Short Notice Inviting Expression of Interest (EOI)
(No.ECIIT/SWL/PD/209/15)
1. COMSATS Institute of Information Technology Sahiwal, a public sector degree
awarding institute invites Expression of Interest (EOI) from the consultant
firms/consultants for the services of structural designing and verification of Interim
payment certificates of contractor for construction of new academic block-B at CIIT
Sahiwal. Method of selection for the work will be Quality and Cost Based Selection.
2. Expression of Interest documents, which are containing name and address of procuring
agency, appropriate description of assignment providing scope of the intellectual and
professional services required, deadline and place of the submission of the expression of
interest and evaluation criteria are available for the interested bidders at department of
project directorate, CIIT Sahiwal. Price of the EOI documents is Rs. 1000. EOI
documents can also be downloaded from the website of the institute at
www.ciitsahiwal.edu.pk .
3. The expression of interest, prepared in accordance with the instructions in the EOI
documents, must reach at department of project directorate, CIIT Sahiwal on or before
1030 hours on Wednesday, June 03, 2015. The expression will be opened at 1100 hours
on the same day in the presence of consultant’s representative who choose to attend at the
same address. This advertisement is also available on PPRA website at www.ppra.org.pk
and CIIT Sahiwal website at www.ciitsahiwal.edu.pk.

General Requirements
The Project and scope of services
Consultancy services are required from the
consultant firms/consultants registered with
Pakistan Engineering Council (PEC). The
firms must have relevant experience for
structural designing of academic blocks. The
firms are required to submit following
documents along with financial bid:

Registration certificate with Pakistan
Engineering Council (PEC)

All bids must be accompanied by a bid
security equivalent to two percent (2%)
of the bid price.

Bidders must provide an affidavit to the
effect that they have not been
blacklisted by any Government/ Semi
Government or Autonomous Agency.

List of projects of similar projects and
list of professional staff having the
specific expertise to meet the
obligations during the assignment.

construct only ground floor of academic blockB (having provision of first and second floor
with stability certificate) adjacent to under
construction academic block-A.
For this purpose services for structural
designing of the building are required. Detail
is given below:

The electrical drawings will also show
internet, UPS, CCTV Cameras points.

consultants will provide the services
for
verification of Interim Payment Certificates of
the contractors. For this purpose the
consultants may visit the project site.
3.0
Time Schedule of Services
The consultants are required to tender all
submittals within one week from the effective
date of commencement.
4.0
Additional Services
The client may ask the consultant to perform
additional services. Such additional services
shall be performed with the prior concurrence
of both the parties.
The consultant shall submit an estimate of the
additional time (if any) and the additional
remunerations for such additional services
which shall be approved in writing by the
client before the commencement of the
additional services.
5.0
Obligations by consultants
The consultant shall perform services as
independent consultant in accordance with
recognized international standards, applicable
laws and regulations.
The consultant shall carry out the services with
due diligence and efficiency and in conformity
with sound engineering practices. The
consultant shall act at all times so as to protect
the interest of the client and shall take all
reasonable steps to keep all expenses to a
minimum consistent with sound economic and
engineering practices.
The consultant shall furnish the client such
information relating to the services as the client
may from time to time reasonably request.

The consultant agrees that no proprietary and
confidential information received by the
consultant from the client shall be disclosed to
a third party unless the consultant receives a
written permission from the client to do so.
6.0
Obligations by Client
The client shall provide to the consultant:
All necessary data/documents/reports that may
be required by the consultants for performing
the services within the time schedule
The client shall designate a person to act as its
representative on all matters to fully cooperate
with the project manager of the consultant
The client shall take all necessary measures to
make timely payments to the consultants.

7.0
Remuneration for Services
The consultant firms/consultants are required to submit their rates as per Sft and as per the scope
of services defined above.
