As a service coordinator you are responsible for sharing information with families about their rights related to their participation in early intervention services, including the process for resolving conflicts. In addition, you must understand who can be considered a parent and when a surrogate parent should be appointed to act on behalf of the child.

Remember that the federal regulations provide instruction on how to implement the federal law. The Texas state Rule provides additional instruction. You must combine the instructions to understand your role and responsibilities.
Review both the federal regulation and the state rule. When you have finished, discuss with your supervisor what is required in regulation and what the Texas rule has added as additional instruction.
