ANNOUNCES PROCLAMATION
with an estimated value of less than EUR 30,000 (art. 4 point 8 of the Public Procurement Law)
to develop a methodology for the principles of research collaboration – within the framework of the project “International
network supporting research and knowledge transfer as a platform of cooperation between Polish and Norwegian Universities”.
Procedure
This procedure is conducted to orders with an estimated value of less than the equivalent amount of EUR 30,000 in accordance with the provisions of the Act of 29 January 2004 Public Procurement Law and Guidelines of the The Minister of Regional Development to orders under the EEA Financial Mechanism 2009-2014 and the Norwegian Financial Mechanism 20092014, to which the Act of 29 January 2004 – Public Procurement Law is not applicable

Subject of the procedure
The subject of the proceedings is to develop a methodology for the principles of research collaboration and identify research
areas within the framework of the project “International network supporting research and knowledge transfer as a platform of cooperation between Polish and Norwegian Universities” (Project No. FSS/2013/IIC/W/0013) under the Programme Scholarship and Training Fund established under Norwegian Grants and EEA Grants (Measure Inter-Institutional
Cooperation).
Programme Operator (institution implementing the above measure) is the Scholarship and Training Fund Programme Operator from Warsaw.
The project is implemented by a consortium composed of the following institutions: University of Economics in Krakow as a
Leader (Project Promoter) and 7 of Partner Institutions: Institute of Fundamental Technological Research PAS (IPPT PAN) The Polish National Contact Point for Research Programmes of the EU (KPK), Czestochowa University of Technology, Wroclaw
University of Technology, University of Economics in Katowice, Kozminski University in Warsaw, Association "Education for
Entrepreneurship" and the University of Bergen.
Description of the task - research at partner institution (University of Bergen)
1. Conducting research – based on the research methodology elaborated by the chairman of this task. In this research people/departments should take part. The specific instructions as well the questionnaire to identify the priority research
fields of each institution will be elaborated by the chairman of this task.
2. Elaboration of the report in English based on the survey carried at the University, preparing the list of priority research
fields (10) and the names of researchers in each field, their publications (from last 10 years) and participation in research
projects (from last 10 years). The plans for research development should be also indicated.
3. This report should be sent to the chairman of this task by the date indicated by him, noticed that the overall report of the
research results should be sent by the chairman to the project leader till 21.11.14.
The comments/changes indicated by the chairman of this task should also be included in the report.
4. Participation in negotiations carried out by the chairman of this task to define 2-4 common (for all project partners) research fields, till 13.01.2015.
The Contractor will be required to transfer all copyright to the development made in favor of the Ordering Party.
The Contractor is required to know and comply with applicable guidelines for the implementation of the project within the
Programme Scholarship and Training Fund (Measure Inter-Institutional Cooperation) - in particular the application of the
logos and information on the financing of the project in the development of:

Deadline for completing the task: 13th January 2015.

Conditions for participation in the procedure and a description of how to assess compliance of these conditions:
1. Higher education graduate.
2. Access to people/departments at the university where the research should be carried out.
3. Experience with projects or research programs at universities or research units.
4. English skill: at least B1 level.
Evaluation of fulfillment of the above conditions shall be based on the data contained in the CV attached to offer.
The Order Party reserves the right to request the Contractor to submit appropriate documents proving the data contained in
attached CV.
Contractor is obliged to performing the contract personally and not subcontract to third parties, entrusting the execution of
the contract to a third party requires the consent of the Ordering Party and may be granted only to the person who satisfies
the conditions for participation in this proceeding.
Method of preparation of the offer:
The offer should include:
a) the full name and contact details of the Contractor (e.g. address, e-mail, phone),
b) specify object of the contract for which the offer is made,
c) the total amount of honorarium for the performance of the task in PLN (including all fees and taxes).
The offer should include a CV in Europass format
(example available at http://europass.frse.org.pl/europass-cv).
Offer must be send via e-mail at dopu@uek.krakow.pl till 20.10.2014 no later than 11:00 a.m.
Term of binding offer: 30 days.
Variant offer is not accepted.
Offer must fulfill all descriptions of the task.

The project is realized in measures Inter-Institutional Cooperation implementing by the Scholarship and Training Fund in the
framework of the EEA Financial Mechanism 2009-2014 and the Norwegian Financial Mechanism 2009-2014.
