Friends and colleagues,
We invite your program to the David Frank Tournament of Scholars on
February 13-15, 2016 (Saturday-Monday) at the University of Oregon.
The David Frank is a college debate tournament that in 2016 offers policy
debate (NDT-CEDA) and parliamentary debate (NPDA). Due to space
constraints unique to this year, we are not able to offer IPDA or British
Parliamentary.
We aim to create the best tournament experience for students and
educators.






Policy debate
Policy debaters will debate the 2015-2016 CEDA topic:
“Resolved: The United States should significantly reduce its military presence in
one or more of the following: the Arab states of the Persian Gulf, the Greater
Horn of Africa, Northeast Asia.”
The following apply to policy debate at the Frank Tournament of Scholars:








Time format is 9-6-3 with 10 minutes preparation time per team
There are 6 preliminary rounds
The first 2 rounds are pre-set randomly
Brief judge orientation required for each judge to satisfy judging commitment
E-ballots due no later than 150 minutes from the scheduled start time
One full-time judge covers 2 policy teams
Full-time is available for all preliminary rounds plus two elimination rounds
Both members of a team proven to cheat on evidence receive lifetime ban
Parliamentary debate
The following apply to parliamentary debate at the Frank Tournament of Scholars:











NPDA eligibility rules
Topics announced in advance of the tournament
Switch-side: Affirmative and negative for each resolution in preliminary rounds
Time format is 7-8-8-8-4-5 with 30 minutes of preparation time
5 minutes of flexible time to use as debaters wish
There are 8 preliminary rounds
The first 2 rounds are pre-set randomly
Brief judge orientation required for each judge to satisfy judging commitment
E-ballots due no later than 100 minutes after topic release
One full-time judge covers 2 parliamentary teams
Full-time is available for all preliminary rounds plus two elimination rounds

Registration and entry fees
Fees for the David Frank Tournament of Scholars cover both competition and healthy
meals at the tournament. Educators are invited to celebrate their graduating seniors at
the awards banquet.
All students, coaches, scouts, and others – every single person your school
brings – must pay the per person fees.
School Registration:
4-yr school: $200
2-yr school: $135
Entry fees cover competition and food for all participants:
4-yr schools: $60 per person (each coach, student, observer)
($75 after 5:00 pm on February 5, 2016)
2-yr school: $45 per person (each coach, student, observer)
($75 after 5:00 pm on February 5, 2016)
Raw novice: Free (“raw” means never attended any tournament at any level)
Uncovered judge fee (only judges attending orientation cover entries):
4-yr: $250 per judge
2-yr: $150 per judge

Ben Dodds Top Debater award
Benjamin Dodds was the heart and soul of Oregon Forensics for a decade, among the
most impressive in program history. An NPDA finalist and part of a then record-setting
top-ranked NPTE team, Ben coached four teams to final rounds and winning two
National Championships. In 2016 he coached the winners of the 1st half of the 2016 Mile
High tournament.
In recognition of Ben’s enormous contributions Oregon Forensics is creating a traveling
award given to the individual debater with the highest average speaker points in team
debate events.
The Dodds Top Debater receives $200 cash during the awards dinner and their name is
engraved on the traveling trophy.
David Frank Top Scholar award
Graduating seniors who excel both academically and competitively may apply for the
David Frank Top Scholar award. This award of $1000 is payable upon graduation to the
applicant selected by a committee of Oregon alumni.
To be eligible a student must:




Graduate by June of the year they receive the award
Provide a letter of admittance to a graduate or similar program or a letter
of admittance to a 4-yr institution if from a 2-year school
Provide an unofficial transcript and curriculum vita
Complete the application essay
