THE TWENTIETH HONORABLE MENTION: THE WAR CRIMINALS JAMES ELMER “GRAYSON SWIGERT”
MITCHELL AND JOHN BRUCE “HAMMOND DUNBAR” JESSEN

(“Mitchell Jessen & Associates, LLC” [MJ&A] was a consulting firm which was founded (with others] by
the “psychologists”, James Elmer Mitchell [CIA Code Name: “Grayson Swigert”] and John Bruce Jessen
[CIA Code Name: “Hammond Dunbar”], in 2004. The firm had offices in the states of Washington and
Virginia until 2009.
[MJ&A former corporate address and former corporate telephone number were: Mitchell Jessen &
Associates LLC, 108 North Washington St, Suite 205, Spokane, WA 99201, 509-468-4128]
MJ&A created the “Enhanced Interrogation Techniques” program [EITs] or the “Alternative Set of
Procedures” program [ignoring its violations of morality, ethics, and law and with the scientific, research
knowledge that systematic torture generates unreliable information and/or results].
EITs was the U.S. governments program of systematic torture of “detainees” which was implemented by
the CIA, DIA, and the USAF at a number of “black sites” internationally [i.e. in military terminology, a
“black site” is a location at which unacknowledged “black projects” are conducted] starting in
approximately 2002.
Some examples of these U.S. “black sites” were Bagram Airfield [Afghanistan], Guantanamo Bay [Cuba],
and Abu Ghraib [Iraq].
The specific use of the EITs program was authorized by President George Walker Bush [2001-2009], and
it was operationalized by Vice President Richard Bruce “Dick, I would do it again” Cheney [2001-2009], by
Secretaries of Defense Donald Henry Rumsfeld [2001-2006] and Robert Michael Gates [2006-2009], by
CIA Directors George John Tenet [1997-2004]and Porter Johnston Gross [2004-2005], and by Directors of
the CIA [D/CIA]Porter Johnston Gross [2005-2006]and Michael Victor Hayden [2006-2009].
Anyone involved in the U.S. EITs program are viewed as “war criminals” by the “international community
of nations.”
[A “war crime” is a serious violation of “international humanitarian law” giving rise to individual criminal
responsibility.]
Examples of such “war crimes” would include the “murdering or mistreating of prisoners of war or
civilian internees” or detainees.
The “psychologists” Mitchell and Jessen are “war criminals”, and they should be viewed as such. That
they are professional “psychologists” is a disgrace to the psychology profession as well as to all
psychologists who are extant.
And, where are the outcries of the “American Psychological Association” [APA] and like professional
bodies?
“Psychologists” Mitchell and Jessen have violated the “Code of Ethics” of APA by knowingly and willfully
developing and executing a “torture program” for the U.S. government which is abhorrent to the
morality of the international community of nations.
And, where are the outcries of the APA’s ethics committees [at the state level] in the U.S. states of
Washington and Virginia?
[According to the 2010 “Code of Ethics” of the APA, psychologists who stand by, participate, directly or
indirectly, or state that the unethical and illegal behavior of their employer and/or of their affiliations
and/or of their colleagues and/or of their clients are not their professional responsibility to mediate,
and/or to mitigate, and/or to correct and/or or to fight by all ethical and legal means at their disposal
are the most unethical and criminal psychologists of all.
And, are the “war criminals” psychologists Mitchell and Jessen listening?]
President Barack H. Obama [2009-present] ended the EITs program in January of 2009 stating that such
programs were against the “historic values” of the United States of America.
Finally, the U.S. “torture program” (according to this author, according to this website, according to the
APA, according to “Amnesty International”, according to the “Kuala Lumpur War Crimes Commission”,
and according to the “International Court of Justice” of the United Nations), is immoral, unethical, and
illegal. Those who state otherwise are “war criminals” themselves and/or are in support of “war
criminals.”
[“Amnesty International” or AI is a non-governmental organization which advocates human rights,
globally: and, it “draws attention to human rights abuses and campaigns for compliance with
international law.”
The AI organization was founded by Peter Benenson in 1961.
Finally, this organization was awarded the “Nobel Peace Prize” for its campaigns against the
international practices of nation torturing in 1977.]
The consequentialism that “the end justifies the means” is a normative ethical theory which is best left to
fairy tales, fables, and ghost stories. In real life, immoral rationalizations lead to immoral philosophies
“adhered to” by the “crazies” [e.g. ISIL, Boko Haram, and “My Honor is Loyalty” Waffen-SS].

historic and contemporaneous extremists who have supported the “Mitchell and Jessen”, normative
ethical philosophy of “the end justifies the means.”]
To hell with “I would do it again” Cheney and his fellow “war criminals” such as Bush43, MJ&A, ISIL, Boko
Haram, “My Honor is Loyalty” Waffen-SS, and the global few with a special, “Honorable Mention” to the
American extreme right and American extreme left.)
The “Central Intelligence Agency” (CIA) was formed under the great Harry S. Truman (1884-1972), the
33rd President of the United States of America (1945-1953), on September 18, 1947.
The CIA succeeded the “Office of Strategic Services” (OSS).
(The OSS was formed in June of 1942. It was a wartime U.S. “intelligence agency” which coordinated
U.S. espionage, propaganda, “subversion”, and post-war [WW II, 1939-1945] planning.)
Contemporaneously, the CIA is one of the principal “intelligence-gathering agencies” of the U.S.
government. It is headquartered in Langley, Fairfax County, Virginia at the “George Bush Center for
Intelligence.” It is the only “independent” U.S. intelligence agency although the D/CIA reports directly to
the “Director of National Intelligence” (DNI) who is currently James Robert Clapper (2010-present).
Parenthetically, Clapper’s DNI predecessors were John Dimitri Negroponte (2005--2007) and John
Michael McConnell (2007-2009.)
Thus, the CIA was replaced by this re-structuring in the sense that it no longer had direct contact with
the U.S. president.
(The “Office of the Director of National Intelligence” [ODNI] was formed on April 22, 2005 under Bush43
as a means of insulating George W. Bush and others from future allegations of “war crimes.”)
The DNI (i.e. the head of the ODNI] is “subject to the authority of the U.S. president.” This official serves
as the advisor to the President, the National Security Council, and the Homeland Security Council.
Also, the DNI serves as the head of the U.S. Intelligence Community in which this official “oversees” the
National Intelligence Program.)
The CIA has an annual budget of 15 billion (2013). And, it has over 22 thousand employees (2013).
Currently, the CIA’s D/CIA is John Owen Brennan who was nominated by President Barack H. Obama
(2009-present) on January 7, 2013. He has had over 25 years of service in the CIA in a number of
administrative and line positions.
Brennan assumed office on March 8, 2013 after being confirmed by the U.S. Senate.
The “war criminals”, Mitchell (“Swigert”) and Jessen (“Dunbar”), were originally military “psychologists”
who served in the U.S. “Survival, Evasion, Resistance, and Escape” (SERE) program of the U.S. Air Force
(USAF).
(The SERE program was established by the USAF at the end of the American- Korean War [1950-1953].
[Technically, the American-Korean War never ended since no “peace treaty” occurred among the
belligerents after the Armistice of July 27, 1953.]
The SERE program was expanded during the American-Vietnam War [1955-1975] to include the U.S.
Army [USA] and the U.S. Marine Corps [USMC].
Currently, the SERE training programs are located at multiple locations [throughout the U.S.] according
to the particular U.S. armed force that is responsible for the training.)
“Swigert” joined the USAF in 1975. He left the force in the 1980’s to pursue his master’s degree (at the
University of Alaska) and his doctoral degree (at the University of South Florida) in psychology. He
rejoined the force in 1988. And, he retired from the AF in 2002.
After “Swigert’s” retirement from the USAF, he received a contract (for over 80 million USDS) from the
CIA “to develop ‘enhanced interrogations techniques’” (i.e. The future U.S. government’s program of
systematic torture which was eventually utilized by the CIA against “detainees” in various “black sites”
throughout the world.) through his privately held consulting business, Mitchel Jessen and Associates, LLC
(MJ&A).
(The United States Senate Select Committee on Intelligence report of 2014 stated that the CIA contactor
[i.e. “Mitchell Jessen and Associates, LLC”] “developed the list of enhanced interrogation techniques and
PERSONALLY conducted interrogations of the CIA’s most significant detainees”….)
The seven owners of MJ&A (of this now inactive consulting firm: in October 2009) were James Elmer
Mitchell, John Bruce Jessen, David Ayers, Randall Spivey, James Sporleder, Joseph Matarazzo, and Roger
Aldrich.
“Dunbar” is a retired USAF retiree who helped developed the CIA/USAF torture program. He received
his doctoral degree in psychology from Utah State University. He was a military SERE-psychologist along
with his fellow torturer, “Swigert.”
Finally, “Dunbar” was one of the seven owners of the “torture” consulting firm of MF&A which is
headquartered in Spokane, Washington.
To hell with the “oligarchs” (the global few, the American few, and “Big” torture for blood-profits) and
their “familiars’ (“My Honor is Loyalty” Waffen-SS; the “war criminals” of Bush43: George W. Bush,
Cheney, Rumsfeld, Gates, Tenet, Gross, [the DNIs Negroponte and McConnell], Hayden, and Brennan;
the USAF; the USA; the USMC; MJ&A of Spokane, WA: the “war criminals” Mitchell, Jessen, Ayers,
Spivey, Sporleder, Matarazzo, and Aldrich; ISIL; Boko Haram; the APA and like professional bodies at the
state and national levels “who looked the other way”; the states of Washington and Virginia “who
