The Malheur National Forest, Prairie City Ranger District is recruiting for a GS-046207/08/09 – Forestry Technician (TSI) position.
DESCRIPTION OF DUTIES: The position is located on a Ranger District. The
position supports vegetation management in accomplishing planning, review
and implementation activities for that program and other resource area activities
as needed. The duties described below will require travel from
the duty station to work sites in the field or other offices.
GS-07/08: This is a developmental level position designed to prepare the incumbent to
fully perform the duties at the full performance level

Technical knowledge of forestry principles and concepts in order to apply a
wide range of conventional techniques to solve moderate problems involving
application of silvicultural practices and prescription for proper treatments.
Technical knowledge of budgeting policy and procedures to assist in financial
management and to assist in budget allocations and projections for the assigned area of
work.
Basic technical knowledge of Agency policies, procedures, and requirements concerned
with multiple-use and sustained yield of forest resources.
Technical knowledge of current re-vegetation techniques for many conifer and non-conifer
species, and procedures sufficient to adapt them to local conditions. • Technical
understanding of related disciplines such as hydrology, soils, plant pathology, or wildlife
biology sufficient to recognize how they relate to silviculture issues and to recognize need
for specialized advice.
Ability to review, interpret and implement basic NEPA documents.
Knowledge of forest service contracts, and contracting procedures, and provisions, to
effectively assist in the design and administration of contracts.
Knowledge of electronic databases, Global Positioning Systems (GPS) and Geographic
Information Systems (GIS) sufficient to meet Forest, Regional and National standards for
automated reporting of silvicultural activities.
The successful candidate will have strong communication, interpersonal skills, and selfmotivation. The Malheur National Forest relies on individuals working independently to
create and be part of a team to accomplish a wide range of outcomes.

• Plans implementation of the individual vegetation management
projects assigned by the Zone or Forest Silviculturist. Through field
evaluations, develops site specific diagnosis of treatment needs for
site preparation, natural and artificial regeneration, animal damage
control, release, stocking level control and makes recommendation to certified Silviculturist

for inclusion/ • modification of silvicultural prescription to accomplish land management
objectives.
This includes implementation of both traditional silvicultural prescriptions and non-routine
adaptive management vegetation management activities. Activities may include
manipulation of conifer and/or non-conifer species. Implements prescription by service
contracts or force account crews. May require development of non-routine contracts and
development of new and unique contract specifications to meet resource management
needs.
Reviews planned projects for NEPA compliance and consistency with current laws and
regulations.
Consults with various specialists for clarification or validation to correctly implement
planned projects.
Resolves routine conflicts. Refers to silviculturist major conflicts or barriers to sound
project implementation. •
Leads and/or accomplishes plantation and natural regeneration survival examinations to
determine if results meet site-specific Forest or Regional standards, or site or project
specific standards developed through the IDT planning and silvicultural prescription
process.
Plans, leads and/or conducts survival and stocking and stocking surveys/inspection to
determine effectiveness monitoring of cultural treatments.
Makes recommendations to certified silviculturist on techniques and procedures to
increase efficiency, effectiveness and/or treatment quality.
Recommends additional treatments needs or certification of satisfactory stocking. •
Conducts vegetative examinations of designated areas at the polygon level to
evaluate existing conditions. Develops sampling design and intensity to meet objectives
and collect desired information as set by the silviculturist or resource specialist. •
Acts as the SAT (Silviculture Activity Data-base), FACTS, or current program, coordinator
for the district/zone. Incumbent maintains/updates the district/zone silvicultural electronic
folders, electronic activity database and associated GIS layer(s). •
Assists District Silviculturist in developing out-year target and budgeting requests for the
District Silvicultural program. •
Prepares District attainment and accomplishment data. Assists District Silviculturist in the
preparation of various reforestation/thinning upward reports. •
Maintains and updates SAI (Sale Area Improvement) plans for active timber sales. Initiates
revision or SAI plans due to changes in sale contract value and/or changes in project
priorities. Prepares annual KV fund balance report. •
Plans, prepares, coordinates and administers contracts for forest density management,
release of target species, revegetation, animal damage control, release, site preparation,
hazard fuel reduction, hazard fuel reduction and contracts for other resource disciplines,
including wildlife, aquatics, soil and water.
Develops contract specifications for review by contracting officer, prepares cost estimates,
recommends procurement methods, including multi-year and multi-treatment contract.
Develops contracts for non-traditional treatments and unique specifications needed for
those contracts. Serves as Contracting Officer Representative.
Develops contract language, obtains and monitors contract compliance per specifications.
Assists contract officer in drafting modifications, when required. Assist contracting officer
in claim dispute resolutions in • accordance with contract administration handbook.
