ETHICS CULTURE ASSESSMENT Why is it important to assess the ethical state of the department? Some objectives include: • To assess the level of compliance with national norms and standards in respect of combating and prevention of corruption • To assess the effectiveness of professional ethics and anti-corruption measures in the department • To assess the effectiveness of existing anti-corruption structures • To identify the difficulties and weaknesses with respect to the prevention and combating of corruption in the department • To recommend effective mechanisms for the management and promotion of professional ethics in the department Governments departments are expected to comply with legislation and other government regulations. Assessment of organisational ethical culture in the public service department should be based on the following: Public Service code of conduct Batho Pele principles Minimum Anti-Corruption Capacity Requirements Departmental specific values Other applicable legislation, regulation and policies The aim of an Ethics Culture Assessment should be to establish the key areas on which management needs to focus to build an ethical department. Leadership effectiveness and Process integrity could be used as part of "what should be assessed".
