Profile of Speakers
Jyotsna Puri
Deputy Executive Director and Head of Evaluation

Dr. Puri is currently Deputy Executive Director and Head of Evaluation at the
International Initiative of Impact Evaluation (3ie). She is also adjunct faculty at
the School of International and Public Affairs (SIPA), Columbia University. Previously, she has
worked at the World Bank and the United Nations and also as Associate Research Scientist at
the Earth Institute, New York. Jo has 17 years of experience in development related research
and evaluation. She has undertaken and led evaluation related work for UNDP, UNICEF, GEF
and the MacArthur Foundation. She is the lead author of a book on measuring and interpreting
monitoring and evaluation indicators prepared for the Human Development Report Office and
published by UNDP; co-author of a book examining implications of Joint Implementation of
Climate Change commitments for developing countries, and has led the publication of a
synthesis report on Forests in a Green Economy published by UNEP. Jo’s academic
qualifications include a Ph.D. and M.Sc. in Resource Economics and a Masters in Development
Economics.
Farzana Ahmed

Ms. Farzana Ahmed is the Lead Results Management Specialist of the Strategy and Policy
Department of the Asian Development Bank. Her special focus is on public sector management.
She joined the department in July 2009.
She is also the Principal Coordinator of the Secretariat of the Asia-Pacific Community of
Practice on Managing for Development Results (APCoP). This is a country-based CoP
comprising senior government officials from ADB member countries focused on improving
governance and promoting results orientated public sector management. In her current role, Ms.
Ahmed coordinates support for APCoP activities at the regional and country level working
together with the government-led APCoP Coordinating Committee and ADB operations.
Ms. Ahmed started her career in ADB in 1998 and has worked primarily in governance and
portfolio management positions including time at the ADB Indonesia Country office. Whilst in
Indonesia, Ms. Ahmed, amongst other responsibilities, designed and implemented a major ADB
supported program on the reform of the State Audit function. At their request, Ms. Ahmed was
later seconded as an Advisor to the Australian Agency for International Development, where
she advised on post 2004 Tsunami rehabilitation of Aceh and the Australia-Indonesia country
strategy. Before joining ADB, Ms. Ahmed held senior management positions in the private
sector in UK and Australia. Bangladeshi by origin, she is also a citizen of the UK and Australia.
Ms. Ahmed holds a Master’s degree in Economics and Politics from Oxford University, UK, and
is a qualified chartered accountant.
Anindita Bhattacharjee

Ms. Anindita Bhattacharjee is a Senior Research Associate at the Research and Evaluation
Division (RED) of BRAC, Bangladesh. She joined the Development Economics Research Unit
of RED in August 2009. Her research interest includes poverty, women empowerment and
adolescents’ skill development. Ms. Bhattacharjee holds a Master’s degree in Economics from
the University of New South Wales, Sydney, Australia.

Ms. Lung Sai Mei is a Budget Review Officer in the National Budget Office,
Ministry of Finance Malaysia. She joined the Ministry in October 2010.
In her current role, Ms. Lung is responsible in reviewing a Ministry’s budget
request and helps acquire adequate allocation for its operational needs and programme
implementation. She assists the ministry to make budget adjustments to ensure the budget
remains steady, and expenditures are aligned to National priorities.
Ms. Lung started her career in the Diplomatic and Administrative service in 1996 and has
worked in numerous government agencies and a government linked company. Ms. Lung holds
a Masters in Business Administration from the International University of Japan.
Erfan Fiddin

Mr. Erfan Fiddin is a fund specialist at the Directorate of Loans and Grants of
Ministry of Finance of the Republic of Indonesia. As a fund specialist, his
responsibility is in formulating the policy on external loans and grants including

the allocation in the state budget. He has participated in various project monitoring and
evaluation. As a part of his responsibility in formulating policies, Mr. Fiddin deals with macroeconomic, fiscal sustainability and other aspects which influence the formulation. Prior joining
the MoF, Mr. Fiddin works in several financial institutions.
Parama Sen

Parama Sen has 19 years experience in national auditing and public
finance. She presently heads the office of commercial audit in the
C&AG set-up in Mumbai. In the present charge, she directs audits
including performance audits in the energy and aviation sector (national
oil companies and aviation companies). She has also experience in audits of social sector
schemes, revenue audits and audit of scientific departments. She has also been Director in the
Ministry of Finance, Government of India associated with appraisal of Government schemes
and programs. She is a M.Sc. in Physics and is also a chartered internal auditor.

Mr. Wang is Deputy Director of the Budgeting Division of the Finance
Department of Liaoning Province. He was engaged in performance evaluation
of fiscal expenditure and government budge management since 2007. In 2012, he started to roll
out the performance-based government budget management reform throughout the whole
province. He is one of the principal persons for drawing up the policies and institutions on
performance-based budget management in Liaoning province. He has also conducted
performance evaluation of the budget of administrative departments as well as performance
evaluation of the intergovernmental transfer payment for many times.
Sami ULLAH

Mr. Sami Ullah is currently working as Joint Chief Economist in the Ministry
of Planning, Development & Reform, Government of Pakistan. He is
involved in formulating development plans and macro-economic policies.
He has been working in the Ministry since December, 2009, first as Chief, Poverty Alleviation
Section from December, 2009 to February, 2012 and then as Chief, Public Investment
Programming Section from February, 2012 to June, 2014. He has also worked as Deputy Chief
in the Ministry of Commerce during 2005-2009 and involved in formulation of trade policy of

Pakistan. Besides, he has an experience of more than 18 years on different assignments in the
Ministry of Finance. Mr. Sami Ullah holds Master degrees in Economics from Pakistan and
Industrial Development from University of East Anglia, England.
FU Haiying

Ms. Fu Haiying is senior evaluation expert at the performance evaluation
department of Shanghai Finance Bureau. She is one of the first batches of
people in Shanghai who are engaged in performance evaluation. She’s been
widely participating in various levels and units of practice of public finance
performance evaluation, and plays an important role in the policymaking of local regulations.

Mr. Jayawardena has been working in the Ministry of Power and Energy,
Sri Lanka since 2004 in different capacities and presently working as the
Director (Development). He is in charge with preparation of the budget
for development projects, and monitoring progress of rural electrification
programme and activities related to renewable energy development.
He is also a Board member of Sustainable Energy Authority of Sri Lanka since January 2007.
He is a member of the Renewable Energy Tariff Review and Bio mass Energy Policy
Preparation Committees. He is also the Secretary of the Presidential Task Force for renewable
Energy and a member of the Environmental Council Sri Lanka.
Mr. Jayawardena holds a Masters in Business Studies from University of Colombo, Sri Lanka,
and Bachelor of Science from University of Peradeniya, Sri Lanka.
