Management Measures of China International Industry Fair for Evaluation of Award Applications Article 1 (Purpose and Significance) China International Industry Fair (hereinafter referred to as "CIIF") is an important window for showcasing the latest technology and products in the fields of equipment manufacturing and information technology in the world, an important window to the world and platform for economic and trade exchanges and cooperation for China’s industry sectors and also the only fair given approval by the State Council to feature evaluation of award applications. In order to highlight the theme of CIIF, turn CIIF into a well-known event and further standardize the fair’s work related to evaluation of award applications, these Measures are hereby formulated in the light of the evaluation practice of well-known international fairs. Article 2 (Evaluation Principles) The principles of “fairness, impartiality and openness” are strictly implemented for the whole evaluation process. I. Disclose the management measures for evaluation of award applications and relevant regulations; II. Disclose submission of applications by exhibitors, preliminary compliance examination, expert review, final evaluation and other evaluation procedures; III. Disclose the final evaluation results. Article 3 (Scope of Evaluation) The following exhibits are eligible for evaluation: I. CNC machine tools and metal processing equipment; II.Industrial automation; III. New energy and electrical equipment; IV. New energy vehicles; V. Environmental protection technology and equipment; VI. Information and communication technology and products; VII. Civil aviation and aerospace technology and products; VIII. Space information technology and Beidou navigation technology applications; IX. Industrial design innovations; X. Biomedical and high-performance medical equipment, new materials and other products. Article 4 (Eligibility for Evaluation) I. Product or system solutions exhibited at CIIF, including innovative business models or new formats; II. Has been applied to industrial or commercial applications; III. Has made remarkable technical and economic achievements, meets the needs of economic and social development; IV. Award application materials submitted are complete. Article 5 (Awards) CIIF offers the following awards: Honorary Award: CIIF Special Honorary Award; Product Award: CIIF Gold Award; CIIF Silver Award; CIIF Gold Award for Industrial Design; Innovation Award: CIIF Gold Award for Innovation; CIIF Innovation Award; Organization Award: CIIF Outstanding Organization Award. Article 6 (Award Criteria) Product or system solutions that are given awards should meet advanced technology standards and come with independent intellectual property rights. Applicants undertake that the award application materials they submit are authentic and valid. The Product Award in principle is awarded to enterprises or enterprise-led joint applicants consisting of enterprises, research institutes and institutions of higher learning. The Organization Award is awarded in accordance with separately formulated management measures for evaluation of award applications. I. Special Honorary Award criteria: Excellent exhibits that have a significant influence on economic and social development, are of great strategic significance for enhancing the level of industrial development and come with core independent intellectual property rights are encouraged. II. Gold Award criteria: 1. Exhibits that have achieved a major breakthrough in the development and industrialization of core technologies, key technologies and high-end products in high-tech industries and equipment manufacturing, are on the leading edge of industry development at home and abroad and have a significant impact on the economy and the quality of life; is in a leading position at international level or is the first of its kind in China; 2. Has created enormous economic benefits or stands out in terms of social benefits, can promote the development of related industries; 3. Possesses a number of independent intellectual property rights. III. Silver Award criteria: 1. Has achieved innovation in the field of industrial technologies, is in a leading position at international level; 2. Exhibits that have certain economic and social benefits, or have good demonstration effects; 3. Possesses independent intellectual property rights. IV. Gold Award for Industrial Design criteria: 1. Is designed using a novel concept, is elegant in appearance, reflects high design standards; 2. The product has unique features, is amenable to engineering applications or mass production and meets market needs; 3. Has been on the market for less than 2 years; 4. Possesses independent intellectual property rights. V. Innovation Award criteria: 1. Is exhibited at CIIF for the first time; 2. Core products or platforms of the “Four New” economy that have achieved a major breakthrough in the development of core technologies, key technologies and high-end products in high-tech industries and equipment manufacturing, which are the focus of worldwide attention or that have significant business and social value; is the first of its kind in the world or is in a leading position at international level; 3. Has potentially huge economic benefits or stands out in terms of social benefits, can promote the development of related industries; 4. Possesses independent intellectual property rights. VI. Innovation Award criteria: 1. Is exhibited at CIIF for the first time; 2. Core products or platforms of the “Four New” economy that have certain commercial and social value; is in a leading position at international level; 3. Has good growth potential and market potential; 4. Possesses independent intellectual property rights. Article 7 (Total Number of Awards) No more than 40 awards are given at CIIF (except for the Special Honorary Award), including: 1-2 Special Honorary Awards (depending on the actual situation each year, optional); No more than 4 (inclusive) Gold Awards; No more than 14 (inclusive) Silver Awards; No more than 4 (inclusive) Gold Awards for Industrial Design; No more than 4 (inclusive) Gold Awards for Innovation; No more than 14 (inclusive) Innovation Awards; Article VIII (Entities Involved in Evaluation) I. The Organizing Committee of CIIF sets up an Evaluation Steering Committee, which is responsible for developing management measures for evaluation, providing guidance on evaluation and examining and approving evaluation results; II. The Evaluation Department organizes and carries out evaluation under the leadership of the Evaluation Steering Committee; III. The Evaluation Office undertakes the routine work of the Evaluation Department and is responsible for collecting, organizing and summarizing materials and organizing experts to carry out evaluation. Article IX (Evaluation Process) I. Exhibitors log in to the "CIIF Exhibits Evaluation Information Platform" to voluntarily fill out the award application; II. Entities responsible for soliciting exhibitors view information about exhibits submitted for evaluation and submit the information to the Evaluation Department after preliminarily examining them for compliance online and giving a written opinion in respect thereof; directly submit award application materials to the Evaluation Department to be preliminarily examined for compliance; III. The Evaluation Department organizes a panel of experts to evaluate exhibits submitted for evaluation in a manner that combines evaluation of online materials and an on-site Q&A session and come up with a list of recommended exhibits; IV. The Evaluation Steering Committee examines the list of recommended exhibits and opinion submitted by the Evaluation Department and decides on winners and award levels by voting through secret ballot; applications for the Outstanding Organization Award which are evaluated separately shall be submitted to a meeting attended by all members of the Committee for examination and approval. All evaluation results shall be submitted to the Organizing Committee of CIIF for examination and approval; V. The Organizing Committee of CIIF examines and approves the list of exhibits to receive awards and presents trophies and award certificates. Article X (Power of Interpretation of Evaluation) I. The Evaluation Department shall be responsible for the interpretation of these Measures; II. These Measures shall be implemented as of the date of promulgation. September 2015
