However, player safety should not be compromised for field size. A minimum distance of five (5) feet should be provided between goal-line and touch-line and back-stops, playground equipment, and other hazards. RULE 5 - The Game 5.1 It is the responsibility of the coach to take all precautions necessary before, during, or after a game to protect the public or private property on which the game takes place. 5.2 If a team is unable to field at least seven (7) players (except modified teams) within fifteen (15) minutes of the scheduled game time, the game will be abandoned by the referee. Modified is U - 6 through U - 11. 5 Only the referee can cancel a game. 5.4 Substitutions will be allowed for both sides during any stoppage in play at the discretion of the referee. Referee discretion is the key element of this rule. Referees must apply the rule fairly and without bias, but withhold approval when it takes the advantage away from the team with current possession of the ball. The referee will not require a cautioned player to sub-out; it is the decision of the coach. 5.5 Deviating from FIFA Rules, both teams shall be on one side of the field and all spectators shall be on the other side of the field. A technical area shall be marked from the halfway line to the top of the penalty area and two yards back from the touch-line for each team. Only players and coaches listed on the approved roster will be allowed in the technical area. It shall be the responsibility of each team to maintain proper spectator conduct. Each coach manager and team, club or league official shall be held primarily accountable for the conduct of the spectators for or from their respective teams. At no time shall foul or abusive language be permitted at any field. Coaching is understood as giving directions to ones team on points of strategy and position. No mechanical or electronic devices are to be used. The tone of voice must be informative; no coach is to make derogatory remarks or gestures to the referee, players or spectators. If a coach receives a “send off” ( RED CARD ) by the referee, an assistant coach may continue to coach the team. 5.6 Substitutes shall remain in their own team’s technical area. 5.7 The first time there is an eight (8) goal difference, the referee will stop the game and ask both coaches if they wish to continue the game. If either coach wishes to end the game, it will be considered completed and the score will stand. If both coaches wish to continue the game it will be played to its normal conclusion with no more options to end the game regardless of the score. 5 Tied games during the regular season will stand as ties. 5.9 Awards will be given to the first (1st) place winners in each division, starting at U - 11 and above. At the end of regular league play, if a tie exists for first (1st) place, both teams will be division winners. 5.10 The following rule applies to all competition under the jurisdiction of the WSYSA: In all U - 11 age groups and below, no player shall make physical contact with the goalkeeper WITHIN THE PENALTY AREA, or attempt to play the ball once the goalkeeper has control of the ball in any manner and to any degree whatsoever. In all U - 12 and above, no players shall make physical contact with the goalkeeper WITHIN THE GOAL AREA, harass the goal keeper or attempt to play the ball once the goalkeeper has control of the ball in any manner and to any degree whatsoever. For infringements of this special rule, an indirect kick shall be awarded. Note: Also included in "having control of the ball" is, if the goalkeeper holds the ball on the ground with one or both hands. 5 Restarting Play After an Injury In the case of a temporary suspension due to an injury or any unusual situation, if one team is clearly in possession of the ball, the game shall be restarted with an indirect free kick by the team in possession of the ball at the point where the ball was when play was suspended. Should there not be clear possession at the time play is suspended due to an injury or unusual situation, there will be a drop ball at the spot where the ball was declared dead. 5.13 If any team decides to play in a tournament, other than a WSYSA sponsored tournament, in lieu of a regularly scheduled game, that team will be required to play on the opposing team's home field, at a date and time set by the opposing team. 5.14 Safety - A player must not use equipment or wear anything that is dangerous to himself or another player (including any kind of jewelry). 5.15 Basic Equipment: a jersey or shirt shorts - if thermal undershorts are worn, they are to be of the same main color as the shorts stockings footwear Shinguards: Shinguards: are covered entirely by the stockings are made of a suitable material (rubber, plastic or similar substances) provide a reasonable degree of protection 5.16 MOUTHGUARDS – The use of mouthguards or othodontic wax is a decision made by the player and the player’s orthodontist. The responsibility to use a mouthguard or orthodontic wax belongs solely to the player. If any player does not comply with the above rules, he/she will not be allowed to play until compliance. Upon compliance, after checking with the referee or with a certified lines person, he/she may be allowed to enter the field only at a normal substitution time for that team. 5.17 CLEATS - Any player registered with CYSF, and playing in a CYSF sanctioned game, shall abide by the following stipulations regarding the type of footwear. a) All shoes with soft uppers will be allowed with the following stipulations; (this includes tennis shoes and aerobic shoes). b) Soles of shoes: 1. All molded cleats, regardless of shape and position, shall be allowed providing the sole is made of rubber or nylon. 2. All screw-in type cleats shall be allowed providing no there are no edges of such a nature that may cause injury to the players, (i.e., sharp edges, burrs, and badly worn cleats). All screw-in cleats shall be subject to the approval of the referee. If any player does not comply with the above rule, he/she will not be allowed to play. Upon compliance, after checking with the referee or with a certified lines person, he/she may be allowed to enter the field only at a normal substitution time for that team. 7.0 Game Abandonment: 7.0.1 If it is determined that a CYSF game is abandoned by the referee due to the actions of the coach, players, spectators or any combination thereof, NO REPLAY WILL BE GRANTED. 1. 2. 3. 4. 7.0.2 Futhermore, if at any time of the abandonment: The opposing team is ahead, the score at that time will be the final score. The team causing the abandonment is ahead, the game shall be considered a forfeit and a score of 1-0 in favor of the opposing team will be awarded. If the score is tied, the game shall be considered a forfeit and score of 1-0 in favor of the opposing team will be awarded. If it has been determined that both teams caused the abandonment, then both teams will be given a loss, zero points for both teams.
