Key Strategic Planning Principles:
Several key planning principles were established to develop this strategic plan:






Support for student success throughout the continuum of their college learning experience;
Adherence to ECU Tomorrow: A Vision for Leadership and Service, 2007 and the ECU
Strategic Action Plan, 2010-13;
Support for effective leadership and professional development;
Purposeful decision-making, moving towards clearly defined goals and measurable
objectives;
A commitment to institutional effectiveness; and,
Allocation of resources to ensure attainment of established priorities.

Goal 1:
Educate nurses who can contribute to a global, culturally diverse and rapidly changing
society.
Outcome Objective: Enhance current international partnerships in Haiti, Guatemala, and
Nicaragua and explore other international opportunities.
 Measure: Ninety percent (90%) of students who participate in study abroad
experiences affiliated with the CON will respond positively when rating their
international learning experience
 Measure: Minutes of the Diversity Advisory Council and the International Ad Hoc
Committee will reflect international partnership activities
Outcome Objective: Continue implementation of the CON Diversity Action Plan.
 Measure: Track measures outlined in the CON Diversity Action Plan as reported in
the annual report submitted by the Diversity Advisory Council
Outcome Objective: Assess the university’s student learning outcomes on Education for a
New Century ECUs Global Perspective.
 Measure: A minimum of 100% of CON assessment plans will include an Academic
Program Assessment Report on global objective outcome identified by the CON
Outcome Objective: Increase recruitment and support of underrepresented populations in
the field of nursing.
 Measure: Target Rates: 16% minority enrollment and 10% male enrollment in all
programs
Outcome Objective: Monitor graduation rates of students in all programs.
 Measure: Graduation target rates: 75% for pre-licensure BSN, 70% for RN/BSN,
70% for RN/MSN, 90% for Alternate Entry Phase I, 85% for MSN, 80% for PhD
Outcome Objective: Institute a process to enhance evaluative processes.
 Measure: Successful recruitment of Director of Assessment & Information
Management Position
 Measure: All accreditation, assessment, and quality enhancement plans are
annually reviewed by the Office of Program Evaluation and submitted to the
appropriate sources

Goal 2:
Prepare nurses who can think critically to provide nursing care which is
consistent with the standards the nursing profession.
Outcome Objective: Maintain excellence as evidenced by external benchmarks.
 Measure: 90% of students consistently have a pass rate on NCLEX-RN and
certification exams that meet national standards for 1st time test takers
 Measure: 90% of Exit Survey responses from graduates will be positive on
curriculum, academic advisement, and preparation for workforce
 Measure: 90% of Exit Survey responses from employers will be positive on
curriculum, academic advisement, and preparation for workforce
Outcome Objective: Review the undergraduate curriculum based on the AACN Essentials
of Baccalaureate Education and the recommendations of the Carnegie Foundation and
revise as needed.
 Measure: Revised BSN Curriculum
Outcome Objective: Complete a revision of the MSN curriculum based on the new
Essentials of Masters Education.
 Measure: Revised MSN Curriculum
Outcome Objective: Complete a revision of the PhD curriculum based on
Recommendations of the PhD program review and the AACN Quality Indicators of Doctoral
Programs.
 Measure: Revised PhD Curriculum
Outcome Objective: Achieve a second designation as an NLN Center of Nursing Excellence.
 Measure: Submit application to NLN.
 Measure: Achieve re-designation as NLNCOE
Goal 3:
Create a culture of nursing scholars who contribute to the advancement of nursing
knowledge.
Outcome Objective: Increase the number of undergraduate, master's and doctoral
students who publish and present their scholarly work and seek internal and external
funding.
 Measure: Establish a baseline of number of publications, presentations and grant
submissions by students in year 1
 Measure: Monitor student scholarly work annually

Outcome Objective: Collaborate with researchers in the University and the Health Science
Division to improve the infrastructure for research and foster interdisciplinary research
particularly in those areas which have been identified as priorities and areas of strength.
 Measure: Faculty will participate in interdisciplinary research with a focus on
cardiovascular, metabolic, and veteran health care
Outcome Objective: Collaborate with the Development Officer to capitalize on our 50 year
celebration to increase scholarship opportunities for students, a second endowed
professorship, and other development activities.
 Measure: 5% increase in number and $ amount of scholarships awarded each year
 Measure: Increase membership in the Golden Lamp Society by 10% annually
 Measure: Induct 50 members into the inaugural Hall of Fame
 Measure: Induct a minimum of 5 new members annually into the CON Hall of Fame
 Measure: Increase amount of money raised through the Annual Fund, as well as
direct contacts to individuals and corporations by 5% annually
Outcome Objective: Utilize available resources to provide professional development
opportunities for faculty and staff to maintain excellence in nursing education.
 Measure: 90% positive evaluations by faculty attending programs
Goal 4:
Create a continuum of programs and services to support the goals of The Leadership
University.
Outcome Objective: Align leadership development opportunities to advance initiatives set
by the university.
 Measure: Content Map of curricula is developed to reflect leadership framework in
all programs
Outcome Objective: Develop a plan for measuring leadership development in students.
 Measure: Plan is developed and implemented for use in measuring leadership
development in students
Goal 5:
Promote leadership opportunities for students, faculty and staff in the College of Nursing.
Outcome Objective: Increase the number of students who participate in leadership
opportunities by 10% in 3 years.
 Measure: Establish baseline of number of students who participate in leadership
opportunities

Goal 6:
Enhance the leadership capacity of nurses in the region through mentorship,

Outcome Objective: Implement the initiatives identified in the East Carolina Center for
Nursing Leadership (ECCNL) strategic plan.
 Measure: Annual report of the ECCNL with outcomes identified
Goal 7:
Increase the recognition of faculty, students and staff in the CON who excel in leadership
and make significant contributions.
Outcome Objective: Implement strategies to maintain a positive work environment for
faculty and staff.
 Measure: Nominate faculty and staff for awards every semester, including
university awards
 Measure: Daisy Award implementation to recognize outstanding teachers in the
CON twice/year
 Measure: Development and implementation of Staff Recognition Process
Goal 8:
Increase the scholarly productivity of faculty and students.
Outcome Objective: Increase the number of faculty who have sustained research
programs and are successful in publishing their work and obtaining external funding.
 Measure: Establish baseline of external funding in 2010-11 and increase funding by
5% annually (2011-12 and 2012-13)
 Measure: Establish baseline of internal funding in 2010-11 and increase funding
by 5% annually (2011-12 and 2012-13)
 Measure: Increase number of refereed journals published by 5% annually.
 Measure: Increase number of books and book chapters published by 5% annually.

Outcome Objective: Implement promotion and tenure guidelines so that expectations are
clear and resources to support faculty scholarship are provided.
 Measure: Revised promotion and tenure guidelines are approved by tenured
faculty
 Measure: Differential teaching assignments provided for tenure track faculty
during the first 3 years on tenure track
Goal 9:
Expand access to evidence based nursing care in collaboration with our clinical partners.
Outcome Objective: Develop a clinical track for promotion that is linked to outcomes of
scholarly productivity in teaching and clinical practice.
 Measure: Development of Guidelines for Clinical Track faculty
Outcome Objective: Expand innovative, interdisciplinary community partnerships that
enhance the education of students, the research mission of the college and positively
impact the health of the region.
 Measure: 5% increase annually in number of faculty who participate in
interdisciplinary and community engagement activities by 10% over 3 years
 Measure: Establish a baseline of the number of faculty who participate in
interdisciplinary research and community engagement
 Measure: Maintain current data base of agency contracts
 Measure: Maintain current data base of adjunct faculty
Goal 10:
Expand academic programs that meet a specific need in the region.
Outcome Objective: Develop a Psyc/Mental Health CNS/NP option in the MSN program to
improve access to mental health services in the region.
 Measure: Approval of Psyc/Mental Health CNS/NP option in MSN program
Outcome Objective: Obtain permission to plan and implement a Doctor of Nursing (DNP)
degree program.
 Measure: Approval of DNP Degree program
Outcome Objective: Participate with partners in the Health Science Division to expand
opportunities for interprofessional education.
 Measure: Establish baseline of interprofessional projects in year 1 and increase by
5% annually

Goal 11:
Expand continuing education opportunities that address the needs of the nursing
workforce.
Outcome Objective: Continue to implement and expand the NEEDS Project to meet the
needs of nurse educators.
 Measure: 90% of students will report satisfaction with the NEEDs course and
review evaluation survey with a focus on quality enhancement
Outcome Objective: Implement the RIBN Project in collaboration with community colleges
in the region to enhance educational progression of nurses in the region.

Explore opportunities for partnership and commercialization of technological
innovations developed by faculty and staff.
Outcome Objective: Achieve national recognition for the innovations that the CON has

 Measure: Formation of Educational Technology Team composed of faculty and
technology staff
 Measure: Development and implementation of plan for CON to achieve national
recognition for work in simulation and educational technology
