EBC Connecticut Chapter - Dam Management Program Dam Safety and New Legislation, Regulations and Permitting This EBC Connecticut Chapter dam management program will summarize the key points of the new Connecticut dam safety legislation contained in House Bill No. 6441 being voted on this month. The revisions to these dam safety statutes have significant implications to every dam owner. This program will also provide an overview of the current permitting requirements for dam repair and dam removal in Connecticut, and provide an open discussion to further explore how these legislative changes will affect these types of projects in the future including funding opportunities for repairs. General dam safety issues, that every dam owner and operators should know, will be also presented. The program will be rounded out with presentations related to facilities planning for water supply dams and a contractor’s perspective of minimizing risk during construction. He has over 30 years of consulting experience in water resources engineering. His primary focus is in surface water hydrology and open channel hydraulics in support of GZA’s dam and water resources engineering practice. He is Principal-in-Charge for a number of dam safety improvement projects for water supply clients including The Metropolitan District, First Taxing District Water Department (Norwalk), and the Massachusetts Water Resources Authority. He earned a Bachelor of Science degree from Fairfield University and a M.S. in Hydrology while attending the University of New Hampshire. Mr. Baril is a Registered Professional Engineer licensed in Connecticut, Massachusetts, New Hampshire, and Maine. He brings over 20 years of experience managing civil construction projects up to $500.0M in size. He is a 1992 graduate of Worcester Polytechnic Institute where he earned a Civil Engineering degree. Prior to starting New England Infrastructure, Inc. in 2002 he worked for industry giants Kiewit Construction and Modern Continental Construction as a Project Manager. Arthur P. He currently supervises Connecticut’s dam safety program. In all Art has 30 years of service with the Inland Water Resources Division of Connecticut’s Dept. of Energy and Environmental Protection repairing and inspecting dams. Along with working on dams, Art has been involved in the implementation of many flood control projects within the state. He has worked on a variety of special projects including acting in the role of the lead engineer as CT developed their Erosion and Sediment Control Manual in 2002 and representing the state DEEP on a hydrologic modeling group. Jennifer L. She is a licensed Professional Engineer in the state of Connecticut and currently supervises the Engineering Services Unit of the Inland Water Resources Division. This group is responsible for the capital improvements, repairs, and emergency action planning for approximately 260 state-owned dams of varying hazard class. In addition to planning and overseeing repair of state-owned dams, Jennifer is responsible for the management and coordination of flood control projects within the state. Previous to this role, Jennifer was program lead for the regulation of large-scale subsurface sewage disposal systems. Carolyn C. Carolyn received her Bachelor’s degree in Environmental Studies from The George Washington University. Carolyn began her career in the water industry in 2002 as an environmental compliance specialist for Aquarion. She moved to the Engineering & Planning Department as a project manager in 2004, was promoted to group supervisor in 2009 and has been in her current position since 2012. As Manager of Capital Project Delivery, she is responsible for roughly one third of the Company’s capital expenditure each year. In her various roles she has developed a broad knowledge of industry regulatory, engineering, treatment and business practices. Carolyn is a member of the American Water Works Association.
