Appointment of Arts Facilitators/Organisations – Arts Council NI project
TERMS OF REFERENCE
Derry City and Strabane District Council wishes to appoint suitably qualified arts based
facilitators/organisations to work with older people with in the community to develop music project
and deliver workshops in crafts that will attract the older male population.
Background
Derry City and Strabane District Council has received funding from the Arts Council of Northern
Ireland, Phase3 of the Arts and Older Peoples Programme project to delivering a range of arts
activity across the District. The Arts and Older Peoples Programme is jointly funded by the Arts
Council of Northern Ireland, Dept. of Culture, Arts and Leisure, Public Health Agency and the Baring
Foundation.
The delivery and subsequent evaluation of this programme will inform the design of future arts
programming for Derry City and Strabane District Council as well as future project submissions to the
Arts & Older People programme
The ‘Arts for the Third Age’ project was developed in consultation with a number of groups
representing older people from across Strabane District. Each of these groups had a wealth of
knowledge and experience of engaging with older people. The difficulties faced by older people
within the Strabane District were discussed and it was agreed that the programme should address
key issues including isolation, loneliness as well as physical and mental health. The programme will
be free, hosted across the District and delivered in partnership with representative groups.
This project builds on developmental work carried out in the district through Phase 2 Arts and Older
Peoples project but targeting the older male population in particular.
Purpose of the Assignment
The focus of this assignment is to show how arts can be used to improve health and well being of
older people in our community. On the basis of this consultation the following programme
objectives were agreed:
1.
To create new opportunities for older people in the Derry City and Strabane District to
engage with the arts.
2.
To reduce feelings of isolation and loneliness felt by older people in the Derry City and
Strabane District through the delivery of an arts programme
3.
To promote positive physical & mental health for older people within the Derry City and
Strabane District through the arts
4.
To create a sustainable legacy for ongoing engagement with the arts for older people in
Derry City and Strabane District beyond the life of the ACNI funded programme
The resulting projects will be showcased during the progamme or will form part of the Arts
Development programming for the year 2015/2016. Appointed facilitators/organisations would be
expected to work with adults and vulnerable adults from the rural communities, and people with
disabilities during the developmental work and performance.
The arts activities will be tutor led. Derry City and Strabane District Council will recruit these tutors
through an open and transparent process based on a terms of reference developed in consultation
with the working group and the ACNI. Applications from facilitators (55yrs+) would be welcomed for
this project.
In compliance with local Government recruitment Human Resources will assist with the recruitment
criteria and Access NI requirements through open notice – requiring full CV and statement indicating
employment status, prior experience and include best value in procurement of materials.
Applicants will be expected to give details on how they would develop the workshops-with a
detailed work plan showing content, method and expected outcomes.
ARTIST’S BRIEF
Artists will report directly to the Arts Development Officer and will be employed on a freelance basis
by Derry City and Strabane District Council.
Artists will be responsible for the coordination of their project. This will include but is not limited to;





the recruitment of participant groups from the communities in collaboration with the Arts
Development Officer of Derry City and Strabane District Council
Liaise with participant groups as the main point of contact throughout the project
Maintain non-financial administration (e.g. collation of attendance sheets, the distribution
and collection of evaluation proformas, etc). This requirement is similar to the previous
project and must be completed for all participants.
Artists will facilitate workshops with various participants to design and create artwork or
activity specific to the individual project .
Attend a disability awareness training session for facilitators.
Artists will be selected by selection panel meeting in early January and. Facilitators should be
available to commence the projects as detailed below in January 2016 with completion by April
2016.
Project Requirements and Time Frame
Requirement is to create the final piece for showcasing on completion of individual elements or
before middle of April 2016. Facilitator /organisation will work on one individual workshop element
therefore if you have specialised expertise please indicate this. It would be envisaged that these
workshops will occur over a number of sessions mainly daytime but may be evening or weekends
depending on the group’s availability.
The workshop sessions are required follows:

Music Workshops and showcase
45 x2hr – 90 hrs in total including performance
Target no. 30 participants over two workshops held in venues in Derry and Strabane and
appointing 2 music based facilitators.
( Workshops are designed for and targeted at older males 55yrs plus)
To lead a music workshop that will engage retired musicians from Bands such as brass, pipe, flute or
other genres and overcoming issues around hearing lost, memory lost and dexterity of the
participants while taking into account the practicalities of creating a music piece – i.e. the range of
instrumentalists to ensure a successful performance.
It would be envisaged that there would be a director and composer required to develop this project
and create a new music piece or new composition for a final performance in the Alley Theatre in
April.
All cost should include facilitators travel and expenses. ( travel costs for joint rehearsal s with both
groups of participants is built in to the project under a separate cost code )
Craft masterclass workshops
Hours 30 X 2.5 Total 75hrs
Target 40 participants in master class workshops and appointing 5 craft based facilitators
To look to Crafters/creative artists from the Derry City and Strabane District who have developed
and honed particular skills sets over a lifetime. The partners wished to capture and share the unique
abilities of these people to encourage discussion and uptake in traditional crafts and re-educate
participants.
These workshops can be developed from short individual one off workshops or a series of different
crafter led sessions with small groups.
The budget for each piece of work should indicate the amount, exclusive of VAT and include all
materials and expenses. (venue costs and transport of participants are from a separate budget)
Arts Council NI Artist rates are £25-£35per hour and ½ day rate £75 and day rate £150
Experience and Expertise
Proposals must include:•
An outline of your approach to the brief including facilitation methods with groups, types of
materials to be used, initial ideas for project and outcome, time frame.

examples of relevant work if appropriate.
Artistic quality from the evidence submitted
Demonstrate Assess NI clearance for working with vulnerable adults.
Daily costs and overall cost for the assignment.
Public liability insurance cover of £2million.
