Mooresville Boys Junior Basketball League 1st-8th Grades/ League Rules For 2012-2013 Season NOTE: ALL I.H.S.A.A. RULES WILL APPLY, EXCEPT FOR THE FOLLOWING AMENDMENTS. 1. Playing Time 1.1. Each player must play a minimum of one (1) full six (6) minute quarter in each half of the game. 1.2. No player can play four (4) quarters unless all players on the team finish with three (3) full quarters of playing time. A player may not play ANY part of a fourth quarter if all other players have not played three FULL quarters. 1.3. No substitutions are allowed for the first three (3) quarters- the players that start each of the first three (3) quarters will be charged for a full quarter and must remain in the game the entire quarter unless they are injured, sick, fouled out or have some other reason they cannot play which is acceptable to the board member on duty. The player replacing them will not be charged for that quarter. 1.4. If overtime occurs, playing time is NOT in effect and all players are eligible. 1.5. First round draft pick must sit at least one quarter in each game. The only way this is not required is if there are only five players available for a game. 2. Game Timing 2.1. Clock will only stop as follows: Fouls Shots Time Outs Blown whistles during the final ten (10) seconds of each of the first three (3) quarters 2.2. In the final 10 seconds, the clock will not start until the ball enters the front court. This is only in effect during those quarters when the press is not allowed. 2.3. All overtime periods shall be two (2) minutes in length. Unlimited overtimes. 2.4. All quarters will be six (6) minutes in length. 2.5. Coaches will have four (4) one minute time-outs per game. One (1) additional time-out will be granted for each overtime period. Teams may call successive time-outs. 2.6. Half time will be five (5) minutes in length or the discretion of the board member(s) on duty. 2.7. Pre-game warm-up will be at least three (3) minutes in length 2.8. There will be a one (1) minute rest between quarters 3. Playing Rules 3.1. Ball Size 1st-6th Grades- 28.5 7th-8th Grades – HS Regulation Size 3.2. Goal Heights 1st - 2nd Grade – 8’ 3rd – 6th Grade – 10’ 3.3. Defensive and Pressing 1st - 2nd Grade - Man to Man defense only NO Zones, NO Pressing, NO Trapping. 3rd – 4th Grades - Man to Man defense only, NO Zones allowed. Pressing will be allowed in 4th quarter unless there is a 15 point lead or greater. 5th – 8th Grades - OPEN basketball all four (4) quarters, no defensive restrictions (I.H.S.A.A. RULES ). If there is a fifteen (15) point lead or greater, there will be no pressing allowed and there will be a running clock in the 4th quarter. Once lead is under fifteen (15) points, pressing will be allowed and the clock will be stopped on every blown whistle. Man to Man Defense is defined as follows: Double teaming will only be allowed inside the 3-point line Teams will be allowed to have normal weak side defensive position, sagging to “help” line. The “help” line is defined as the opposite line of the free-throw lane. If the ball is on the opposite side of the floor, the defensive player must have at least one foot outside the free-throw lane. Diagrams are attached. Illegal Offense: There is no isolation type plays designed that would put players in corners to clear out for one player. Penalties for Illegal Offense are the same as Illegal Defense. Diagrams are attached. Penalties for Illegal Defense & Offense: 1st offense is a warning 2nd offense is Team Technical (1 shot and possession) 3.4. Free Throws 1st, 2nd – 3rd Grade - Short free-throw (13') - may cross line 4th Grade – Short free-throw (13’) – may NOT cross line 5th – 6th Grade – Regular free-throw (15’) – may NOT cross line All grades will use the I.H.S.A.A. RULES that they are up 1 block on free throws. 3.5. Stealing Ball This rule applies to 1st and 2nd Grade ONLY. The defensive may only steal pass attempts. Once the dribble is stopped, the defender is not allowed to tie-up the ball. 3.6. Score Out Rules 1st – 4th Grade – Ten (10) field goals (during regulation) 5th - 6th Grade - Twelve (12) field goals (during regulation) If a player scores out and attempts a shot, the ball will be turned over to the opposing team. He may however continue to shoot free throws if fouled unless they are in the act of shooting. This rule does not apply during any overtime period. 3.7. Three Point (3pt) attempts will count as 3 points in ALL grades 3.8. No jewelry may be worn by any player during practices or games 4. Coaching Rules 4.1. During the draft, the coach will have only one (1) FREEZE which will be his son. Draft positions are based on the previous year’s evaluation. If a coach does NOT have a son, he may do so with written permission from a parent to designate 1 player as his pick using the same process as above (previous year’s evaluation to designate which round). 4.2. If the frozen player is on the Indy Hoops Blue team, the player will be a first round freeze. If the frozen player is on the Indy Hoops Gold team, the player will be a second round freeze (at minimum). 4.3. Practices are limited to scheduled league practices only. NO EXCEPTIONS! 4.4. Half of practice will be used to teach fundamentals, team offense, and team defense. Scrimmage is optional and is limited to a maximum of twenty (20) minutes. 4.5. Only 1 Coach is allowed to stand on the sidelines while the ball is in play per I.H.S.A.A. RULES. 4.6. Any coach receiving three (3) technical fouls during a season will not be allowed to coach for the remainder of the season, including league tournament games. This rule applies to disciplinary technicals ONLY, to the coach or any bench personnel (assistant coach, bench player, etc.). If a coach is coaching more than one (1) league team he is still limited to a total of three (3) technical fouls. 4.7. Any misconduct by coaches and/or players or deliberate violation of rules will be subject to action by the EXECUTIVE BOARD. 4.8. If a coach/parent feels there has been a violation of these rules it must be brought to the attention of the RULES COMMITTEE CHAIRMAN to be reviewed. If the CHAIRMAN feels there needs to be further action he will request a written statement from all parties involved. He will then take it to the MBJBL Board for their review. If a majority is NOT present it will be reviewed and addressed by the Executive Board and appropriate action will be taken for the violation. NO one (1) coach may determine how a rule should be interpreted and enforced during any game. The referee will make ALL decisions during the game(s), if a coach needs further interpretation it will be made after the game with the RULES COMMITTEE CHAIRMAN. If the Chairman is the coach in question, the issue will be brought to the attention of the league President.
