’s Purchasing Department, August, 2013. NOTE: the acknowledgement of this addendum must be indicated on FP2 Q1. Item 3 indicates that “Proposals shall be in writing and shall include all requested information in the terms of Reference for each Part along with the Form of Proposal.” Please confirm that a separate proposal shall be submitted for each of Part A and Part B. A1. Please submit separate proposals for Part A and Part B. Q2. Item 5 indicates that “No queries shall be accepted during the eight (8) days prior to the Closing Date.” Please specify if this means eight calendar days or eight business days. A2. Eight (8) Calendar Days. Q3. Within the Terms of References for both Part A and Part B, the proponent is required to make the commitment to meet the project completion date of December 20th, 2013 if provided a purchase order by September 30th, 2013. Given the potential amount of information available from the Ministry of Environment (MOE) and the fact that the response from the MOE Freedom of Information (FOI) request may take between 12 and 52 weeks to receive (based on recent experience of XCG), it may not be possible to finalize the Phase One ESA reports for both Part A and Part B by the date stipulated. 1 A3. Any outstanding information from MOE Freedom of Information (FOI) request required as part of a Phase I ESA can be appended to the report at a later date when the information is available from the MOE. Q4. Within the Terms of References for both Part A and Part B, Consultants are instructed to provide three client references for the Project Manager (including alternates) that can provide confirmation of and a reference for the completion of similar projects. Please confirm that a total of nine client references are required for this component of the submission (i.e. three references each for the Project Manager and the two alternates). A4. Yes, a total of nine (9) references are required, three each for PM and two alternates; unless the same three referees can vouch for PM and two alternates. Q5. Within the Terms of Reference for Part A, Phase Two Environmental Site Assessment, the City of Guelph indicates that several monitoring wells are located on-site; however, the exact number and status of the monitoring wells is unknown. Will any consideration be given to completing a well condition assessment and re-using any monitoring wells that can be accurately identified and determined to be in a condition suitable for monitoring purposes? A5. No consideration will be given to a Well Condition Assessment. As indicated in the RFP, all existing MWs on-site are to be decommissioned per O. Reg. 903, as amended.
