DevTrio is a consulting firm with the objective to provide support by offering intellectual and knowledge
resources to multi-sectoral organizations in the areas of research, capacity building, and impact
assessment for direct program implementation as well as institutional development. We also work with
grassroots organizations. Our diverse team’s collective experience and insight accumulated over years of
working in diverse sectors including academia, development and corporate sector give us a competitive
edge. Having a good understanding of the work dynamics, policy framework, management structures and

DevTrio’s approach to social research and surveys is based on rigorous analysis and interpretations of the
facts surrounding each assignment. Consultation with primary and secondary stakeholders and dialogue
with internal and external forces are corner stone of the methodology adapted. Terms of reference (ToRs)
constitute the basis upon which DevTrio will carry out assignments and the yardstick by which the success
of the assignment will be judged. ToRs will therefore be followed rigorously and comprehensive. DevTrio
works closely with the stakeholders to ensure that for each assignment, ToRs are mutually agreed with all
parties; have clear objectives; are feasible in terms of what the specialist is asked to achieve; are easy to
monitor, and stress the skills transfer aspects of the project. The approach is based on the following

Management Profile
DevTrio’s senior management is comprised of the founding members who not only provide the vision and
guidance to the organization and team members but are also the face of the organization. Their profiles
are summarized below.
Sidra Fatima Minhas has more than a decade of experience as a development practitioner. She has
firsthand experience in institutional assessments, research, evaluations, gender mainstreaming, strategic
planning, manual development, early recovery and livelihoods programmes, analysis and assessments.
Sidra Fatima Minhas holds a Master’s Degree in Education, Gender and International Development from
the University of London. Ms. Minhas has extensive experience working in the development sector, both
in project management and as a consultant. Sidra’s technical and management expertise makes her the
relevant person to be one of the senior technical leads at DevTrio the team while she simultaneously
advises the team on organisational management and change. Sidra has varied experience of working with
different international donors, including USAID, CIDA, Trocaire, World Bank, GIZ, Norwegian Church Aid,
Oxfam GB Etc.
Ayesha Kabeer has approximately 8 years’ experience of Project Management, Monitoring and Evaluation
and Report Writing with a special focus on Gender. As part of initiatives of various donor led projects
including CIDA, USAID, ICCO, CFGB, Ayesha has been working at various strategic and analytical levels. She
has skills in program and policy analysis, program and projects monitoring and evaluation, design and
management of result based programs. She has extensive experience in participatory development
approaches, mainstreaming of gender into development initiatives, design and implementation of
demand side governance frameworks and service delivery. Also, she independently led impact evaluation
initiatives and have skills in survey design, management and execution. Ayesha has experience of
relationship building and liaison with different stakeholders ranging from provincial governments and
related departments (especially the ones related to Education), civil society and donor organizations,
community members with a special focus on less privileged women, men and children etc.
Javeria Hashmi is a graduate from Warwick University, England with an MSc in Food Security. She has over
15 years of experience as a development practitioner in program and project management with 6 years in a
supervisory role. She has in depth understanding of food security and sustainable agriculture with special
focus on crop physiology and production, advanced technologies in crop protection, soil, water and plant
nutrition and the practical application of low input and organic systems. Her knowledge is further enriched

by recognizing the implications of climate change and its impact on agricultural systems along with
environmental accounting (Life Cycle Assessments) and management of ecosystem services for integrated
crop production and pest management. She has also developed critical understanding of the driving forces
and impacts of policy and practice in food within a global context. She has significant experience in
monitoring, evaluation (M&E) and impact assessments (qualitative and quantitative research
methodologies) concept, project design and implementation of projects including food insecurity (long term
and transitory), sustainable agriculture, livelihoods and value chains. Other thematic areas include education
(early childhood development, curriculum design, teacher training), health, WASH, Disaster Response
(rescue, relief, rehabilitation, reconstruction and mitigation), human rights, micro-financing and enterprise
development with gender as a cross cutting theme. She has played a lead role in establishing Government
liaisons, and CSOs parallel to social mobilization and empowerment of the marginalized through good
governance and advocacy and has the ability to use and design various M&E tools e.g. Logical Frameworks,
Project Monitoring Plans and Results Based Management frameworks for project implementation and
proposal writing. She has designed modules and conducted training for staff and grass root organizations, in
Project Cycle Management, M&E and proposal writing.

skills but specific technical expertise too.
Aisha Siddique, having a Master’s in Business Administration has an experience of approximately five years
of project management, providing training and policy work at governmental level and public sector
organizations. She has extensive experience of working in the field both urban and rural areas. Additionally,
she works as a development consultant. Her specific expertise includes project planning and management,
event management, strategic communication planning, educational environment and social management.
Ali Ahmad Research and Administration Manager with Devtrio whose strengths are Research Work and
Report Writing: Approximately half a decade’s experience of project report writing coupled with both
qualitative and quantitative analysis.
Syed Zeeshan Haider has an MBA from Lahore School of Economics. He is currently working as the Project
Coordinator on Tracker Study for Building Youth Future Part –II, UNICEF with DevTrio Consultant. He has
experience in Assisting in authoring research reports, research paper, coordinating field interventions for
data collection, coordinating with all stakeholders and development partners and assisting in recruitment of
a local research team, including providing training, mentoring and on site monitoring.
Shahnaz Bashir has a Masters from Punjab University and is currently working fulltime with DevTrio
Consultants as an Information Management Officer.
