DRAFT Job Description: Regional Inspectors Context The teams of Inspectors are Rwanda Education Board (REB) field staff assigned to Regions, who operate directly under the DDG for Quality and Standards. Regional Inspectors coordinate teams of Pedagogical Inspectors. Regional Inspectors are part of the chain of education officers who are expected to ensure quality education services are delivered through the decentralised education system. Regional Inspectors are largely independent of a line management function, directly under the REB, rather than part of local government, and with specialist subject skills within their teams, perform an inspection and standards role. The District and Sector Education Officers, being accountable to local government, have a role in locally supportive and responsive supervision and coaching of the schools, directly into whose hands the majority of resources flows. Regional Inspectors serve as roving officers, providing impartial and truthful reporting and judgments to the REB. Inspection of schools serves two main purposes: First, it is a supervision system, monitoring events in schools, identifying difficulties early, and ensuring quality. Second, it serves as a feedback mechanism, providing information to policy makers about the reality in schools. Proposed Mandate All Inspectors are mandated to support the implementation of the education sector policy in the districts and sectors in their region. They are also mandated to ensure interpretation and explanation of the Rwanda Education Strategy and Policy as elaborated in Education Sector Strategic Plan (ESSP) 2013-2018. The mandate of the Inspectors is essentially one of oversight, support for defining policies and setting the norms and standards of the system, including for the process of supportive supervision, providing summative inspections that confirm progress against the standards, and, by exception, oversight of follow-up measures where a specific shortcoming has been identified. It is also proposed that the Regional Inspectors be present during the work planning sessions in the districts so that DEOs and SEOs can focus on education sector responsibilities. Overall roles and the responsibilities In their respective provinces, and in close collaboration with each other, the roles and responsibilities of RIs include: 1. To establish and ensure implementation of minimum education norms and standards that are in line with the existing national education policy for, among others, teacher qualification and training, creation and accreditation of schools, curriculum development, textbook design, construction and equipment of schools, examinations, and so on; 2. To design and produce standardized tools/formats for school supervision and data collection (statistics); 3. To produce consolidated education statistics of their respective provinces; 4. To conduct summative inspections (assessment of learning and development of learners) to a cycle mandated by MINEDUC/REB; 5. To analyze consolidated reports from DEOs and SEOs, formulate relevant policy adjustments and elaborate national or specific action plans. The following detailed tasks will support the fulfilment of the RI’s overall responsibilities: 1 1. To establish and ensure implementation of minimum education norms and standards that are in line with the existing national education policy for, among others, teacher qualification and training, creation and accreditation of schools, curriculum development, textbook design, construction and equipment of schools, examinations, and so on; o Organise monthly meetings with relevant stakeholders, e.g. DEOs and SEOs and Mayor or representative to discuss progress in preparing and implementing the District Education Plan o Design and disseminate a template format for “imihigo” performance contracts for DEOs and SEOs that put forward appropriate indicators for quality education service delivery (final decision on content of contracts will remain with Mayors and DEOs) o Participate in the preparation of the plan of action and budget of inspectorate of education (QSD) o Participate in training activities for education and local government staff, including (head)teachers aimed at improving quality of education services in the region under his/her jurisdiction 2. To design and produce standardized tools/formats for school supervision and data collection (statistics); o This also includes preparation of training material for inspectors, DEOs, SEOs to use tools, conduct inspections and lessons observations to set and agreed standards 3. To produce consolidated education statistics of their respective provinces; o Receive and collate all education statistics from DEOs o Receive district education plans and quarterly progress reports; give feedback, relating the plans and the reported achievements to the national education policy, strategy, plan and budget 4. To conduct summative inspections (assessment of learning and development of learners) to a cycle mandated by MINEDUC/REB; o Participate in the establishment of inspection standards o Coordinate (but not necessarily line manage) education inspection activities in the districts with DEOs that fall under his/her jurisdiction o Conduct supportive inspection visits and other activities to improve learning and teaching quality (as opposed to only enforcing punitive measures) o Conduct re-inspections upon the request of DEOs or schools, in case of disagreement on the outcome of or follow-up to earlier inspections 5. The task of the DEOs is a vital one: the input they provide to planning and budgeting, in particular, as the first line of subnational government involved in implementation, is a fundamental process of government. The Provincial/Regional level of government has minimal executive function. It is the districts that are the first, and key, line of subnational service delivery management, as confirmed in the ESSP. Since the DEO leads education activities in the districts, it should also relate closely to the REB and MINEDUC. At the same time, the DEOs, being accountable to local government, have a role in locally supportive and responsive supervision and coaching of the schools, directly into whose hands the majority of resources flows. DEOs thus should focus on support, guidance, coaching and coordination within the district. Proposed Mandate The DEO is the highest education sector official in the district and as such responsible for the quality and scope of the education service delivery in the district. He/she has the mandate to coordinate all activities in the education sector, including activities of NGOs and CBOs. Being responsible for district education activities makes the DEO a superior of the SEO; it is proposed that as such, DEOs should sign (or co-sign, together with the Sector Executive Secretary) the imihigo performance contract with the SEO. DEOs should have basic IT tools available to them, and necessary statistics and data from the SEOs submitted in a consistent and usable electronic format. It is proposed that DEOs should have assistant officers assigned to help them with technical aspects related to pay and HR processes, collating planning and budgeting information. Overall Roles and Responsibilities 1. To prepare District Education Development/Strategy plans and budgets and ensure that all education activities in their respective districts are in line with identified priorities; 2. To oversee the recruitment, deployment and payment of teaching staff, within budget ceilings set by MINECOFIN; 3. To coordinate major education activities such as routine supervision of schools, textbook distribution, in-service training of teachers, data collection, school construction or rehabilitation and examinations in line with annual plans and budgets; 4. To consolidate (and analyze) reports of SEOs, especially those related to education statistics and school supervision and transmit/provide consolidated reports to the RIs. The following detailed tasks will support the fulfilment of the DEO’s overall responsibilities: 1. To prepare District Education Development/Strategy plans and budgets and ensure that all education activities in their respective districts are in line with identified priorities o Support the preparation of the Five-Year District Education Development Plan/Budget and the Three-Year District Education Strategic Plan o Implement education policy and strategic plans in the district, and the alignment of these to the national policies and plans for education o Prepare budget and provide mid-term expenditure framework (MTEF) data 5 2. To oversee the recruitment, deployment and payment of teaching staff, within budget ceilings set by MINECOFIN o Organise recruitment, deployment, transfers, and oversee payment of permanent teaching staff, within ceilings set by MINECOFIN o Provide information on employed teachers to MINEDUC through RI/REB 3. To coordinate major education activities such as routine supervision of schools, textbook distribution, in-service training of teachers, data collection, school construction or rehabilitation and examinations in line with annual plans and budgets o Monitor and report on school financial reports, use of capitation grants, teachers’ salaries, and school feeding o Follow-up of NGO education-related activities, JADF and reporting back to Provinces and REB/MINEDUC o Provide, as the senior educationalist, advice to SEOs and teachers on innovations in learning and teaching 4. To consolidate (and analyze) reports of SEOs, especially those related to education statistics and school supervision and transmit/provide consolidated reports to the RIs o Coordinate and follow up on supportive supervision actions (needs and priorities) within the district o Consolidate and report on all education statistics, within the agreed standard formats, for all reporting areas, including pupils enrolment and daily attendance, as well at teachers attendance o Organise regular meetings with the SEOs and Executive Secretaries to ensure performance of the SEOs and schools is in line with sector priorities, and that resources are available to enable SEOs to carry out their agreed plans effectively o Receive monthly consolidated supervision reports from the SEOs and provide feedback to the SEOs on their reports and suggested follow up actions o Provide consolidated quarterly reports from school supervision to RI and District Mayor, to include analysis and actions for coming period Reporting The DEOs will report to the District Mayor, but also is required to coordinate with the Regional Inspector. DEOs will sign annual performance contracts with the District Mayor, which are co-signed by the Regional Inspector. DEOs will co-sign the performance contracts between the SEO and the Sector Executive Secretary of their respective sectors. 6 DRAFT Job Description: Sector Education Officers Context The Sector Education Officers (SEOs) are employed by the Local Government Authorities, but relate closely to the DEOs to provide supportive supervision to schools towards education quality and reporting. The Sector is a direct service provider to the population, and collection of data and information needed by higher levels for development planning. Thus, SEOs were recruited to support DEOs, and to improve linkages between the district education office and schools. They also support head teachers to improve quality at school level. The SEOs are responsible for regular visits to schools in their area. They are expected to visit each school 6 times per year. The SEO is supported by the DEO, based on his/her monthly work plan. The SEO will also be guided and coached in the participatory inspection and support of the schools and the teacher through the DEO, but more directly by the RI on regular visits to the areas, and if requested on support missions. Proposed Mandate The SEO has the mandate to ensure that effective quality education services are delivered to the people in the sector who are entitled to them. He/she is the contact point for the schools and other actors in the education sector, and has a role of supportive supervision. This also entails monitoring school development plans and reporting on progress; SEOs will collect and analyse data on school and community activities and resources before feeding up to the DEO. SEOs should have basic IT tools available to them, in order to provide necessary consolidated statistics and data to the DEOs in a consistent and usable electronic format. Overall Roles and Responsibilities 1. To monitor and ensure implementation of major education activities in their respective schools in line with national policy, norms and standards; these mainly are: a. Collection of educational statistics b. In-service training of teachers and head teachers c. Distribution and utilization of textbooks d. School construction and/or rehabilitation e. Other relevant education activities such as: Adult Literacy, Itorero, Sports and Culture, Early Childhood Development 2. To support schools and conduct school supervision visits and monitor/assess: a. Teacher/head teacher performance b. Attendance rates of pupils/students and teachers c. Role and involvement of school management committees d. Implementation of school development plans e. School budgets The following detailed tasks will support the fulfilment of the SEO’s overall responsibilities: 1. To monitor and ensure implementation of major education activities in their respective schools in line with national policy, norms and standards; these mainly are: a. Collection of educational statistics - Prepare and compile educational statistics in required formats b. In-service training of teachers and head teachers 7 - Carry out teachers training needs assessment, develop training plan and ensure the execution - Organize and maintain teachers training records c. Distribution and utilization of textbooks - Support efficient distribution and use of school materials, textbooks d. School construction and/or rehabilitation - Support monitoring of school construction and rehabilitation e. Other relevant education activities such as: Adult Literacy, Itorero, Sports and Culture, Early Childhood Development - Support the implementation and monitoring of activities within these areas 2. To support schools and conduct school supervision visits and monitor/assess: a. Teacher/head teacher performance - Assess if curriculum is followed as stipulated by the authority that has national curriculum in its jurisdiction - Prepare and follow up teachers’ recruitment and appointment at all levels - Provide advice to teachers of innovations in learning and teaching - Prepare administrative documents required for teachers’ promotion - Receive and handle relevant requests submitted by teachers b. Attendance rates of pupils/students and teachers - Prepare and compile educational statistics in required formats c. Role and involvement of school management committees - Organise regular meetings, and collaborate with school committees (i.e. Parent Teacher Associations) in the area of workplans, areas for improvement, and other school activities - Discuss and report, issues or problems related to the school and programs, including textbook or materials distribution, as well as examinations d. Implementation of school development plans - Support schools to create their school development plans, and monitor implementation of the plan - Report to DEO on progress of implementation of school development plans - Attend regular meetings with DEOs and Executive Secretaries to discuss performance of the schools under its responsibility - Provide quarterly and annual reports (including suggested follow up action plan) to the DEO with copy to the Sector Executive Secretary e. School budgets - Support schools to create their school budgets, and monitor implementation of spend Reporting SEOs will sign annual performance contracts (imihigo) with the Sector Executive Secretary, co-signed by the DEO. SEOs are expected to co-sign the performance contracts between the head teachers of the schools in the area and the Sector Executive Secretary. 8
