The City of Sydney’s Community Strategic Plan ( Sustainable Sydney 2030 ) sets the framework for the future of the City. There are a number of targets which are required to reach the vision of where the community wants the city to be by 2030.
The third target in the Community Strategic Plan is that by 2030 there will be at least 138,000 dwellings in the City of Sydney (including 48,000 additional dwellings compared to the 2006 baseline) for increased diversity of household types, including greater share of families.
The City of Sydney Residential Monitor provides information on the supply of new housing in the City of
Sydney Local Government Area (LGA). The Residential Monitor measures the growth and distribution of residential development and informs Council and the public of the changes to residential patterns within our local area, and gives estimates for the total number of future dwellings in the short-term for each of the ten village areas that make up the City of Sydney LGA.
The village areas are:
• CBD and Harbour;
• Chinatown and CBD South;
• Crown and Baptist Streets;
• Glebe Point Road;
• Green Square and City
South;
• Harris Street;
• King Street;
• Macleay Street and
Woolloomooloo;
• Oxford Street; and
• Redfern Street.
Information on residential projects is mapped, tabulated, graphed and described based on the status of developments at the end of the reporting period.
Developments are grouped by the following categories:
• Completed – residential developments that have completed construction within five years of the report date.
• Commenced – residential developments that are currently under construction but have yet to be completed at the report date.
• Approved – residential developments that have been approved by relevant authorities but have yet to commence at the report date.
• Lodged – residential developments that have been submitted for approval but have not yet been approved by the relevant authority at the report date.
The number of rooms in boarding houses, aged-care facilities and student accommodation developments are also reported in the Residential Monitor.
The total number of dwellings completed, under construction and approved are included in the summary of residential activity, however only residential developments of five-units or more are included in the village sections.

The village area of Redfern Street accounted for the highest proportion of new housing stock in
2013/14, delivering 1,519 new dwellings and contributing over half of all new residential dwellings entering the market in the City of Sydney LGA. The majority of new dwellings in Redfern Street are located the Frasers site on Broadway and the Urbanest student accommodation project.
Green Square and City South delivered 829 dwellings which accounted for nearly 30% of all new residential completions in 2013/14. Looking ahead, Green Square and City South will continue to supply a large bulk of the new housing stock in the City of Sydney with an estimated 3,800 new dwellings expected to be delivered over the next two years.
It is estimated that the resident population of the City of Sydney has increased by approximately 4,000 1 during 2013/14.
44% (3,291) are located in Green Square and City South
17% (1,263) are located in Redfern Street
15% (1,093) are located in Glebe Point Road
98% (7,327) of the dwellings under construction are in multi-storey apartment buildings
(including student accommodation developments).
32% (2,403) are located in Chinatown and CBD South
21% (1,575) are located in Green Square and City South
14% (1,071) are located in Glebe
14% (1,081) are located in Redfern Street
Approximately 98% (7,442) of approved dwellings are in multi-storey apartment buildings

The figure above shows the number of completed dwellings by village area for 2009/10 to 2013/14, plus forecast completions for 2014/15 to 2018/19 (based on known development applications). The yearly rate of completions is set to increase dramatically over the next few years, as major regeneration projects across the City of Sydney are completed.
The average annual rate of completions over the past five years has been just over 1,900 dwellings
(including student accommodation and boarding houses) per year. The forecast average for the next five years, based on known development applications, is nearly 5,000 dwellings per year.

The pie charts above show the unit mix for residential dwellings approved in 2013/14 (top), and the proportion of dwellings approved in 2013/14 by type (bottom). The top chart indicates that the majority of approved dwellings are either 1-bedroom (39.3%) or two-bedroom (43.2%) dwellings.
The bottom chart demonstrates that the majority of approved dwellings in the City of Sydney are in multi-storey apartment buildings. Student housing developments are predominantly located in multistorey buildings as well.

During 2013/14, two major residential developments were completed in CBD and Harbour , the Eliza located on Elizabeth Street and the Jade development located on Sussex Street, adding a combined 45 residential dwellings to the area.
Construction commenced on two residential buildings (R8 and R9) within the Barangaroo South urban renewal site, with a combined total of 159 residential units.
Two major developments were approved during 2013/14, representing 377 new residential units:
• 38-44 York Street (Carlton House and Spiden House sites), a 32 level residential tower containing 199 residential apartments.
• 161 Clarence Street, Sydney (178 residential units) as part of a 25 storey mixed use development.
2013/14 also saw lodgements for a number of major residential developments throughout CBD and
Harbour , with approximately 824 residential units proposed:

• 286-296 Sussex Street, Sydney (188 residential units)
• 71-79 Macquarie Street, Sydney (109 residential units)

No new dwellings were completed as part of major residential developments in 2013/14.
Three major developments began construction late 2013 in Chinatown and CBD South , and are expected to deliver 161 residential apartments in total.
During 2013/14, a number of major developments were approved in Chinatown and CBD South , with a total of 2,467 residential units. One of these projects is expected to provide 1,782 new residential dwellings, of which 422 units have been set aside as student accommodation. This development, along with another proposed student housing complex on Harbour, provides a major boost to existing student housing stock in Chinatown and CBD South.
There are currently 2 major projects lodged but not approved in the area, proposing a total of 1,102 residential units.

Redevelopment of Harold Park began in 2012/13, with 482 residential dwellings having already commenced construction. By end of 2013/14, the Stage 2 DA for Precinct 1 was nearing completion, delivering another 298 residential units. The Stage 2 component for Precinct 2 (184 residential units) is scheduled for completion by mid-2015.
The Stage 2 DA for Precinct 3 (74 Ross St) was approved in 2013, delivering another four residential buildings with a total of 345 residential units.
Several notable residential development applications were approved during 2013/14, including:
• 84 Parramatta Rd, Camperdown (28 residential units)
• 72-76 Parramatta Rd, Camperdown (22 residential units)
• 68-74 Bay St, Ultimo (32 low cost affordable housing accommodation units)
• 43-47 Greek St, Glebe (23 residential units)
• 417 Glebe Point Rd, Glebe (64 boarding house accommodation units)
• 74 Ross Street, Forest Lodge (345 residential units)
The Glebe Affordable Housing Project was approved in 2013 which will contribute a significant number of residential units to both social and affordable housing. Of the total 495 residential units proposed, 95 have been set aside for affordable housing and 153 for social housing.
The Stage 2 DAs for Precincts 4 & 6 of Harold Park were lodged in May, which are expected to supply another 245 residential units.

Work has also started on a 22 storey building at 15 Gadigal Ave (Lot 4 / 37 O’Dea Ave), known as
“Ruby Tower” (151 residential units).
A City West Housing project located at Old South Sydney Hospital site on Portman Street, is due to commence construction late 2014. This development is expected to deliver 2 new residential buildings comprising 104 affordable housing units.
As at the end of 2013/14, there were 3,291 residential dwellings currently under construction in Green
Square and City South, accounting for almost half of the total residential construction activity in the
LGA.

King Street
Two major student accommodation projects were completed in King Street during 2013/14:
• Sancta Sophia College, Sydney University (128 student accommodation units)
• Wesley College (42 student accommodation units)
Stage 1 (Buildings A, B & C) of the Ashmore Precinct commenced construction in late June 2013, which will deliver another 263 residential units when complete. Stage 2 (Building E) also began building works in April 2014, which is to provide 16 townhouses. Other residential projects which have also commenced construction include
• 398-400 King Street, Newtown (10 residential units)
• 15-19 Erskineville Road, Newtown (30 residential units)
• 16 Rochford St, Erskineville (6 new residential dwellings)
• 21-23 Erskineville Rd, Newtown (20 residential units)
Several development applications were approved during 2013/14, including a major student accommodation project at Sydney University (Graduate House, Library Building and Academic House) which is expected to deliver 358 units. Stage 2 (Building D) of the Ashmore precinct was approved in early 2014, delivering another 45 residential units. Other notable lodgements include:
• 27 Church St, Camperdown (7 boarding house accommodation units)
• 13 Briggs St, Camperdown (11 residential units)
• 36-36A/Lot 2 1A Coulson St, Erskineville – Building D Stage 2 (45 residential units)
• 292 King St, Newtown (10 residential units)

The above approvals account for around 193 new units within the King Street village area.

A major residential development 111-139 Darlinghurst Road was lodged in 2013, proposing 174 new residential apartments.
Macleay Street and Woolloomooloo village area is expected to deliver over 400 new residential units over the next few years. Given this area has a high proportion of studio and 1 bedroom dwellings compared to the rest of the City of Sydney, future development is expected to contribute to greater housing diversity in the area.

Oxford Street
2013/14 saw the completion of the Caritas Building redevelopment located on Forbes Street, adding
110 new residential units to the area. In late 2013/14, construction also started on the development located at 16-32 McLachlan Avenue, which will provide 132 new residential units. Other notable projects that began construction during 2013/14 include:
• 23 Pelican St, Surry Hills (49 residential units)
• 137-141 Bayswater Rd, Rushcutters Bay (35 residential units)
• 207-211 Darlinghurst Rd, Darlinghurst (24 residential units)
• 19 Poate Rd, Centennial Park (12 residential units)
Significant developments also approved during 2013/14 were:
• 155-159 William St, Darlinghurst (10 residential units)
• 143-151 Bayswater Rd, Rushcutters Bay (38 residential units)
Five new DAs were lodged in 2013/14 including:
• 27 Boundary St, Darlinghurst (9 residential units)

In 2013/14, there were 1,521 new dwellings completed in Redfern Street.
This growth has been partly driven by the ongoing redevelopment of the Frasers site on Broadway, in particular One Central Park
(Block 2) and Park Lane (Block 5A & 5B) which together contributed 986 residential dwellings. Central
Park - The Mark (Block 5C) is due for completion late 2014, providing another 413 residential units.
A student accommodation project located on Cleveland Street was completed late 2013/14, adding 389 new units to the existing student housing stock for the area.
Other major completions during 2013/14 in Redfern Street also include:
• 86-90 Cope St, Waterloo (21 residential units)
• 34 Wellington St, Waterloo (41 residential units)
• 26-98 Broadway, Chippendale (393 residential units)
• 196-200 Cleveland St, Chippendale (15 aged care accommodation units)
• 19-31 Goold St, Chippendale (26 residential units)
• 16-18 Broadway, Chippendale (14 residential units)
Building work began on a student housing project at City Rd, which is expected to provide accommodation for around 399 students when complete.

In 2013/14, a number of major developments were approved in Redfern Street:
• 5 Hudson St, Redfern (28 residential units)
• 58-64 Abercrombie St, Chippendale (25 residential units)
• 26-98 Broadway, Chippendale (688 student accommodation units)
• 1001 Wilson St, Eveleigh (88 residential units)
• 52-54 Pitt St, Redfern (27 residential units)
• 48 Regent St, Redfern (23 boarding house accommodation units)
• 134-144 Pitt St, Redfern (158 residential units)
These projects alone will potentially provide over 1,000 additional residential dwellings for Redfern
Street over the coming years
Notable lodgements for Redfern Street include:
• 293-295 Abercrombie St, Darlington (17 residential units)
• 71-77 Regent Street, Redfern (18 residential units)
• 11 Henderson Rd, Alexandria (24 residential units)
• 143-159 Botany Rd, Waterloo (33 residential units)
• 93A Redfern St, Redfern (17 residential units)
2013/14 saw Redfern Street account for the most residential completions in the LGA, and the highest proportion of boarding house approvals relative to other village areas. Looking ahead, Redfern Street is expected to contribute to further growth in new dwellings in the City of Sydney.
