Terms of Reference
Core Group, Cash Coordination Group (CCG)
Tasks, Roles and Responsibilities:

The overall purpose of a Core Group is to: To set strategic direction, planning and ensure
inclusive decision-making for the CCG
Provide a platform for more in-depth review and guidance on matters of concern to the wider
Working Group.
The Core Group is mandated by the CCG and may be tasked with responsibilities such as:

Review common processes, share best practices and build consensus around key activities
related to the CCGs response, such as; operational approach, targeting, monitoring and
validation and common approaches to monitoring/data collection and information
management tools etc;

Provide strategic recommendations for further consideration at; Inter-Cluster, HCT or
Government
o If required, formulate and agree advocacy positions on behalf of group for action at any
of these forums.

Formulate and agree CCG workplan; establish ‘Technical Working Groups’ (TWIGs) or ‘Task
Teams’ as required and hold such groups accountable to deliver products of use to the wider
CCG

Support the creation and dissolution of these TWIGs or Task Teams; ensure proper
representation within such groups; timely output; transparent reporting; and close such groups

Support any internal review and external evaluation of the work of the CCG and its members if
requested, and sharing of lessons learned;

Provide support and recommendations on a common set of standards and approaches for new
agencies involved in CTP, including the development of a programme manual for multi-sector
CTP
Membership
The Core Group is recommended to not exceed a maximum of 10 members and should be collectively
identified by the CCG partners. For the purposes of this Core Group given the recognised role of key
agencies the permanent members are recommended as follows:
1) Chair – UNOCHA Cash Coordinator
2) Co-Chair – INGO Representative
3) Cash Technical Advisor (non-voting member)
4) IFRC Programmes Representative
5) WFP Programmes Representative
6) Shelter Cluster Representative
7) Food Security Cluster Representative
8) WASH Cluster Representative
9) Early Recovery Cluster Representative
10) INGO Representative
For the purposes of the Core Group, the Chair, Co-Chair and Senior Cash Advisor positions will be
standing positions where the existing staff member holding that post will be automatically included as
a member of the Core Group. These three positions will be non-voting members.
A permanent representative from IFRC and WFP is required in recognition of the high level of cash
based programming. Representatives will be nominated from these agencies as per their internal
recommendations.
Representatives from key clusters will be asked to participate. These representatives may be partners
from the cluster who represent the wider group, or from the cluster staffing itself. These
representatives will be identified through a consensus approach where interested agencies will be
requested to nominate an individual. If a representative leaves their post during their rotation, the
agency that they represent may nominate a replacement.
These Core Group members should be represent the CCG and be nominated based on the following
criteria:

In the case of all members; individuals should have demonstrated active engagement within
CTPWG and/or Task Teams
In the case of all members; individuals should be recommended/nominated who are in a
‘decision-making’ position within their respective agencies
The Core Group will meet on a weekly basis for a half hour prior to the full CCG. Additional ad hoc
meetings may be called if a decision or recommendation is required urgently.
Accountability and reporting, decision taking
The Core Group constitutes itself (i.e. tasks, roles and responsibilities within the Core Group do not
need to be discussed or approved by the CCG). The Core Group is accountable to the CCG and reports
to it on its activities and working results on a regular basis.
Core Group meetings are announced in due time (by email) sharing a tentative agenda. The minutes of
the Core Group meetings are shared with the full CCG
Disorganization/liquidation
The Core Group can be liquidated by the CCG at any time with consensus of the members of the group.
