ANNUAL PROGRESS REPORT (20012-13)
INTRODUCTION
In the light of cognizance taken by the Government that mineral development
sector would be one of the main areas for generation of economic resources in the
State, NSMDC came into being in the year 1981.
Nagaland is a small State in size, located in the extreme east of the country,
sharing about 192 km International Border with Myanmar and as such placed in a
strategic location. Nagaland is richly endowed with variety of minerals. The main
established mineral reserves comprise of:

Petroleum & Natural Gas (prognosticated reserve of 600 million tonnes) in
the northwest along Nagaland-Assam border,
Coal (with inferred reserve of 150 million tonnes) in Tuensang, Mon &
Mokokchung Districts
Limestone & Marble (with inferred reserve of 1000 million tonnes)
Magnetite with Nickel, Cobalt and Chromium (5 million tonnes of proved
reserve)
Rich deposits of varieties of Decorative & Dimensional Stones
Other associated metals like Zinc, Molybdenum & other possible precious
metals such as Gold and Platinum groups (within ophiolites and
metasediments) in Phek, Kiphire and Tuensang districts of south east
Nagaland.
The Government desires to exploit the rich minerals to enhance the economic
status of the state and to uplift the rural people where rich mineral deposits are
available. With this objective, Nagaland State Mineral Development Corporation
Limited (NSMDC), fully owned by the State Government was set up by the Govt. of
Nagaland and incorporated in May, 1981 under Companies Act, 1956 with the main
objectives of:

Initiating commercial exploitation of limestone, coal and other mineral
deposits and
Promoting, establishing and developing economic activities in mines and
mineral based industries.
The successive Plans have been formulated with the basic aim to promote and
facilitate mineral-based industries in the State for economic growth as well as
generation of employment opportunities. The investments will also be justified by cost

benefit analysis. The planning strategies are focused to achieve the following
objectives:

Development of infrastructures such as construction and up-gradation of
mineral link roads and improvement of power in collaboration with
relevant departments.
Initiation of mineral-based industries by facilitating and involving the
people/private sector with technical guidance and assistance from the
Government through the Corporation so as to generate economic growth
and employment with full justification in quantified terms.
To enter into Profit sharing ventures with private Companies in various
limestone and other mineral based projects.
To enter into joint ventures with various oil companies in exploration and
production of hydrocarbons and its downstream industries.
ACHIEVEMENT DURING THE 11TH FIVE YEAR PLAN
(i)
The Expansion and Modernization of Mini Cement Plant was taken up during
2004-2005 and based on the fund made available to the implementing agency
spreading over 4 (four) years, the project was completed in 2007-08 i.e. in 4
years time and inaugurated on 27.06.2008. The total amount spent was
Rs.2022.00 lakh which was made available by State Government as grant to
the Corporation. This will be privatized and negotiation with Private
Company is in progress.
(ii) NSMDC took up 3 (three) mineral link roads namely
1. Wazeho-Satuza Road
2. Ziphu-Mokie Road
3. Laluri-Nimi Road.
The total amount so far released by M/o DONER is Rs.2601.68 lakh leaving a balance
of Rs. 52.01 Lakh. The constructions of other similar roads are being pursued.
Construction of two bridges in the Laluri-Nimi Road is in good progress and for which
Rs.1590.66 lakh was released in the 1st and 2nd phase. The construction is expected to
be completed during the 2nd year of the 12th Five Year Plan.
(iii) Common Facility Centres – A scheme to benefit rural villages sponsored by
NEC was taken up during 2007-2008. One Unit was established at Khonoma
and inaugurated on 17th November 2007. The other was set up at Longsa and
inaugurated on 8th April 2008. The total cost involved is Rs.44.44 lakh. Both
the Units were handed over to the village council for management as planned.
(iv) Water
Supply to Wazeho Cement Factory – With the expansion and
modernization in progress, the water requirement increases both for factory as
well as the Colony. This was taken up with Welfare Commissioner, Kolkata
and the office of Welfare Commissioner and they agreed to sponsor 75% of
the cost. The balance required amount was made up from the State
Government and this project was completed during 2008-09. The total
amount incurred is Rs.19.80 Lakh.
(v) Employment Generation Schemes – NSMDC has taken up mineral based
industries to generate employment as well as to lift the standard of living in
the rural areas. Accordingly, small and tiny projects are taken up during 11 th
Five Year Plan period.
To start with, NSMDC had taken up 8 Units of Stone Crushers at the cost of Rs. 24.00
Lakh each for the Entrepreneurs having Stone-Deposits. 75% of the Project cost is
provided to the Entrepreneur on term loan to be paid back within 5 years. NSMDC
procure the machinery and help in installation of the machines. So far 7 such crusher
units had been completed and the other 1 (one) will be completing during 2012-13.

This is a continuous process and with recovery of loans from entrepreneurs, more
facilities will be given to new capable entrepreneurs.
(vi) Entrepreneur Development – NSMDC felt that providing training to own
employees and educated unemployed youth is a must in this competitive
world. We therefore, encourage the youth to be trained. We have so far
trained 20 nos. of youth to run and operate machineries in the stone working
plants.
The corporation had so far trained 9 graduate youths in commercial Accountings;
some of them had been recruited in reputed Banks and other offices in the state
Capital.
Facilities are being created and provided to the State Social Welfare Department who
provide training to the wives of the factory workers in Knitting and Tailoring.
(vii) MIGC – This Mineral Industry Growth Centre was planned in the beginning
of the 11th Five Year Plan. During the year 2011-12 Rs.250.00 lakh was
provided under SPA and construction is in good progress. It is expected to be
completed during 2013 – 2014.
(viii) Consultancy & Facilitating Activities – During the last 4 (four) years we have
taken up initiation of new projects and for which TEFR & DPRs are initiated.
DPR for 6 Nos Link Roads, 2 Bridges etc., were made and more to be
prepared for our future plan. We have prepared the DPRs for small and tiny
mineral based and stone based industries for the Entrepreneurs.
Preparation of DPR for Export oriented projects such as Mega Cement Plant,
Dimensional & Decorative Projects, Coal mining projects, Mineral Link Roads, etc
are in the pipe line.
(ix) Head Office extension was started before the 11th Five Year Plan but due to
fund constraint this could not be completed till date. The same will continue.
(x) New Government Programs:
Climate change – NSMDC is providing nominal amounts for this purpose since
2008-09 and is taking up tree plantations at the project sites. Better dust
controlling systems are being installed in the cement plant.
Gender Equity is under our programme and recruiting women wherever they can
be employed. We are also sending our officers to Gender Budgeting training
programmes to be well equipped with the Government policy for implementation.
Disability and disaster management are yet to be taken up seriously but awareness
of these matters are being created among the employees.

PRESENT STATUS
NSMDC, being a fully Government owned Corporation, salaries and
administration expenses are provided by State Government. NSMDC works on
development of mineral to open avenues for future generation. We believe we are
doing a noble job in the interior areas where communication and other infrastructures
were almost nil when we started our activities. Today, the places where our projects
has taken roots at least road connectivity has been established and other development
activities are also being taken up. With initiation of NSMDC, more than Rs.40.00
crores (excluding State Share) worth of work has been brought under different
centrally sponsored schemes to facilitate mineral exploitation. We are happy to see all
the above changes. The following projects were implemented or are being
implemented by NSMDC.
a) 150 TPD Mini Cement Plant Wazeho, upgraded from 50 TPD and awaiting
Government clearance for Privatization.
b) Two Dimensional and Decorative Stone Plants at Chumukedima and Wazeho are
in operation.
c) Two Common Facility Centres at Khonoma and Longsa were handed over to
respective village councils for operation and management as envisaged.
d) Three Mineral Link Roads namely
i) Laluri-Nimi (20Km)
ii) Ziphu-Moke (9Km) and
iii) Wazeho-Satuza (8Km) are being completed.
e) Eight Stone Crushing units are being completed under Self Employment
Generation Scheme.

BASIC APPROACH TO 12TH FIVE YEAR PLAN
Towards 12th Five Year Plan, the Planning Commission has given 12 (twelve)
strategy challenges for faster growth of the nation’s economy. Wherever the
challenges are related to NSMDC, we adopted the challenges accordingly as stated
below.
1. Enhancing the Capacity for Growth:
Mineral Industry is the Back-Bone of all the other Industries. In order to boost
the economy of the State, and also to increase the State GDP, the State is to be
industrialized to the extent possible. Importance is therefore to be given to –
i) The development of the infrastructures in the mineral deposit areas.
ii) Development of the mineral resources.
iii) Establishment of the mineral based industries.
2. Enhancing Skills and Faster Generation of employment:
a) Entrepreneur Development:
Modern management need expertise and well skilled professionals which makes
training a must for growth. Capacity building, the process of training a person to
increase knowledge and skill of doing a particular job appears to be of paramount
importance. This is one of the most effective and tested tools for performance
enhancement by upgrading knowledge and skills. This also increases confidence;
reduce supervision cost thereby increasing productivity. Keeping these benefits in
mind, NSMDC has already started ground works by creating training facilities such as
Small scale Stone Cutting & Polishing Units at Wazeho and Chumukedima, where
from youths are being trained. A Small Scale Mineral Industry Growth Centre at
Keruphe, is proposed to be set up with the bare minimum machinery & equipments.
Accordingly, NSMDC has taken up capacity building of in-house personnel regularly
and also to impart operational as well as managerial capabilities to entrepreneurs.
During the 12th Five year Plan, NSMDC proposed to take the following measures:i) Continue to impart in-plant training to the youths from the operating factories
such as Stone-working Plant at Chumukedima, Marble working Plant at
Wazeho and Mini Cement Plants, Wazeho.
ii) Continue to impart training to the youths in commercial accounting from the
Head Office at Kohima as well as from the running Plants.
iii) To continue upgradation of skills for the corporation’s own officers and staff in
various disciplines.

b) Employment Generation Scheme:
Towards the objective of initiating, promoting facilitating economic activities in
the mineral sector and as part of the Government’s programme on Self Employment
Generation, NSMDC will continue the schemes to facilitate private entrepreneurs in
setting up small scale and tiny mineral based projects. The requirement of fund shall
be sought from Financial Institutions, CM’s Corpus Fund and Corporation’s Corpus
Fund for channeling to the entrepreneurs as a continuing scheme. Initially this was
“Corpus Fund” for “People Development Programme” to facilitate small and tiny
Decorative and Dimensional Stone Projects only. Since then, Government has
accorded approval to let NSMDC become channeling agency for various mineral
based projects. “NSMDC Corpus Fund” was then started during 2008-09 and scope
widened to cover both stone and mineral based projects under “Employment
Generation Schemes”. Under this Scheme, small and viable Mineral based industries
are to be identified and Feasibility Report shall be prepared by NSMDC. This will be
followed by selection of Entrepreneurs and imparting of trainings. NSMDC will
provide 75% of the Project cost on Loan with nominal rate of interest, recoverable
within 5 years.
3. Managing Environment:
Global warming has alerted many nations and the world bodies are doing their
best to protect the environment and reduce global warming. NSMDC on its part has
also taken up measures relating to environmental protection such as dust emission
control and aforestation. This include installation of dust arresters such as Bag filters,
scrubbers etc. in the Cement Factory.
The corporation has also taken up control measures on Global Warming such as
(i) Preservation of naturally grown-up trees in its project site
(ii) Afforestation and land reclamation programme for the Limestone Mines and
(iii) Awareness campaign on preservation of environment.
During the 12th Five Year Plan, the Corporation took up –
i) Forest preservation
ii) Afforestation and
iii) Construction of Check-Dams.

STRATEGIES FOR 12TH FIVE YEAR PLAN
The rate of growth of the State GDP is an indicative of the degree of
development especially in the industrialization of the state. Unfortunately Nagaland
does not make much headway in the industrialization and still remains industrially
backward even after 50 years of statehood. Nagaland lags behind so many younger
states so far as industrialization is concerned. Some of the factors of its backwardness
in industrialization may be locational disadvantage, lack of important infrastructures
such as railways, roads, and power. Apart from these, one important factor is lack of
political will power. Due importance is never given to the Industrial sector, especially
in the mineral based industries inspite of Government’s recognition of its importance
as noted in the introduction.
Nagaland is endowed with rich minerals with lot of potential to set up mineral
based industries. The Mineral Industry is considered to be the backbone of all other
industries as it provides the basic raw materials for all other industries. Inspite of this,
Nagaland still remains industrially backward. It is high time that due importance is
given to the mineral sector which will automatically lead to the establishment of other
industries in the state. Development of mineral based industries means development of
rural areas and also creation of job opportunities for the rural people. Rural people can
enjoy the fruits of developments and their economy can be uplifted. Thus the mineral
based industries create maximum benefits to the under privileged people in the rural
areas. The Central government and the government of Nagaland may therefore
consider giving topmost priority to the mineral based industries during the 12 th Five
Year Plan (which otherwise hitherto remains secondary).
Keeping the above in mind, NSMDC proposes to give more effort on the
following areas.
A. Oil & Natural Gas:
i) Special attention and efforts should be given to resume
exploration and production of Hydro-carbon. NSMDC is
ready to enter into joint venture with any Company in
exploration & production.
B. Coal Mining:
i) Coal mining, both by open cast and underground mining
should continue but with more stringent rules and
regulations with regard to the safety of the workers.
ii) Strict Rules and Regulations for protection of
ecology should be enforced such as land reclamation
after closing down of the open cost mines.
iii) To design and develop Coal mines in scientific ways with
respect to the conservation of the Coal deposits.

C. Limestone based
Industries:
i) Limestone being the most abundant mineral special effort
shall be given to develop the infrastructures to access to
limestone Deposits.
ii) Special effort shall be given to develop the limestone
Deposits.
iii) Effort shall be given to attract investors to come to the
state to set up mega Cement Plants.
D. Magnetite Deposit
having Nickel,
Cobalt &
Chromium deposit
i) Special attention shall be given to develop this deposit
which is one of the rarest and one of the most potential
mineral in the country.
ii) Investors may be invited to set up mining and beneficiary
Plant.
During the 12th Five Year Plan, NSMDC proposes to take up the mineral
developments activities as well as to continue the existing projects as in the following
manner:1. Promotional & Facilitating Activities:
a) Identification of viable mineral based industries.
b) Preparation of PFR, DPR, etc.
c) Guiding and financing of Tiny Scale Mineral Industries.
2. Infrastructure Development:
a) Mineral Link Roads (Preparation of DPR and implementation)
b) Mineral Industry Growth Centre (DPR and implementation).
3. Benefit maximization schemes:
Under this scheme, NSMDC proposed to upgrade the two units of Decorative and
Dimensional Stone Plants at Chumukedima and at Wazeho. Capacities of the existing
machineries will be increased. Additional mining machinery will be procured and
more dumper trucks will be added.
4. New Projects:
i) Establishment of Mega Cement Plant based on the Nimi Limestone Deposits,
either by private company alone or in joint venture with NSMDC.

ii) Establishment of Lime Burning Plants and other Lime based industries such as
calcium carbide and bleaching powder.
iii) Setting up of white cement plant based on high grade limestone available in the
state.
iv) Setting up of bigger plant of stone working plants using modernized machine
such as GANG-SAW based on the Grey/Black/White marbles and Grey
Granite.
v) Development of mine and setting up of processing plant for the Magnetite
Deposit having Nickel, Cobalt and Chromium at Pokphur, Kiphire District.
vi) To take up joint venture in exploration as well as production of oil and natural
gas.
vii) To take up Housing scheme at Lerie, Kohima, as a revenue earning scheme.

IDENTIFIED VIABLE ACTIVITIES DURING THE 12TH FIVE YEAR PLAN
1) Limestone Based Industries:
Apart from the operationalization of the expanded Wazeho Cement Plant, the
following projects have been identified based on the huge reserves of more than 1000
million tonnes of chemical grade limestone in the ‘Nimi Limestone Belt’ of Eastern
Nagaland bordering Myanmar:
i) Export Oriented Mega Cement Plant of 3000 TPD (1 MTPA) capacity under
private sector or joint venture at Laluri/Nimi/Khonjeri.
ii) 200 TPD Lime Plant at Longpotrop (near Nimi).
iii) 20 TPD Calcium Carbide Plant, Dimapur.
iv) 18 TPD Hydrated Lime and 1 TPD Bleaching Powder Plant, Dimapur.
An outlay of Rs.25.00 lakh has been proposed for joint venturing in the
above and other projects during the Twelfth Plan.
2) Decorative and Dimensional Stone based Industries:
Stone, one of the rich resources of the State in terms of quantity, quality and
variety, is proposed to be exploited to its full potential for use as a locally available
and durable raw material in the building and housing sector. Some deposits which are
abundantly available are Marble, Gabbro, Spilite, Sandstone, Slate, etc. Besides
promoting the two existing units of DDSPs the following projects will be pursued
during Twelfth Plan:a) People Development Programme: A “People Development Programme” (PDP)
under stone cutting and polishing technology to promote and facilitate setting up
of small scale units of Decorative and Dimensional Stone Plants by private
entrepreneurs based on local stone deposits is proposed to be continued during
12th Five Year Plan also. Preparatory ground works have already been started
with the help of Experts/Consultants of stone industry from Rajasthan. Project
Reports have been drawn up for different stone units as deemed suited to the
local deposits. Proposals are being taken up for arranging assistance for longterm, low-interest loans to be channeled to private entrepreneurs for this People
Development Programme. Financing will be routed through and with collateral
guarantee of the Village Councils/Village Development Boards as is being done
in the case of the Canadian aided NEPED schemes. This scheme has the
potentiality to bring about a revolution by helping local unemployed youth and
bringing economic self reliance to the people.

b) Export Oriented Units: NSMDC proposes to promote ‘export oriented units’
(E.O.U.s) in the form of medium-sized Stone Processing Plants with Gang Saws
and Tiling Plants in the private sector for trading in raw minerals as well as
processed products (based on the huge limestone/marble and other decorative &
dimensional stones in the South-eastern parts of the State) for which fund
requirement has been provided under promotion and facilitating activities
during the Twelfth Plan.
c) Granite & Marbles: Proposed to exploit white marble, Granite etc. at Moke.
An amount of Rs.25.00 lakh only has been proposed under (2) above.
3) Other Minerals:
a) Nickel-Chromium-Cobalt bearing Magnetite Project: Based on the R&D works
being carried out by National Metallurgical Laboratory (NML), Jamshedpur, it
is proposed to promote/facilitate a commercial project in the private sector. In
case of necessity, joint venturing with a maximum of 10% equity participation
may be considered.
b) Small Scale Coal Mining: In order to facilitate scientific small scale coal mining
units in the private sector (to overcome the prevailing practices of ‘rat-hole
mining’ by local landowners), a model small scale Coal Mining Project is
proposed to be taken up in Changki/Merakyong area to be followed by
promotion of similar units in other small coalfields in the ‘Belt of Schuppen’
along the foothills in Nagaland.
An amount of Rs.25.00 lakh is provided for (3) above.
4) Oil & Gas:
NSMDC proposed to participate in exploration and production of oil and
gas in joint venture and promote gas-based petrochemical industries by facilitating
private entrepreneurs to take up viable projects or undertake joint venturing with
other companies wherever required.
An amount of Rs.10.00 lakh is provided for the above purposes during
the Twelfth Plan.

5) Other Projects:
Low Cost Housing:- NSMDC is in possession of about 20 Acres in Kohima,
located a distance of about 6 km from the Kohima Town already connected by
Road with the fast growing population in the State Capital, the plot is now very
much suitable for Residential Quarters. NSMDC proposed to take up a Cost
Housing Scheme as a Revenue earning Scheme.
An amount of Rs.162.00 lakh is proposed during the 12th Five Year Plan.
6) Diversifications:
In the present competitive world, diversification of activities is a key
planning factor for every Company. Moreover, as the Government policy in respect
of NSMDC is to shift the main activity to promotion and facilitation from being a
direct production Company, diversification must be our target. NSMDC, therefore,
diversified its activities to Consultancy Services, preparation of feasibility reports,
and DPRs for mineral based Industries, channeling loans for entrepreneurs,
entrepreneur development and capacity buildings, mineral link road constructions,
Installation of new projects etc. We further proposed to take up projects such as
mineral water bottling - quality enforcing testing laboratories, etc.

ACTIVITIES OF NSMDC DURING 2012-13
The main activities taken up by the Corporation during 2011-12 are as follows:
1. Direction and Administration.
2. Promotional activities for rapid establishment of mineral-based industries in the
State.
3. Employment Generation Scheme to promote and facilitate setting up of small scale
mineral processing Units in private sector.
4. Operation of the Decorative Stone Plants at Chumukedima (Dimapur) and Wazeho,
(Phek) till privatization.
5. Construction of Mineral Deposit Link roads to Moke, Mollen, Satuza, Pokphur,
and Nimi.
6. Construction of two bridges acrossTizu river (100m) span and Chizuti river (24m)
span on Nimi-Laluri mineral Link road.
(1) Direction and Administration
The Corporation continues to strive to re-structure itself for survival and
growth. The Board of Directors has decided to adopt a strategy for re-structuring to
make a transition by embarking on a fast turnaround programme comprising the
following five elements:
i) Short-term crisis management to ensure survival;
ii) Creation of viable business as a platform for growth;
iii) Capacity building and improvement of performance;
iv) Introduction of a performance ethic; and
v) Formation of alliance with other companies.
The Corporation will be re-structured along the above strategies; and the
Corporate team shall be strengthened, trimmed and invigorated to become a successful
company. The State Government has introduced a Voluntary Retirement Scheme,
which is also being offered to the employees as part of the above strategy. But due to
its poor benefits, there is very few takers. Performance enhancement activities are
being pursued by deputing our employees to trainings, seminars and expose them to

OUTLAY FOR DIRECTION AND ADMINISTRATION DURING 2012-13
NSMDC was established in 1981 with its Head Office at Kohima and was
operating 3 (three) mineral based industries , namely (i) Mini Cement Plant, Wazeho
(ii) Decorative & Dimensional Stone Plant, Wazeho and (iii) Decorative &
Dimensional Stone Plant, Chumukedima (Dimapur). The mini cement had however,
stopped production since 2002 for taking up expansion and modernization. The
Corporation is also implementing three (3) mineral Link-Roads viz; a. Nimi- Laluri
(20km) b. Zipu-Moke (9km) and c. Wazeho –satuza (8km) and two bridges across
Tizu river and Chizuti river on Nimi-Laluri Mineral Link road sanctioned by Ministry
of DONER under NLCPR.
With implementation of ROP – 2010, the minimum requirement on Salaries and
Wages alone comes to $ 495.00 (2012-13) lakh per year. Being a Corporation, the
salaries and wages and other establishment expenses are also being met from the Plant
Fund allocated by the State Government as normal grant.

(2) Facilitating, Channeling and Consultancy Activities
In tune with the State Governments’ policy NSMDC is slowly shifting its
activities from being a production organization to become a promoter, facilitator and
consultancy organization. As a promoter and facilitator, the Corporation shall continue
to identify the economically viable mineral deposits and develop infrastructures and
provide necessary side services. Prepare Feasibility Reports (FR, TEFRs and DPRs) in
order to help and attract investors from State as well as from outside the State.
NSMDC continue preparing ground works in order to facilitate local entrepreneurs in
setting up economically viable tiny and small scale mineral based industries based on
minerals available in the State. DPR for more mineral Link Roads are submitted to
Government.
(3) Employment Generation Scheme
Towards the objective to initiate, promote and facilitate economic activities in
the mineral sector and as part of the Government’s programme on Self Employment
Generation, NSMDC continued the schemes to facilitate private entrepreneurs in
setting up small scale and tiny mineral based projects during 2012-13.
The requirement of fund was expected to be made available from Financial
Institutions, CM’s Corpus Fund and Corporation’s Corpus Fund for channeling to the
entrepreneurs as a continuing scheme. The Fund proposed for 2011-12 was Rs. 50.00
lakh. Initially this was “Corpus Fund” for “People Development Programme” to
facilitate small and tiny Decorative and Dimensional Stone Projects only. Since then,
Government has accorded approval to let NSMDC become channeling agency for
various mineral based projects. “NSMDC Corpus Fund” was then started during 200708 and scope widened to cover both stone and mineral based projects under
“Employment Generation Schemes”. Already eight entrepreneurs were selected for
Stone Crushing Units for which 8 nos of crushers has been procured and successfully
installed and in operation.
(4) Entrepreneur Development and Training
Modern management need expertise and well skilled professionals which makes
training a must for growth. Capacity building, the process of training a person to
increase knowledge and skill of doing a particular job. This is one of the most
effective and tested tools for performance enhancement by upgrading knowledge and
skills. This also increases confidence; reduce supervision cost and accidents thereby
increasing productivity. Keeping these benefits in mind, NSMDC has already started
ground works for facilities such as Excel-III installation at Wazeho and
Chumukedima. The installation of the Mineral Industry Growth Centre at I.I.D.C.
Kiruphe had started. Accordingly, NSMDC has taken up capacity building of in-house

personnels regularly and also to impart operational as well as managerial capabilities
to entrepreneurs. An amount of Rs.2.00 lakh has been proposed for 2010-11.
(5) Construction of Mineral Industry Growth Centre
In order to initiate and facilitate small and tiny scale industries based on various
minerals available within the State, NSMDC had started installing a Mineral Industry
Growth Centre at I.I.D.C. Kiruphema. This project will augment the entrepreneur
development programmes envisaged above. This will introduce, demonstrate and
promote various techniques in exploiting minerals available plentifully all over
Nagaland. This will generate employment as well as open avenues for the educated
youth to set up small and tiny Industries. Out of the revised estimated cost of
Rs.500.00 lakh based on NPWP SOR 2010, an amount of Rs.250.00 lakh has been
already released under Special Plan Assistance during 2010-11 and the construction
work has been taken up at IID centre, Kiruphema near NH-29.
(6) Decorative & Dimensional Stone Plants, Chumukedima/ Wazeho
The two units of Decorative and Dimensional Stone Plants at Chumukedima
and Wazeho were set up under NEC sponsorship during the Ninth Plan. During the
Tenth Plan the additional requirements were revised costing Rs. 192.14 lakh were
procured the project has been completed during 2006-07. Both units are under
operation.
Besides promoting the above units, under People Development Programme
(PDP), NSMDC and Directorate of G&M will continue facilitating setting up of small
and tiny scale units by local/private entrepreneurs based on various local stone
deposits.
(7) Construction of Link Roads to Mineral Deposit Areas (Moke, Mollen,
Satuza, Pokphur, Nimi, etc.)
Good mineral deposits are found in various locations but for want of road
connectivity, the deposits could not be exploited. In order to facilitate preparation of
DPRs, fund provision is included under ‘Promotional and Facilitating Activities’.
Construction of 3 nos. of mineral deposit Link-Roads had already been sanctioned by
ministry of DONER under NLCPR at the approved cost Rs.2653.91 lakhs. So far a
total amount Rs.2601.89 lakhs (90%) by Ministry of DoNER and 10% by the
Government of Nagaland) had already been released in 3 installments, leaving a
balance of $ 52.02 lakhs. An average of 80% of the work had been completed till
date. In order to complete the three roads in all respect.
NSMDC had already applied for cost enhancement and approval is awaited.

(8) Construction of Bridges across Tizu River and Chizute River in the NimiLaluri Mineral Link Road
Ministry of DoNER had already sanctioned two Bridges under NLCPR across
the Tizu River (100M Span) and Chizuti River (24M Span) at total approved cost of $
2053.93 lakh vide sanction Order No.106/2010-NLP9NL) dated 23.12.2010. The time
frame for completion of the project is 24 months from the date of issue of the sanction
order. So far a total amount of Rs.1590.66 lakhs (90%) by Ministry of DONER and
10% by the Government of Nagaland had already been released in 1 st and 2nd
installment leaving a balance of Rs. 463.27 lakhs. An average of 50% of the work has
been completed till date.
(9) Oil and Gas
Nagaland has good prospect for extraction of Oil and Gas. Champang Oilfield
has already been confirmed and ready for extraction. Canoro Resource Ltd has
completed its Seismic Survey in Mokokchung District. Asian Oilfield Ltd in
collaboration with NSMDC carried out Seismic Survey in Wokha, Dimapur and Peren
Districts but suspended by Government and could not be restarted. The State
Government shows its desire to Product Sharing Contract at an agreed percentage
which will require Share Capital etc. NSMDC therefore, proposes to open a Corpus
Fund, to be utilized when the right time comes. Without starting a Corpus Fund, the
State Government will face too much burden to contribute its share capital in one go.
However, no fund is allocated during 2012-13.
(10) Mineral Based Industries.
Some Multi National Company may come in to set up mega Cement Plant in the
near future with Nimi/Laluri Limestone resources. Nagaland Government has
indicated her desire to have a small share. A 10% share will amount to Rs.50.00 crore
to Rs.100.00 crore. State Share Contribution for such projects in one installment will
be too heavy. However, no fund is allocated during 2012-13.
The total Budget Estimate for Annual Plan 2012-13 is kept Rs.550.00 lakh
against action plans given above.

Nagaland State Mineral Development Corporation Ltd. (NSMDC), a fully
State owned Corporation having its main objectives as

economic activities in mines and mineral based industries as

Generation of employment opportunities to all, thereby
creating the basic infrastructures and improving the living
standard of the area.
As the Government is contemplating of Change in the Planning Process vide
No.PLN/DC/2011 dated 27.06.2011 giving more importance towards activities of the
people and the private sector, we are elated that this Change will help achieve the aims
and objectives of NSMDC on promotion and facilitation of the new enterprises and
encouraging the local people to take up these ventures. This way, the efforts of the
Government to reach out the local people and uplift them will be more meaningful.
Corporations like NSMDC are supposed to be the earning member of the
Government family. The requirements for investment and earning are to be taken care
of. We know that one’s health is most essential for working, so is favorable cash flow
essential for earning. Design the organization in such a way that working in
Corporations are not less attractive than Government departments so that meritorious
graduates will find it challenging and join Corporations to enhance government
earning as well as help reaching benefits to rural people.
We understand that the State Government is trying to improve her GDP growth
and to do this effectively, Government must put her priority to the earning sectors
which include Corporations, Private Companies, Agri & allied sectors, value added
Tax Collections, State Transport, Power, PHE etc. preferably factorizing earning/profit
centres.
Based on the above objectives, the following main activities are proposed for
the year 2013-14.
i. Direction and Administration.
Establishment, Personal & Human Resource development, welfare, Environment
protection etc.

For rapid establishment of mineral-based industries in the State, actions proposed
are:(a) Identification of viable Mineral Industries.
(b) Preparation of Feasibility report and Preparation of DPRs.
(c) Under Employment Generation Scheme, the Corporation will promote and
facilitate in setting up of small scale. Stone Crushing Units by financing 75% of
the Project cost.
(d) Mineral Industry Growth Centre (MIGC) at Keruphe Village, near NH 29.
iii. Infrastructure Development.
Completion of Construction of Mineral Link roads to Moke, Satuza and Nimi
including two bridges in Laluri-Nimi Road.
Construction of new mineral link roads to (1) Molen limestone deposit and (2)
Pungro to Pukphur.
iv. Operation of the Decorative Stone Plants at Chumukedima (Dimapur) and Wazeho,
(Phek) till privatization.
New projects such as Lime and Marble projects also proposed.

Establishment – Day to day office functioning expenses such as TA/DA & POL
Stationeries, Communications, Electricity, Meeting & Entertainments, maintenance
of vehicles & equipments Accounting etc, Rs.60.00 lakh is proposed.
(C) TRAINING &W ELFARE
As per the State Government’s guide-lines, the Corporation has added some
additional programmes for the benefit of employees and dependents as well as
protecting environment are given below :-

1. Capacity building – One of the most effective and tested tools for
performance enhancement is by upgrading knowledge and skill by way of
imparting training to employees Rs.2.00 lakh is required.
2. Gender Equity/Women-Welfare – Women folks are also being employed
in the Head office and in the offices and laboratory attached to the
Factories. Vocational training are also being provided to the wives and
female members of the workers in collaboration with the Labour
Department by providing infrastructures. Rs.1.00 lakh is proposed.
3. Disability – Rs.1.00 lakh is required towards giving assistance to
families of those who are disabled while carrying out duties or those
unfortunate children who are born abnormal.
4. Disaster preparedness: With regard to the Disaster management, the
Corporation proposed to take up the following measures during 2010-11:
i) Awareness camping to be conducted for the Employees as
well as neighboring village.
ii) Conducting trainings for pre-disaster and post-disaster
management.
iii) Conducting training for mitigation of disasters.
An amount of Rs. 1.00 Lakh is required for the purpose.
(D) ENVIRONMENT PROTECTION
Climate change/Environment Protection - Plantation and preservation of forest are
being continued to avoid degradation of environment. Climate change – Global
warming has alerted many nations and the world bodies are doing their best to protect
the environment and reduce global warming. NSMDC on its part has also taken up
measures relating to environmental protection such as dust emission control and
aforestation. This include installation of dust arresters such as Bag filters, scrubbers
etc. in the Cement Factory. The corporation also takes up control measures on Global
Warming such as (i) Preservation of naturally grown-up trees in its project site (ii)
Afforestation and land reclamation programme for the Limestone Mines and (iii)
Awareness campaign on preservation of environment.
A nominal amount of Rs.1.00 lakh is required for this sub-head
during the year 2013-14.

CONSULTANCY AND FACILITATING ACTIVITIES

Mineral Link Road (by M/s Structural Solutions, Kohima) (iii) Preparation of DPR for
Mineral Link Road from Akash Bridge (NH 155) to Wazeho (by M/s Structural
Solutions, Kohima) NSMDC shall also continue preparing ground works in order to
facilitate local entrepreneurs in setting up economically viable tiny and small scale
mineral based industries based on minerals available in the State.
An amount of Rs.100.00 is estimated for the year 2013-14.
B)

nominal rate of interest, recoverable within 5 years.
In order to implement this Scheme, a corpus fund, amounting to Rs.50.00
Lakh is proposed for the year 2013-14.

facilities such as Small scale Stone Cutting & Polishing Units at Wazeho and
Chumukedima, where from youths are being trained. A Small Scale Mineral
Industry Growth Centre at Keruphe, is being setting up with the bare minimum
machinery & equipments. Accordingly, NSMDC has taken up capacity building of
in-house personnel regularly and also to impart operational as well as managerial
capabilities to entrepreneurs. NSMDC proposed to take up a special Training on
Stone Craft in collaboration with the Stone Technology Centre, Jaipur to train at
least 30 youths during 2013-14.
An amount of Rs.72.00 lakh has been proposed for 2013-14.
(3) INFRASTRUCTURE DEVELOPMENT
A)
CONSTRUCTION OF LINK ROADS TO MINERAL DEPOSIT AREAS (MOKE,
MOLLEN, SATUZA, POKPHUR, NIMI, ETC.)
Mineral Link Roads: Nagaland has got substantial Mineral Deposits which when
fully explored and properly developed, will boost the economy of the State. Many of
the discovered Minerals are still remaining unexplored and underdeveloped because of
lack of road. NSMDC has already taken up the construction of 3 Nos. of Mineral Link
Roads from 2008-09 and onward. It is also proposed to take up more Mineral Link
Road even during 2013-14. Some of the important Mineral Link Roads proposed to be
taken up with funding under NLCPR are:(a) Molen village – Limestone Deposit, having 10 Km Length.
(b) Pungro – Pokphut Magnetite Deposit, having 28km length.
Construction of 3 nos. of mineral deposit Link-Roads had already been
sanctioned by ministry of DONER under NLCPR at the approved cost Rs.2653.91
lakhs. A total amount of Rs. 2601.90 Lakh (including the 10% State Share) is already
released to the Corporation and the roads are nearing completion.

B)
CONSTRUCTION OF MINERAL INDUSTRY GROWTH CENTRE
Inspite of having substantial Mineral deposits, Nagaland, remains
industrially backward till date. With the availability of many of the raw materials in
the form of Minerals, Nagaland State should have been much more industrialized, its
economy should be better of and there should not be unemployment problem. Lack of
Technical – Know – how and poor economy are the two main factors due to which
Nagaland remain industrially backward hitherto. A promoter or a facilitator, taking
initiation in this sector, appears to be the need of the hour. NSMDC proposes to take
up this challenging task. To start with, NSMDC proposes to establish a small growth
centre wherein a cluster of small scale Mineral based industries will function as Pilot
Plants and ultimately to be handed over to the entrepreneurs for commercial operation
with a subsidized rent. Location of the unit initially proposed at Lerie is now shifted to
the Integrated Industrial Development Centre (IIDC) at Kiruphema near NH 29.

This project will augment the entrepreneur development programmes
envisaged above. This will introduce, demonstrate and promote various techniques in
exploiting minerals available plentifully all over Nagaland. This will generate
employment as well as open avenues for the educated youth to set up small and tiny
Industries. This Mineral Industry Growth Centre, consisting of a cluster of small
Scale Industries such as stone cutting unit, stone engraving by sand blasting
technology, hollow block making with stone dust or making artificial pebbles, etc.
Plant and Machinery will be procured and installed. Necessary trainings shall be
imparted to operate the plants and thereafter, the Plants & Machinery shall be handed
over to the Entrepreneurs on lease basis. This project is already approved at the cost of
Rs.500.00 lakh under Special Plan Assistance (SPA) and 50% of the Cost was already
released and utilized.
The remaining amount of Rs.250.00 lakh is being awaited.
C)
HEAD OFFICE EXTENSION
NSMDC, registered as a company under company Act 1956 in 1981
started functioning at Kohima from a rented House. During 1986-87, NSMDC built its
Head office Building at A.G. Colony, Kohima which could serve the bare minimum
requirement of the Corporation’s Head office. During the last 5 years, the office
Building had been extended in phase manner. The extension work is now in the final
phase and the amount estimated to complete the extension work is Rs.80.00 lakh only.
During 2013-14, Rs.80.00 lakh is proposed.
D)
HOUSING SCHEME
NSMDC is having a plot of land suitable for residential purpose at
Lower Lerie. Initially Mineral Industry Growth Centre (MIGC) was proposed here,
however, State Government has directed NSMDC to set up MIGC at Keruphema
within the Integrated Industrial Development Centre area. As such NSMDC decided to
promote Housing Scheme for Low Cost Residential at the same site at Lerie.
Rs.260.00 lakh is proposed for the first phase.
(4) OPERATION & UPGRADATION OF EXISTING UNITS
System improvement, capacity enhancement, further automisation etc. of
the existing three production units, that is, Mini Cement Plant and the two Decorative
and Dimensional Stone Plants are proposed to be taken up to make it more
economically viable. The amount proposed for this sub-head is Rs.550.00 lakh for the
year 2013-14.

I)
MINI CEMENT PLANT (MCP), WAZEHO
The 50TPD cement plant, Wazeho is modernized and expanded to
150TPD. The expanded cement factory was inaugurated on 27.06.2008. After
completing these modifications, NSMDC will have to maintain till it is privatized.
This being in the final stage of signing MOU, only power bill provision has been
proposed for Rs.50.00 lakh.
II)
DECORATIVE & DIMENSIONAL STONE PLANTS (DDSP), CHUMUKEDIMA/
WAZEHO
The two units of Decorative and Dimensional Stone Plants (DDSP) at
Chumukedima and Wazeho were set up under NEC sponsorship during the Ninth
Plan. During the Tenth Plan additional Plant and Machinery were further provided.
Both units are under operation since August 2001.
UPGRADATION PROPOSALS FOR DDSPs:
a) In order to enhance the production capacity of the Decorative and
Dimensional Stone Plants and thereby reducing the cost of production and make
the Plants more economically viable, it is proposed that all the 4 single-blade
Block Cutters are fitted with the 4 additional blades each to make it 5 BladeBlock Cutters.
b) Two Block-Dressers are also proposed to be installed at Wazeho by which
cubicle Marble Blocks can be produced which shall be taken to the DDSP Unit
at Chumukedima for further cutting and polishing. Chumukedima being very
near to Dimapur and Kohima, marketing of the products is much better.
c) In order to meet the increased requirement of Marble Blocks, it is proposed
to procure 2 Nos. of Hydraulic Excavators (crawler mounted/ heavy duty) and
two nos. of Bulldozers, to be utilized in the extraction of Blocks in the Quarry.
d) Block transportation from Quarry to main Factory has to be managed
economically. Therefore, 4 Nos. of additional Tipper Trucks and Recovery
Trucks are proposed to be procured.
The estimated cost of the Machinery (a+b+c+d) is Rs.500.00 Lakh.

NSMDC proposed to take up joint venturing even in oil production or any other downstream oil products. NSMDC therefore, proposes to open a Corpus Fund, to be utilized
when the right time comes.
2. MINERAL BASED INDUSTRIES.
Some Multi National Company may come in to set up mega Cement
Plant in the near future with Nimi Limestone resources. Nagaland Government has
indicated its desire to have a small share. A 10% share will amount to Rs.50.00 crore
to Rs.100.00 crore. Government of Nagaland invites Investors from other states to set
up Mineral-based Industries in Nagaland, for which infrastructures are created. State
owned Corporation, NSMDC functions as facilitator. In compliance with the decision
of the Board of Directors, NSMDC also proposed to enter into joint venture with any
private company to set up any Mineral based Industry. State Share Contribution for
such projects in one installment will be too heavy and therefore, NSMDC proposes to
start a Corpus Fund. The following areas will be considered for exploitation.
I)
COAL
With ever increasing demand for coal with more and more industrialization and
also to meet the requirement of the thermal Plants proposed to be set up in Nagaland
and for the requirement of H.P.C’s Tuli Paper Mill in Mokokchung District which is
going to be revamped soon, NSMDC proposed to take up Coal Mine Project. The Coal
deposit at Borjan (Mon District) being one of the most prominent deposit with 6
million Tonne proved reserve, an underground Coal Mine is being proposed based on
this Coal Deposit. The Mine will be scientifically planned with due consideration of
conservation and minimal damage to the environment.

LIMESTONE
The Lime stones available in Nagaland are of highest grade having the CaO
content as high as 54% (The highest possible percentage being 56%). The Limestone
is highly crystalline, very hard, having beautiful texture and variable colours from
Grey to Dark Grey. It takes good polishing and can be used as Marble. It is also used
as the main raw material for the Cement Plant. Beside these it can be used as Flux in
Blast Furnace.. NSMDC proposed to take up new Limestone Mine to meet the
requirement of the existing Decorative and Dimensional Stone Plants at Wazeho (Phek
District) and at Chümukedima (Dimapur District). The requirement of Limestone for
the Tuli Paper mill (42,000 Metric Tonne Annually) is also can be made available
from this mine. Preparation of Detailed Project Report for export oriented Mega
Cement Plant and other Limestone based industries are also being taken up. NSMDC
is co-ordinating with the various Departments in the process of infrastructural
developments facilitating Private Companies to come in to set up Limestone based
industries in the state.
The requirement of Lime for Tuli Paper mill alone is 110. Metric Tonne daily.
In order to meet this requirement (initially) it is proposed to initiate on setting up of
Lime Burning Plant to be located near the source of Limestone. Preparation of
Detailed Project Report will be taken up. Lime Plant at Khonjeri, as proposed for
Rs.100.00 lakh.
III)
MARBLE
Highly crystallized Limestone, White Marble, Gabbro, Granite etc are available
locally. NSMDC therefore, proposes to promote export oriented Marble Plants with
Gangsaws which is aimed to export to the South East Asian Countries. Rs.100, 00 lakh
is proposed for the year and another Rs.100.00 lakh for white marble at Moke.
IV)
MAGNETITE
Magnetite at Pokhpur was studied thoroughly with Nickel, Chromium and
Cobalt mix. Rs.10.00 lakh is proposed to initiate its commercial extraction etc.
The total Budget Estimate for Annual Plan 2013-14 is kept at Rs.2484.00 lakh against
action plans given above. Detail head-wise Break-up is given below:-
