REQUEST FOR PROPOSAL TO UNDERTAKE RESEARCH PROJECT SIM 150601
PHASE 1 “DEVELOP METHODOLOGIES FOR MEASUREMENT OF DIESEL EXHAUST
EMISSIONS (DEE) AND DIESEL PARTICULATE MATTER (DPM).”

BACKGROUND
The Mine Health and Safety Council is a National Public Entity (Schedule 3A)
established in terms of the Mine Health and Safety Act, No 29 of 1996, as amended.
2.
REQUIREMENT
The MHSC seeks to appoint a service provider to undertake research to answer the
following research question: “Develop methodologies for measurement of diesel exhaust
emissions (DEE) and diesel particulate matter (DPM).”
3.
BACKGROUND TO THE RESEARCH QUESTION
The majority of the trackless and rail-bound machines used in mines are powered by
diesel. The mining industry is concerned about the health effects of employee
exposure to diesel exhaust emissions (DEE) and diesel particulate matter (DPM) since
these have recently been declared as carcinogenic.
In order to manage this risk effectively, emission levels should be monitored both at
source and in the mining working environment. Currently there are no standard
measuring guidelines for DPM levels at exhaust and in the general mining working
environment that can be used for this purpose.
These methods are required to assess the effectiveness of any control measures that
would be proposed in the management of the risk posed by diesel engine emissions.

EXPECTED PROJECT OUTCOMES
The expected outcomes of the research are as follows:
1. Determine the number per each category of diesel powered equipment used in the
South African underground mines.
2. Literature review of leading practices in the measurement of Diesel exhaust
emissions (DEE) and diesel particulate matter (DPM) from exhaust tail pipes as well
as in the working environment.
3. Using the findings from above, develop a feasible, accurate and robust measurement
methodology, including instrumentation, for Diesel exhaust emissions (DEE) and
diesel particulate matter (DPM) suitable for the South African Mining Industry
encompassing exhaust tail pipe emissions as well as in the working environment.
4. Develop guidelines for the measurement and analysis of DEE and DPM based on
the above.
Based on the above the PPPFA points to be allocated to this tender is 90/10
Expected project duration: 24 months
5. REQUIRED EXPERIENCE
The company must have at least 5 years experience in research and the project team must
be made up of members with the following experience:
1. Minimum of 5 years’ experience in measurement and analysis of airborne particulate
matter and gases in the SAMI.
2. Minimum 5 years in the design of portable instrumentation technology experience for
the mining environment.
3. Minimum 5 years’ experience in development of environmental monitoring systems
and guidelines in the mining industry.

EVALUATION CRITERIA
The tender will be evaluated in accordance with PPPFA in line with the following
functional criteria.

For the proposal to proceed to the next stage of evaluation, each criterion must be met.
7.
STANDARD CONDITIONS OF THE BID
i.
Bidders must complete SBD 1, SBD 3.1, SBD 4, SBD 6.1, SBD 8 and SBD 9.
ii.
It is the responsibility of prospective bidders to ensure that all bid documents are
submitted before the closing time and date of the tender;
iii.
The MHSC reserves the right to award or not to award this contract;
iv.
The MHSC will enter into a formal contract with the successful bidder;
v.
The MHSC reserves the right to terminate the contract should the performance of
the service provider be unsatisfactory;
vi.
Bids received after closing time and date will be classified as LATE and as a rule
NOT be considered;
vii.
Although adequate thought has been given in the drafting of this document, errors
may occur which the MHSC will not be responsible for;

viii.
Any change of information provided in the tender document that may affect delivery
should be brought to the MHSC’s attention as soon as possible. Failure to comply
with this may result in the contract being terminated;
ix.
Service provider presenting information intentionally incorrectly or fraudulently will
be disqualified; and service provider who have been declared insolvent and wish to
do business with the MHSC must have been “rehabilitated and provide the
necessary proof thereof;
x.
The MHSC reserves the right to award, cancel or partially award this contract;
xi.
The National Treasury general conditions of contract will be applicable to this
tender;
xii.
Bidders must complete and attach all relevant standard bid document;
xiii.
If the company is registered for VAT, then VAT inclusive prices must be quoted
(proof of valid VAT registration is required);
xiv.
If the company is not registered for VAT, then no VAT must be quoted;
xv.
The price as per the proposal submitted will form part of the contract for the
successful bidder.
xvi.
All prices must be valid for 90 days from date of closing.
xvii.
To qualify for B-BBEE points a consortium or joint venture must submit a
consolidated B-BBEE certificate for consortium or joint venture.
xviii. Only those bidders who have met the minimum functional criteria, as stipulated
above, may be invited to present their proposal as required. Please note that bidders
who might be invited for presentations, their technical scores might be re-evaluated;
and
xix.
For those bidders who have met the minimum functional criteria, as stipulated
above, the MHSC has the right to visit the business premises to verify the
information provided in the tender documents.
xx.
8.
The proposal together with the MHSC agreement will serve as the contract.
ADVERTISING and BRIEFING DATE

The bid will be advertised in the Government Tender Bulletin on the 10th of April
2015.

The bid will be advertised in the national newspapers and mining weekly on the 12th
of April 2015.

There are no additional advertising opportunities for this tender.

A compulsory briefing session will be held on the 17th of April 2015 at 14H00, at
the premises of the MHSC Offices situated at B7 Maple North, Woodmead Business
Park, 145 Western Service Road, and Woodmead.
9.
CLOSING DATE
The closing date for the submission of proposals is the 08th of May 2015 at 11H00. All
documents must be delivered to the MHSC Offices.
