Job Purpose This position is primarily responsible for the function of development application engineering assessment and effective co-ordination of the Land Development team within the City’s Infrastructure Planning & Asset Management branch. The position is also responsible for other emergent technical engineering assessments, such as Restricted Access Vehicle (road train) network stewardship, traffic management plan approvals and road reservation management. The Land Development function will ensure that development proposals are assessed in a timely manner for compliance with all relevant legislation and standards. 2. Organisational Context The position of Senior Land Development Engineer is part of the Infrastructure Planning & Asset Management department within the Infrastructure Services directorate. In total, 5 branches report to the Infrastructure Services Director. Other departments include Fleet Services, Project Design & Delivery, Infrastructure Maintenance & Renewals and Waste & Energy Services. 3. Key Accountabilities Delegated responsibility for the establishment of engineering conditions of planning applications and approvals of subdivision works. Responsible for representing the City on all State Administrative Tribunal (SAT) Matters Responsible for the review and final comment on all development structure plan documentation Responsible for the final approval of all subdivision drawings Responsible for the provision of expert development engineering advice to internal and external stakeholders Undertake and provide specialist technical engineering assessment of development submissions Inspect and test subdivision construction works to ensure compliance with approved development application plans and engineering drawings, specifications, guidelines and conditions. Investigate and produce reports for Council where required. Ensure compliance with relevant conditions prior to the release of subdivision certificates Responsible for compliance with and update of City’s Land Development Specifications, including associated standard drawings Negotiate and resolve issues with development proponents or their agents prior to, during and post construction. Responsible for traffic impact assessment of developments and stormwater drainage Local Water Management Strategies and Urban Water Management Plan assessments. Ensure outcomes are delivered on site with documented regular progress inspections. Assist with the preparation and cost effective implementation of the Infrastructure Planning & Asset Management annual operational budget. Review engineering development reports and provide comment. Develop, maintain and implement procedures for land development approvals. Monitor and manage the performance of the Land Development team to support the achievement of organisational KPIs. 4. Page 3 of 5 Qualifications, Certificates and Licences Tertiary Qualifications in Civil Engineering, eligible for Membership of the Institute of Engineers Australia (MIEAust) Possession of, or working towards minimum management qualification of Associate Diploma (or equivalent) OR; substantial team management experience. Chartered Professional Engineer, CPEng accreditation (desirable). C Class Drivers Licence. Experience Extensive, diverse experience in Development Engineering Extensive experience in the review of development strategic and operational documentation, drawings and specifications. Extensive experience in Transport (traffic) engineering and Stormwater drainage Extensive experience within civil engineering design and construction (desirable) Experience in developing and working within Quality Assurance (QA) systems (desirable). Knowledge Comprehensive knowledge of legislation and standards pertaining to land development in Western Australia, e.g. Local Government Act, Planning & Development Act, Building Act, and IPWEA subdivision guidelines Comprehensive knowledge of engineering standards, such as Austroads, Australian Standards and MRWA standards Thorough knowledge of traffic and drainage engineering theory and practice Thorough knowledge of asset management/maintenance principles and practice as related to donated assets and whole of life cost implications for the City. Thorough knowledge of Public Utility Providers Code of Practice (desirable) Skills Demonstrated skills in time management in order to provide assessment and comment/approval of proposals within mandated timeframes in a reactive environment.
