Fields of Specialisation
Rajiv has worked primarily in the water services, public finance and urban
systems practice areas. He has conducted qualitative and quantitative research
and analysis and has developed several financial and decision analysis models.
Rajiv has a strong interest in finance and strategy in the water sector and is
currently leading the review of the challenges and constraints associated with
urban sanitation in South Africa. His dissertation was focussed on the conditions
required to attract impact investors to invest in South Africa’s water infrastructure
upgrade and expansion program. Rajiv understanding of the local government
environment is strengthened by the experience gained during his prior
employment at eThekwini Water and Sanitation.

Public Finance
2015/16 Innovation mechanisms for national allocations and transfers,
Water Research Commission
Conducted research and consultation with stakeholders with the aim to develop
innovative new approaches to national allocations and transfers to local
government (in progress).
2015/16 Financial Sustainability of Utility Services, City of Cape Town
Involved in the financial and technical analysis of the sustainability, affordability
and efficiency of water services in the City of Cape Town (in progress).
2015, Gauteng Tariff and Funding Model, Gauteng Department of
Cooperative Governance
Developed a funding and tariff model for Gauteng CoGTA to assist five
municipalities located in Gauteng with setting tariffs for water, sanitation, solid
waste and electricity.
2015, Review and update of development charges calculator, Western
Cape Department of Environmental Affairs and Developmental Planning
Reviewed and updated the development charges calculator developed in 2014 in
a bid to provide further support to local municipalities in the Western Cape with
the implementation of Development Charges.
2014/15, Chris Hani Financial Model, Chris Hani District Municipality
Developed a financial model following data analysis and consultation with
stakeholders in order to determine the impact of the decision for Chris Hani
District municipality to take over the water service provision function from local
municipalities.
2014, Allocation and transfer of water assets, West Coast District
Municipality
Developed a financial model to assess the impact of the West Coast District
Municipality transferring water services infrastructure to three local municipalities.
2014, Development charges calculator, Western Cape Department of
Environmental Affairs and Developmental Planning
Developed a financial tool to support municipalities in the Western Cape with the
implementation of Development Charges.
2014, Review of the Municipal Infrastructure Grant, CoGTA
Conducted primary research, qualitative and quantitative data analysis on
municipal infrastructure grant (MIG) allocations to municipalities and provided
input to the final report as part of the MIG policy review.
2014, Review of South African Local Government Grant, SALGA
Conducted primary research and qualitative data analysis as part of the SALGA
grant review support process that provided an overview of municipal
infrastructure funding, regulation and support arrangements.

Water Services
2015/16, Review of proposed bulk water tariffs for all water boards,
SALGA
Conducted analysis and review of business plans and proposed 2016/17 bulk
water tariff submissions for all water boards in South Africa. This project also
included a review of the norms and standards in respect of tariffs (In progress).
2015/16, Review of urban sanitation in South Africa, Water Research
Commission
Currently undertaking a review of urban sanitation in South Africa for the Water
Research Commission. This study aims to highlight the challenges and constraints
related to the provision of sanitation in urban areas (In progress).
2015/16, Development of a sanitation game changer, Water Research
Commission
Currently undertaking research and conducting analysis of various data sets in
order to develop a sanitation game changer for the Western Cape Government.
This required the development of an Excel model in order to determine an
ambitious but realistic sanitation delivery target for the Western Cape (In
progress).

Benchmarking
Initiative,
Water
Research
Commission and SALGA
Benchmarked performance of the eight metropolitan municipalities and facilitated
the Cities Working Group as part of the broader Municipal Benchmarking
initiative.
2014, Review of monitoring and evaluation in the water sector, DPME
Conducted primary and desktop research with Department of Water and
Sanitation officials in order establish the state and use of monitoring and
evaluation in the water sector and provide recommendations for improvement.
2014, Feasibility study for the regional integration of bulk water supply
systems, AECOM
Conducted research and provided support to the project leader to determine the
advantages and disadvantages of the potential bulk water institutional and
financial options available to the Knysna and Bitou municipalities that are
considering the development of regional bulk water scheme.
2014 – Present, Study reference groups, Water Research Commission
Served on a number of reference groups for studies that have been commissioned
by the Water Research Commission (Ongoing).
Urban systems
2015, Preparation of an industrial development plan, Western Cape
Department of Economic Development and Tourism
Conducted primary research, data analysis and developed an Excel based model
to determine infrastructure and resource demand projections for the Saldanha
Bay Functional Region.
2014/15, Development of a fiscal impact tool, South African Cities
Network
Conducted primary research, consultation and developed an Excel based model to
assess the fiscal impact of developments within a city.
