Board Meeting Minutes
July 28, 2015
Discussion Meeting with homeowner’s started at 6:00 p.m.
Attendees: Fernando Cano, Peggy Lucey, Nikki Sanders, Judy Klein, Rhonda Wiedenbeck, Mario Sanders, Kris Krueger,

The board had invited all residents and homeowners to attend a special meeting prior to our regular board meeting so
that they could meet our new staff and discuss the current repairs and improvements for East Bluff maintenance. We
had seven homeowners attend. Homeowners expressed concerns with the appearance of East Bluff. In closed session
it was decided that the staff will be concentrating on mowing of the lawns and landscaping for the next two weeks,
maybe longer if needed.
Fernando asked the status of the compost bins. Nikki said that the compost bins are full and Nancy Gulyas from unit 305
doesn’t have the directions on how to turn it. Nikki will show Nancy how to turn it. We will also put this information in
the Newsletter. The Gardening Committee maintains the compost bin, which is being utilized a lot.
Rain Barrel Status: Gardner Company was hired to cut the gutter, but they did not show up. Mario said he could take
care of it. Board approved Mario to do it.
Judy Klein brought up that landscaping project by the main East Bluff sign was too large for the Gardening Committee to
handle and suggested we hire a contractor. This was tabled until next board meeting.
June Everson Unit 307: Asked about painting. Fernando explained that Mario does the worst areas first and that there
is a master list. If an owner calls regarding painting; Mario would check the master list first; then, he would check the
unit and determine where that unit needs to be on the master list. Fernando also explained that the City of Madison
Inspector is requiring us to paint all units. There is a master plan in place, requiring 10 units per month to be completed.
Mario is working closely with the City Inspector on getting all units done.
Unit 519 Nancy Smith: Would like our lawns to be mowed on a regular basis. Discussed in closed session that with the
increase in staff that the lawns will be mowed regularly.
It was also asked that when they paint, what is the procedure? It was explained that they do one whole side of a unit at
a time. The staff will replace, prime, and paint depending on what needs to be done.
It was also brought up that the paint around the door frames are peeling. Mario said that East Bluff has never done the
door frames before and that it was the homeowner’s responsibility. To be discussed in the meeting. Tabled until next
month.
Meeting brought to order at 6:48 pm.
Peggy made motion to approve June 24, 2015 Meeting minutes with corrections. Nikki seconded the motion. Motion
approved.
Resident Concerns:
Unit 213: Fernando received an email from this unit. They had received a corrective action from Mario in regards to
cable installation.
Unit 327 Sharon Williams: Gutter has not been fixed. Will decide in closed session: Closed Session decision: Mario will
fix the gutter.
Unit 236 Wayne Svec: Wants to know if he buys a kayak, can he store it in his yard? Discuss in Closed Session.

5 Corrective action notices handed out and 20 parking cards.
Rhonda requested the green warning stickers. These were provided to all the board members. These stickers are to be
placed on the Driver side window. Kris will also start emailing a list of all the license plate numbers to the board
members.
Superintendent:
The Wisconsin State Lab of Hygiene, a Wisconsin On-site safety and Health Consultation Program at UW Madison
conducted a safety inspection on July 21, 2015. This program works under OSHA and we invited them to inspect us.
They gave an assessment similar to what OSHA would do if they had to come to East Bluff. There were hazards
identified and classified as serious and they gave us until September 19, 2015 for correction to be made. East Bluff
needs to get up to code in many areas. One area is the Fire Extinguishers. Jefferson Fire and Safety will be recharging
our one Fire Extinguisher. We need a total of three; one is required by every door. –Peggy said that Badger Fire
Protection and Safety, 608-276-9553 (on the south side of Madison) will recharge our fire extinguishers for $5.00 if you
take it there. If you have Jefferson Fire and Safety come to East Bluff to do the recharging it cost a lot more.
Our staff will be doing a policy book and we were provided a form to record the actions completed. This qualifies as the
Safety Training required for Mario.
There were seven corrective action notices written and handed out.
Grounds: Landscaping in 200 and 500’s putting down mulch and granite gravel. Pulling weeds and cutting grass.
Buildings: Outer fencing replaced from 333 to 332. The basement ceiling was fixed in Unit 305. Painting: Units 314 to
317, 413 to 415, 217 to 220. Only painted the fronts no ends. A total of 15 units were painted in the month of July.

Northside Planning Council:
August 8, 4-7 pm Taste of FEED event. Food carts, kid’s activities, kitchen tours. Please come.
August 30, Sunday Supper, 4-6 pm outdoor shelter, free supper (donations accepted), kids activities.

Split Rail Fence by Building 309: Tom from unit 527 is willing to build the fence for $250, which is labor only. Mario
thought he could get Jackson Foote to do it for less.
Kris Krueger, bookkeeper, wanted her duties clarified. Her main duties are the bookkeeping duties. These duties do not
require the full 20 hours a week. Her other duties include assisting the Superintendent, monitor parking, Newsnote, and
letters to homeowners. She will also be answering all phone calls. However, she will only take care of bookkeeping
calls. Mario will take care of the rest of the phone calls.
Peggy brought up that the deadline for the Newsnote was the board meeting. There needs to be some flexibility with
this, but reiterated to everyone to be mindful of the deadline.
Unit 543: Since they are moving, no more fines need to be issued. If vehicles are still in the parking lots after the move,
then have the vehicles towed. Kris will get the final date of when they are supposed to be out.
Topper from truck: Sold to Unit 520 for $225.00.
Contractors: East Bluff wants a siding contractor that will continue to do work on a regular basis. They will get a
contract every year with us. Mario is looking for one. Board requested he get three quotes.
