Caring For Our Bays branding and artist design
1.
Project Background
The Caring For Our Bays Program is funded through the Victorian Government’s Litter Hotspots
Program being facilitated and administered by the Metropolitan Waste and Resource Recovery Group.
The Litter Hotspots Program is a $2million/3 year program that addresses local litter issues impacting
on the water quality of Port Phillip Bay by providing funding and support for government, community
and business partnership projects. For more information about the Litter Hotspots Program and the

The Bellarine Catchment Network (BCN) is a Network of 20 community groups and organisations and
is managing the Caring For Our Bays project. This tender is between BCN and the chosen provider.
The Bellarine Catchment Network is made up of Community Groups, Local Committees of
Management and Local and State Government agency representatives. These include:

The Caring For Our Bays Project area over the 3 years of the program is shown in the map below:
The Caring for Our Bays program, managed by Bellarine Catchment Network, aims to lift the profile
and appreciation of Corio Bay and the Bellarine shoreline of Port Phillip Bay, raise awareness of litter
and its impact and reduce the amount of litter, sediments and nutrients that enter the waterways.
It meets the above objectives: through the establishment of an alliance of partners, identification
and prioritisation of litter hotspots, and implementation of best practice litter prevention projects at
the identified hotspot sites. Activities include: education, community engagement, media, litter
counts, clean ups, on ground works and enforcement.

The Project Objectives of the Caring For Our Bays Program are:
1. Support the implementation of best practice litter prevention projects.
2. Develop and support partnerships to increase the capacity of organisations to implement litter
prevention projects.
3. Improve personal responsibility for litter disposal and prevention.
4. Improve the amenity of public spaces that impact upon the water quality of Corio and Port
Phillip Bays.

Project brief/purpose
This is a call for applications for the development of branding and artist designs for Caring For Our
Bays promotional material and education resources. We have a logo established (see page 1. top right)
but need banners, posters, bin signs & signs at sites, drain stencils, the design of a letterhead, tee
shirts for active volunteers and partners to wear and bait bags etc. are needed.
The role of the Bellarine Catchment Network will be to provide information, data, relevant documents
and direction for the design materials. This will be provided by Rebecca Petit, Caring For Our Bays
Coastal Coordinator for the Bellarine Catchment Network.
Areas that art/signage/materials will be displayed are:
 Fishing locations, piers and boat ramps, look outs/parking areas - signage and materials (e.g.
bait bags) will need to be developed to address fishing litter, fishing and recreational users
leaving food packaging; takeaway food containers, dumped rubbish, alcohol, cigarette butts
etc.
 Boats/Boating-There is concern that waste is thrown overboard from boats into the Bays and
Harbours. So again, signage and appropriate useful material on the shore to educate boat
users.
 Creeks/Waterways and Drains-Numerous Drains over Geelong and Bellarine Areas. Hotspots
are in residential areas near industry and business districts. I.e. Corio Village Fast Food Outlets.
As part of this we would like some stick down drain stencils designed up for drains.
We would like all materials to consider their environmental impact. E.g. Bait bags distributers to
use biodegradable/recyclable/reusable/non –threatening to animals bags. And the printing of
materials and signs to use appropriate and environmentally friendly materials e.g. recycled paper
for flyers and vegie inks for signs etc. So direction and advice on this would be useful.
Projects sites for 2015 requiring display/materials are:
 St Leonards Pier - 496 The Esplanade, St Leonards.
 Cuthbertsons Creek- Corio, Princes Hwy, Corio.
 Cowies Creek- 400 Melbourne Rd, Geelong North.
 Clifton Springs Boat Ramp- 2 Jetty Road, Clifton Springs.
 General – visible locations in Geelong and Coastal towns including Bus stops, Bins etc
Publications, Resources, Communications:
We are wanting to build the branding of Caring For Our Bays. The Website and Facebook will form
part of this, but also, banners, posters, bins and other insitu signs will be extremely important. Our
branding and merchandising will be broad; concentrating on a number of species, footprints, our logo,
images, sites etc.

We may be able to use slogans that already exist for certain litter prevention actions e.g. for
cigarette butts we could get permission from the State Government VLLA to use Don’t be a tosser
slogan/campaign http://www.litter.vic.gov.au/litter-resources/case-studies/cigarette-butts/dont-bea-tosser . This is a better use of our time and resources rather than ‘reinventing the wheel’.
Further, we could do this for the following litter issues:
 Cigarette butts- key message and template
 Fishing lines - key message and template
 Dumped rubbish- Key message and template
 Litter (e.g. Takeaway containers, from fast outlets etc) key message and template
 Drain stencilling- litter leads to bay etc. The EPA have drain stencils we may be able to use
and we would like to create some of our own with local themes e.g. Surfers, boaters, bay
animals, coast animals etc.
The Caring For Our Bays Program is supported and partners with various organisations and community
groups who will give feedback into the materials that are developed through consultation with the
Caring For Our Bays staff. Matt Crawley, Caring For Our Bays Program Manager and Rebecca Petit,
Caring For Our Bays Coastal Coordinator.

4.
Budget
The budget for this project is up to $10,000 (GST Excl). The budget is inclusive of artist/designer fees
and any other costs associated with the delivery of the project. The tender may go to a
designer/organisation that can deliver on all our requirements or may be split between a few if all
requirements are unable to be delivered by one organisation/designer.
5.
Format of Tenders
The tender should:
 Set out a clear plan of how the project will be undertaken, specifying content and
timeframes for each stage.
 Outline the experience and expertise of the artist(s) to be creating the content/materials
with particular reference to the following:
-Past examples of similar design/communications materials developed.
-Some environmental knowledge and understanding of the areas and materials to be
displayed.
-It would be advantageous for the artist/designer to have knowledge of Community Based
Social Marketing (CBSM) techniques to instigate behaviour change.

Set out a clear total costing of all costs e.g. design time/fee, liaison, printing etc.
Present a project plan that indicates the timeframe for the completion of the project as a
whole.
The tender document must be brief and concise, no more than 6 pages in total plus
attachments.
Award Criteria
In deciding the award of the contract, the criterion shall be that of the most economically
advantageous tender having regard to the consideration of:
