Conduct needs assessments on a cyclical basis. Develop needs assessment instrument to assess stakeholders' training needs. Develop plan for executing needs assessment and follow through. Analyze data from needs assessment. Develop and prioritize strategies to address identified needs. Gather demographic data to identify core competencies of different levels of the drug and alcohol workforce. Assess experience and turnover statewide to address workforce and succession planning in the drug and alcohol community. Conduct focus groups to obtain anecdotal information and insight that is important for decision making but not quantifiable. Utilize this information as a supplement to the formal needs assessment. Supervise the development and ongoing revision of a course catalog based on identified training needs. Ensure that training is available by geographic area based on needs assessment, and that training meets other identified stakeholder needs. Supervise research to secure evidence based curriculum and modern practices. Modify, consolidate, and manipulate curriculum to meet identified needs without sacrificing integrity of training model. Address proprietary issues with utilization of evidence based curriculum. Supervise the development of curriculum to include course materials, instructor guides, learning activities, review materials, and knowledge tests. Establish and maintain a cadre of subject matter experts to review new curriculum. Conduct continuous quality improvement of curriculum to ensure that information, materials, and data are all current and in line with recent trends in drug and alcohol prevention and treatment. Ensure that courses meet the requirements established by the Pennsylvania Certification Board to accredit training events to meet continuing education and certification standards. Maintain current certification on courses. Tailor courses to meet requirements or categorization. Establish standards and requirements for instructors. Supervise the search for and acquisition of instructors who meet or exceed standards and requirements. Develop methodology for screening and selecting instructors. Supervise the contractual process for securing the services of said instructors. Develop bid specifications for training programs. Manage the Train the Trainer process and establish proficiency standards. Develop and implement criteria, tools, and protocol for auditing courses on an established cyclical basis for technical accuracy, application of educational techniques, and compliance with curriculum requirements. This includes evaluating effectiveness of instructors and course material. Provide feedback to instructors, and take corrective action for instructor deficiencies. Manage the revision of course material to address deficiencies. Establish protocols to ensure reevaluation after adjustments are made. Explore and implement alternative methods of course delivery utilizing technology to meet the needs of stakeholders without sacrificing the value of the course. Evaluate effectiveness of alternative training delivery mechanisms using quantifiable methods. Develop marketing strategies to promote interest and participation in training programs. Develop policies to fortify aforementioned protocols and to provide clarity and formality to the section's operations impacting stakeholders. Oversee the automated Training Management System (TMS). Interface with the Data Section to add fields or make alterations that would provide quantifiable data for evaluation and decision making purposes. Develop reports derived from data extracted from TMS to identify problem areas, document successes, and for use in strategic planning. Explore potential for generating revenue through training delivery. Research and make recommendations for cost containment and cost savings through more efficient delivery of services, potential partnerships, etc. Conduct instructor lead training as needed. Manage the provision and maintenance of audio visual equipment needed for instructor lead training. Track the life cycle of equipment, and work with the department's budget team to ensure adequate funding for new equipment. Establish and maintain effective liaison with agency staff, officials of other agencies, and professional stakeholder organizations, and clients. Supervise a group of professionals engaged in administering the department's training mission for the drug and alcohol community: - Determine the work to be performed by section staff, assign work, and establish timetables for completion of work. - Assign responsibility and authority for work to staff and give instruction, guidance and training necessary for staff to carry out assigned duties. - Establish work standards for the Section, monitor the status of assigned work, ensure compliance with standards and take corrective action, including disciplinary measures when necessary. - Interview potential employees and make hiring decisions. - Conduct performance evaluations for employees in the Section. - Approve travel and leave requests from employees in the Section.
