This application form will ask you to demonstrate how will you will implement and guarantee continued support for a trainee in their placement and beyond. You must submit one Statement of Commitment per organisation, which must be signed and approved by the Executive Sponsor and a nominated GMTS Lead at your organisation. Each organisation can apply for one of each placement, or up to seven in total. However, please note that it is highly unlikely you will receive more than one trainee per organisation. If you are thinking about hosting a trainee but have any questions, you are invited to attend a Prospective GMTS Host Event in Central London on Tuesday 17th February from 10am – 12pm (venue details TBC). Applications will be assessd on how your Organisation; Placements; and Programme and/or Placement Managers meet our accreditation criteria. A shortlist of the best placements will be chosen by the GMTS London Steering Group by April 2015. However, not all shortlisted placements will be allocated a trainee and the final decision will be made by June 2015 in order to take into account the preferences of the successfully recruited trainees. Organisations who have previously hosted a trainee are not guaranteed another placement and must reapply for accreditation. For key dates and timelines, please see below. This Statement of Commitment document has been adapted locally for London, and accompanies the GMTS Overview Document and the 2015 Accreditation Information Pack from the national NHS Leadership Academy. Please read all documents carefully before completing this form. In order to host an NHS Graduate Management Scheme trainee, you must demonstrate a commitment to the following: Supporting leadership development in the NHS; Providing an engaging and high-quality work environment; Nominating a Programme and/or Placement Manager that is responsible for ensuring the trainee is supported and trained to a high standard; Regular engagement and communication with the London Leadership Academy; Offering trainees your knowledge and links to others in the system; Fostering wider support and appreciation for the trainee across your organisation. This Statement of Commitment will be assessed by the London Leadership Academy to help ensure that each trainee has the best possible opportunities for a high quality learning experience with support during and after their time on the Scheme. In turn, this will help the NHS Leadership Academy ensure it is providing the wider NHS with high quality leadership talent (see Appendix 1), both now and in the future. Statement of Commitment 2015 Page | 2 Hosting a Trainee Trainees are recruited based on their passion for improving patient care and their potential as leaders. They offer a fresh perspective, an inquisitive and open mind and a willingness to take on new challenges. Trainees undertake a number of educational and other commitments outside of their placement, which means they are not a full-time member of the team. Hosting a trainee means taking responsibility for their professional and leadership development. Programme Managers are allocated from the trainee’s principal placement (GM/IN/HR First Placement and FIN Final Placement). They are responsible for the trainee’s overall experience of the scheme, and are the main point of contact for all learning, development and wellbeing issues - even when the trainee isn’t based at their organisation. The Placement Manager is allocated at each placement, and is responsible for the trainee’s day-to-day work plan, training and improvement. Both managers work together with the trainee and the London Leadership Academy before, during and after each placement to ensure that all competencies and targets have been met to enable the trainee to pass the scheme. Manager Training is offered and support is always available from the London Leadership Academy and NHS Leadership Academy. Depending on the individual and their specialism, trainees are expected to work on change management projects, implement service improvements for patients and develop their leadership skills. Trainees are employed by the NHS Leadership Academy and placement hosts do not pay for them. Expenses related to scheme requirements, such as travel for education, are also paid by the NHS Leadership Academy. If the role you offer the trainee requires significant travel or skill-specific training, the hosting organisation will need to cover the costs of this. Finance – Principal (Second & Final) Placement ** Hosting a Finance Principal Placement trainee requires you to: - Allocate a Programme Manager to support trainee throughout the scheme - Collaborate with another organisation to host the trainee for their First Placement - Agree First Placement Manager for daily support of trainee in first placement - Agree Second Placement Manager for daily support of trainee in second placement - Arrange trainee Orientation (20 days) in different roles across the system - Work with trainee and London Leadership Academy throughout the summer to finalise work plan - Support trainee to find their next job once their time on the scheme has ended **By applying to be a ‘Principal’ Placement for a Finance Trainee, you are also committing to create an 8 month First Placement through partnership with another organisation. We encourage you to approach another organisation and submit a consortium bid for both First and Principal Placements in order to strengthen the quality of your application. Statement of Commitment 2015 Page | 4 Placements vary widely, however here is some guidance on how you could design your placement: The First Placement should generally provide trainees with an operational insight into the workings of the NHS. Second Placements are traditionally more strategic and aimed at broadening the horizons of the trainees; Many trainees are new to the NHS and may be recently graduated from higher education. Allowing them time for them to learn about the system is recommended, and they are likely to require more induction and support into the organisational workings; The scheme is a fast-track to leadership programme so trainees should be given roles that facilitate developing their leadership skills, as well as any technical knowledge; Placements should prepare trainees for senior managerial roles after the scheme (around Band 78a) and stretch them to meet and expand their potential. This means exposing trainees to a wide range of challenges, organisations, teams, cultures, types of work and leadership styles; Placements should be flexible around trainee’s needs and preferences, and particularly allow significant amount of time out of placement for mandatory education and development. Timescales of work should be reviewed with education dates to enable you to get the most out of your trainee; A trainee should NOT just be considered ‘an additional pair of hands’. You are taking on a training placement and have responsibilities to develop that individual. The trainee must be of value to your organisation, their colleagues and to patients. Consideration should go into the sustainability of changes the trainee delivers; Placements should embed a culture in line with the NHS values, and emphasise patient-centred healthcare. All placements, irrespective of specialism, should expose trainees to improvements in patient care and ideally direct contact with patients and service users; Placements should be outlined in as much detail as possible in this application. Work plans will then be developed and refined through discussion with the allocated trainee and the London Leadership Academy over the summer. Work plans must be aligned to the trainee’s competencies, Personal Development Plan and your organisation’s strategy. Statement of Commitment 2015 Page | 8 Orientation Placement The Orientation Placement should give trainees an induction into the nature and pattern of health service delivery, how the NHS operates as both an entity and how its various components contribute to the delivery of health and social care. It is not mandatory to have designed an Orientation at this stage, but it may benefit your application. Statement of Commitment 2015 Page | 10 Section Four: Manager Accreditation Programme Manager The Programme Manager has overarching responsibility for the support, training, learning and development of a GMTS trainee for the whole duration of their time on the scheme (2 -2.5 years). It is crucial that you allocate the very best Placement Managers within organisations, who will be dedicated to their trainee and to the scheme, thus enabling an excellent leadership development experience. This role requires commitment from May 2015 to trainee completion of the scheme (August 2017 or March 2018). The NHS Litigation Authority provides and underwrites third party liability (employer’s liability) insurance to the NHSBSA under the Liabilities to Third Parties Scheme (LTPS). LTPS provides comprehensive non clinical negligence cover against third party claims. As such the NHS Litigation Authority will bear the liability for claims made against the NHSBSA subject to set excess levels. Host organisations must ensure that Management Trainees attend their Trust Induction, and participate in all mandatory training, such as Fire and Health & Safety training. It is the responsibility of host organisations to ensure that all appropriate training is provided to the Management Trainees to enable them to fully participate during Orientation and in their placement such as Agenda for Change training for HR trainees or Excel Training for Finance Trainees. Trainees should not be asked to get involved in activities if the necessary training has not been provided by the host organisation and trainees should not rely on training they may have received in previous roles. Some host organisations may wish to issue an Honorary Contract to their NHS Management Trainees. If this is the case, it is requested that a copy of the Honorary Contract is uploaded onto GENI. Appendix 2: Programme Manager Role Profile Outline The Programme Manager has overarching responsibility for the support, training, learning and development of a GMTS trainee for the duration of his/her 2/2.5 year training programme, and the identification the very best Placement Managers within organisations, thus enabling an excellent leadership development experience. Overall responsibility for the trainee’s 2 / 2.5 year experience With extensive networking across their locality, and in partnership with other Programme Managers, the Programme Manager will prepare a quality orientation programme for trainees. This will facilitate experiential learning about the cultures, values and challenges within the NHS, across a broad range of staffing groups and specialisms. Work within their organisation, and closely with the Local Delivery Partner and across the locality to identify the very best Placement Managers who can offer robust placements, in line with Scheme and trainee guidelines. Work closely with each Placement Manager in keeping an overarching view of the Performance Management process of the trainee, providing feedback as necessary. Update the online performance management tool where necessary and, in the absence of a Placement Manager, authorise trainee Leave Requests and Sickness forms. Working with reference to Scheme framework and competencies to manage the quality assurance of all placements undertaken by their trainee, monitoring the Placement Manager performance within each organisation. With reference to the national flexi placement guidance, support the trainee in identifying and assist with developing a suitable flexi placement and signing off final proposal Support the trainee to identify a suitable second placement, with reference to national guidance and local leadership and steering group’s objectives. Work with the trainee to agree learning and placement objectives. Proactively seek local development opportunities for the trainee. Act as main link between their organisation and regional leadership community and Local Delivery Partner. In partnership with the Programme Manager, the Placement Manager will design, develop and coordinate the trainees work experience and performance-manage the trainees against the Schemes Competence framework and high standards to ensure challenging work objectives. The Placement Manager will: Key Responsibilities Successfully induct the trainee into the placement and team Provide day to day support and expertise to the trainee Identify and set key objectives for work placement Review progress and provide constructive and developmental feedback on Statement of Commitment 2015 Page | 18 a timely and regular basis Desirable Measurable Skills and Experience Training required Take responsibility for the performance management of the trainee for the duration of the placement, conducting and leading performance reviews in conjunction with the Programme Manager, in relation to the exceptionally high Scheme standards Identify robust and relevant training and development opportunities in the workplace to achieve all round professional and leadership development Sequence training in relation to the other elements of the training programme Work with and provide formal feedback to the Programme Manager Conduct return to work interviews (in line with sickness and absence management procedure) Career skills coaching Role model for excellent management and leadership skills Placement evaluation forms Compliance with Scheme Competences and Standards Attendance at Schemes training Must be working at a Band 7 or above Must be in the same profession as the trainee Experience of or a good knowledge and understanding of developing fasttrack learners Have a good knowledge of or first-hand experience of the Management Training Scheme requirements, e.g. recruitment and selection, marketing, etc Up to date Professional knowledge Experience of managing staff Graduate scheme Programme and Placement Manager training.
