Guide book
1. The title of the Association shall be the Royal Navy and Royal Marines Cycling Association. (RNRMCA)
Objectives
2. The objectives of the RNRMCA shall be:
a.
to encourage cycling in all ships and establishments of the Naval Service at home and abroad,
and to advise and assist on all aspects of cycling;
b.
to encourage a higher standard of cycling in the Naval Service by providing Commanding
Officers, Sports Officers and PT Staff with all the specialised information necessary to promote
cycling;
c.
to promote amateur cycling races amongst all ranks and encourage RNRMCA members to
compete in local, national and Inter-Service competitions;
d.
to arrange Royal Navy Championships;
e.
to ensure the correct conduct of all cycle races organised by the Naval Service;
f.
to liaise with the Army Cycling Union and Royal Air Force Cycling Association on all matters of
common interest concerning cycling.
The Executive Committee
3.
The management of the Association shall be conducted by an Executive Committee, who shall meet
on a regular basis and consisting of the following:










President (non-voting member)
Chairman (non-voting member)
General Secretary
Treasurer
Membership Secretary
Development Secretary
Kit Manager
Road Racing Secretary
MTB/DH Racing Secretary
Time Trial Secretary

The Officers of the RNRMCA shall be elected at the Annual General Meeting. Vacancies occurring
subsequent to the AGM shall be filled by nominees of the Executive Committee.
Membership
5.
There are 2 types of active membership: Full and Club. Life Membership is given to those members
who have been recognised by the Association for providing outstanding service to Navy Cycling, usually over
a number of years.

Full Membership. Full Membership is open to all ranks of the Naval Service, all ex-Naval
Service personnel.

Club Membership. Club Membership is open to MOD employees and civilians.
RNRMCA Membership is managed through British Cycling’s Club Management Tool; however British
Cycling membership is not mandated. Membership of the RNRMCA assumes data sharing with British
Cycling and agreement of its associated Terms and Conditions.
Membership Entitlements
6.1
Full Membership. Full Members are entitled to:
a.
a refund of entry fees for approved Inter Service Races;
b.
entry to RTTC events as an RNRMCA member;
c.
entry to British Cycling races as an RNRMCA member (licence required);
d.
to ride AUDAX UK events;
e.
a refund of travel expenses to races approved by SO1NS (subject to local budget holders
discretion) (N.B. this applies to serving members only);
f.
be considered for selection at the annual RNRMCA overseas training camp (when organised)
(N.B. funding support from public funds is only available to serving RN/RM members with a
commitment to represent the Naval Service at Inter-Services level);
g.
to vote on proposals at the Association’s Annual General Meeting.
6.2
Club Membership. Club Members are entitled to:

to enter RTTC events as an RNRMCA member;
to enter British Cycling races as an RNRMCA member (licence required);
to ride AUDAX UK events;
attend the RNRMCA training camps and tours but are excluded from funding support;
to compete at Naval Service championships.
Membership Fees
7.
There are two membership options:
a.
One Year Membership. Fee £15.00.
b.
Three Years Membership. Fee £35.00 (this option entitles the member to permanent loan of a
club jersey).
The Membership Secretary will maintain a database of members via British Cycling’s Club Management Tool
informing members when membership is due for renewal.
Club Funds
8.
The elected Treasurer shall administer the clubs funds. The treasurer should (when possible) be a
serving Naval Service officer. The Association’s funds will be subject to a full audit at least once a year, with
the results of the audit forwarded to the Chairman, General Secretary and ADNPTS. The Association’s
funds are provided from the following:

Kit and Equipment
9.
The Kit Manager shall be the custodian for all equipment held by the Association. Representative
clothing and small items of equipment are available from the Equipment Manager.
10. Equipment owned by the RNRMCA is available for use to Full members. When a piece of RNRMCA
equipment is in the charge of a member it is his/her responsibility to ensure the safekeeping of it. Should
any damage occur to any RNRMCA equipment, then the member will be liable for any costs incurred in the
repair or replacement of the item. RNRMCA equipment taken on charge by a member is done so with the
knowledge that the Association will not accept any liability for any injury to the member that may occur whilst
using RNRMCA equipment.
Promulgation of Information
11. The club will contact members routinely via e-mail through British Cycling, Facebook and Twitter.
These e-mail updates will inform members of forthcoming events and highlight when new information is
available. Any member not wishing to receive these updates can remove their names from the mailing list by
contacting the Membership Secretary or clicking ‘unsubscribe’ from the British Cycling e-mails.
12. The Association’s website, Facebook Group and British Cycling profile will provide easy access to all
members (wherever they may be serving) who have access to the Internet. The website will aim to provide
up to date information of all the Association’s activities and forthcoming events. All information placed on the
website shall be at the discretion of the Chairman, and will be updated as regularly as possible.
Safety
13. Service personnel undertaking sport, or training for sport, raises questions relating to its duty status.
The Armed Forces Compensation Scheme is configured to support when an activity is Service
related as a default, meaning that if an individual or team is training or competing to meet a 2SL PFS
objective (as in the case of PDev) then it is service related. (JSP 660 (Sport in the Armed Forces) should be
consulted for further clarification).
14. RNRMCA Group Rides. All organised group rides should be encouraged; the Commanding Officer
remains ODH for his/her people, so assurance must be provided that all necessary measures are in place to
keep the risk ALARP.
Insurance
15. The Association’s affiliation with British Cycling provides “public liability for club activities” which only
extends to organised events/races, etc. NOT social / training rides and does NOT cover individuals
(https://www.britishcycling.org.uk/membership/article/memst-Insurance-For-Clubs): “individual club members
are not covered [for personal injury] unless they themselves are Silver or Gold members of British Cycling
with personal liability insurance cover”.
