National Electoral Commission Guddida Doorashooyinka Ee Qaranka CALL FOR PROPOSALS Voter Education awareness’s campaign on Voter Registration in Somaliland Date of issue: 14th December, 2015 Closing date: 18th December, 2015 Closing time: 12.00 AM 1. BACKGROUND & OBJECTIVE The National Electoral Commission (NEC) is the body mandated to oversee and conduct the upcoming elections in Somaliland, which will be the second time that the Somaliland citizens will elect their leaders through a ballot process. Additionally, the new biometric voter registration system will be introduced during these elections. NEC has the responsibility of informing and educating all eligible voters on registration and other electoral processes leading up to the elections. These efforts require a strategic and proactive approach to disseminating information on how the overall system works, why the new technology has been adopted, and methods to ensure the system’s integrity. Furthermore, all eligible voters need to be encouraged to register and vote, necessitating the adoption of different types of outreach methods, based on how various segments of voters commonly access information. Grant activities arising from this proposal’s will aim to exert special efforts towards educating communities and providing accurate, timely, and reliable information in regards to voter registration. Somaliland National Electoral Voter education will focus on the following ears: Basic voter registration information: Providing basic facts on registration requirements, the registration process, necessary identification to establish eligibility, the date, time, and place of registration in the voters’ districts, and the consequences of attempted multiple registration; 3. SCOPE OF WORK The Scope of work includes 1. The voter education awareness proposal must demonstrate the organizations A strategy to effectively and efficiently reach as many communities and individuals as possible in one regions of Somaliland. Strong presence in one organization of six regions 2. Methodology to directly target the following groups: youth, women; in order to improve voter registration among these groups. 3. A plan to increase the capacity of NEC to improve local information campaigns and communications around the election and voter education. 4. In coordination with other civil society organizations, and under the guidance of NEC Carry out voter education campaign in on regions in order to reach a maximum number of communities and individuals. Under the guidance of NEC, work in coordination with other Civil Society organizations to roll out a comprehensive and synchronized information campaign on the voter registration process in specific regions of Somaliland. 5. All voter education work will be done in close coordination with National Election Commission, and specifically under the Voter Education department for NEC National Electoral Commission Guddida Doorashooyinka Ee Qaranka 4. EXPECTED DELIVERABLES a) Detailed work plan for the proposed activity(s), highlighting the targeted region b) Weekly progress report and narrated report through NEC email c) When project finish send Final report to NEC 5. ILLUSTRATIVE ACTIVITIES a) Grass root community awareness b) Town hall Meetings” with community leaders, elders, business people, etc… in order to build local understanding of the voter registration process c) Use vehicle based announcement voter education awareness outreach campaign in Somaliland. d) Coordinating with local youth and women’s groups in order to address specific concerns and increase voter registration among youth and women 6. SELECTION CRITERIA Somaliland local NGOs or civil society organization should have experience in conducting with communication, education, or awareness raising campaigns. The applicant must be able to work in regions based of Somaliland, demonstrate the ability and capacity to carry out all the above mentioned tasks. In addition preference for selection will be given to those organizations that have experience with election processes and voter education campaigns. Preference will also be given for organizations that focus on a specific region, challenge, or special groups (i.e. women, youth, pastoralist communities, etc…) in their project design.
