ESE Advisory “Bin” 9/30/15
Comment: ULS system organization and running out of ink.
The color printer provided to the school is the printer of the last resort. Staff were
asked to use school based printers, central printing, and the special printer. If
additional ink is required the school should use their IDEA funds.
Comment: Decrease in field trips and CBI trips for High School ESE students. Pending
Response
Comment: Focus is not able to pull data on the number of minutes a school services LI
for example. SLP’s are told its number of students being served instead of the number
of minutes. When this happens we really can’t put down how much a student, but what
a staff member can service.
Service minutes are available through PEER reports.
Comment/Question: SLPs are being contracted out – who’s responsible for case
manager duties?
The position of ESE Specialist for Specialized Services remains unfilled. Jane Golding, ESE
Director, is managing this area.
Contracted therapists are provided access to PEER and are responsible for the case manager
duties.
Comment/Question: Need to entice teacher representative- comp time? Component
points? Recognition?
Suggest parent advisory consider how to recognize a teacher rep.
Comment/Question: Do you realize that many ESE teachers and associates are not able
to take lunch breaks and breaks because it becomes a safety issue when the teacher is
left by themselves? Many ESE teachers and assistance are burning out and they work
extremely hard.
We consistently work with schools to provide support to personnel.
Comment/Question: ESE teachers are becoming overwhelmed with writing IEP’s and
every little change we get at our monthly meetings. Collecting data-when you have to
tally every time a child displays a behavior (if that is the goal), planning time to do all
this plus just teaching duties. What can we do to help eliminate all the above and
beyond work? How many ESE teachers are leaving?
We recognize that ESE teachers and associates are working very hard. IEPs are part of
an ESE teacher’s responsibilities. We consistently look at staffing patterns, caseload
numbers. Deliberate scheduling will help with this. ESE plans scheduling PD for spring.
ESE teacher turnover is no different than gen ed turnover.
Comment/Question: What does the data show after the district cut assistance in PreK/VPK and ASD classrooms? Did the scores go down? Pending Response
Question: Whose responsibility is it to take over case manager duties when an ESE
Teacher is out on leave? Can stipends be paid to an ESE teacher who has to help with
ESE Case Manager Duties?
WE support colleagues when someone is out. We have a variety of people who can
support. Stipends are negotiated and part of contracts.
Question: What rights do we have as parents in finding out what environment our
children are being exposed to in the classroom and who is teaching our children in terms
of volunteers or assistants helping the teacher?
If you have concerns about your child’s school environment please contact the
administration. School personnel will talk with you about your child, but not other
children.
Question: whose responsibility is it to train new ESE teachers on the IEP process?
Professional trainings are offered throughout the year. New teachers are trained in
summer before they start. The ESE institute offers 3 days of training in summer.
During the school year on-going training is offered by the ESE Compliance Team.
Question: Does PCS hire many of our ESE graduates? Do we have any data on this?
We do not have data on this.
Question: Does Budget allow for Surveillance cameras for ESE Classrooms? (To protect
teachers and students)
Not at this time.
