PCA JOB DESCRIPTION JOB TITLE: Chief Clinical Officer JOB ACCOUNTABILITY AND OBJECTIVES: This exempt position reports directly to the Chief Executive Officer (CEO) and serves as a mentor and leader to other team members in order to promote a positive and healthy work environment conducive to quality care for clients; administers the Outpatient Clinics and Community Support programs, has managerial responsibility for operations of emergency services, acute care contracting and represents PCA with community caregivers and agencies. This position is responsible for the planning, fiscal management and clinical direction of these programs. This person functions as a member of the management team. RESPONSIBILITIES: ESSENTIAL FUNCTIONS: Serves on the Senior Management Team and as an officer for agency. Helps coordinate and maintain overall budget of the outpatient Springhill community service programs, emergency services and PROMOTE programs. Ensures planning and implementation of emergency services. Manages physical plants for outpatient and community services programs. Provides clinical and fiscal direction to programs and staff. Supervises individual program coordinators and supervisors. Maintains appropriate staffing patterns and qualified staff. Monitor management reports with special emphasis on clinical outcomes, revenue generation, and cost of services. Identifies and implements internal program changes. Provides after hour clinical consultation regarding all client emergencies. Supervises client advocacy function. Serves as liaison to selected Board and Arkansas Council Committees. Serves as CASSP Coordinator for North Pulaski, Lonoke, and Prairie Counties. Serves as Disaster Coordinator. Oversees all clinical services contracts and grants with Department of Human Services (DHS). Supervises all interns and volunteers for specified programs. Coordinates all grant proposals and make recommendations to CEO. Coordinates all audits with Director of Quality Improvement. Coordinates training needs for all clinical staff. Serves as the Department of Behavioral Human Services (DBHS) contact for clinical and practice-related issues. Page 1 of 3 Manages the accountability for all clinical services (professional and paraprofessional). Ensures quality and compliance of RSPMI care and services. Assures that all services are provided within each practitioner’s scope of practice under Arkansas law and under such supervision as required by law for any practitioners who are not licensed to practice independently. Assures and documents in official records the direct supervision of Mental Health Professionals (MHP’s), either personally or through a documented chain of supervision. Assures that licensed mental health professionals directly supervise paraprofessionals, in direct supervision ratios that do not exceed one licensed mental health professional to ten mental health paraprofessionals. Possesses independent Behavioral Health licensure in Arkansas as a Licensed Psychologist, Licensed Certified Social Worker, (LCSW), Licensed Psychological Examiner – Independent (LPE-I), Licensed Professional Counselor (LPC), or Licensed Marriage and Family Therapist (LMFT). NON-ESSENTIAL FUNCTIONS: Provides direct clinical services Provides 24 hour emergency services administrative and clinical backup Provides clinical supervision to mental health professionals Provides consultation and educational services Affirms and supports PCA quality improvement and corporate compliance efforts Performs other duties as assigned KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of psychological theories and principles of behavior Understanding of fiscal management Ability to formulate and manage budgets Ability to make professional and administrative decisions Ability to establish and maintain effective working relationships with clients, staff, and the public Ability to work as a member of a team Ability to delegate responsibility appropriately and effectively Thorough knowledge of professional ethics and laws regarding clinical practices Thorough knowledge of the mental health system and the community at large Thorough knowledge of methods and techniques of intervention and treatment of mental illness Page 2 of 3 EDUCATION & EXPERIENCE: Licensed as Qualified Mental Health Professional (requires the higher licensure as a Social Worker, Psychological Examiner, or related licensure in the State of Arkansas) Master’s Degree in psychology, social work, or related field Five years clinical experience at the masters level Three years supervisory responsibilities at the administrative level Valid Arkansas Driver’s License SPECIAL CONDITIONS: Criminal background check, drug screening and TB test required.
