Purpose of the post
Under the supervision of the UNICEF Education Specialist the overall purpose of the position is
to provide assistance and technical support to the education section and contribute to program
planning, implementation, monitoring, evaluation and reporting.
Background
The Education Programme is running together with governmental and non-governmental
partners a bi-annual rolling work plan targeting to strengthen the capacity of counterparts for
developing and implement inclusive policies in education area (focusing on the most vulnerable
children such as: Roma children, children with disabilities, children from vulnerable families,
children from rural areas etc.) and to speed–up the reform of education system. The rolling work
plan represents the detailed actions for implementing Country Programme Action Plan, guided
by the Country Programme Document signed by UNICEF and the Government of Romania for
2013 - 2017. For effective and efficient development and implementation of the rolling work
plan, specific consultancy and additional support is needed.
Justification
During 2014, the Programme intends to enhance capacities of institutions and NGOs to develop
and implement new policies based on assurance of access to quality inclusive education for all
children, with a special focus on the most vulnerable, and enhancing the protective environment
for children, as well as change attitudes and practices among parents and local service providers
to ensure realization of child rights. Specific consultancy and additional support is needed for the
next 6 months, from June until the end of 2014, to assure the rolling work plan development and
implementation.
Specific Tasks:
The key tasks expected to be fulfilled during this consultancy are:
 Provides technical assistance for the timely and quality implementation of the
programmatic annual priorities of the Education Programme;
 Provide technical assistance for coordination of activities with strategic counterparts in
the areas of quality inclusive education for vulnerable groups;
 Provides technical assistance to the specific research products launched in 2014,
including, but not limited to, guidance on specific technical aspects of the research within
the areas of expertise, providing feed-back to assigned research reports etc.
 Collects and assembles data and provides up-dated information on education initiatives
in Romania;

Methodology
Working under the supervision of the Education Specialist the consultant will be expected to
produce the below mentioned expected deliverables. Minutes of meetings and reports on
strategic workshops organised with counterparts, when necessary, will be prepared as well as
monthly reports.
Expected deliverables:
 Analysis of the legislative framework of the education system in the area of SEN- Special
Education Needs, including recommendations for improving it;
 Providing support through the development process of ECE – Early Childhood Education study
and feedback on ECE study report;
 Provide feedback on other studies and researches developed by UNICEF in the area of
education;
 Analysis of Rules of Organization and Functioning of Pre-university School Units (ROFUIP),
including recommendations for improving it;
 Draft of terms of reference and monitoring and evaluation reports (where applicable);
 Inventory of the main studies and initiatives in the field of education.
 Provide feedback and support for inputting the Partnership Agreement and Operational
Programme documents for EU structural funds 2014 – 2020:
 Provide support for the design of education intervention in the integrated model at the level
of one county.
 Other as decided during the time of the consultancy
Expected background and Experience
Qualifications
 University degree in Education, Sociology, Law or social related field;
 Minimum of 10 years of experience in Education;
 Minimum of 5 years of experience in working with vulnerable groups;
 Professional work experience in project management and evaluation;
 Experience with non-governmental organization;
 Previous work experience with an international organization is an asset.
Competencies
 Excellent knowledge of written and spoken English;
 Analytical and conceptual ability;
 Communication skills;
 Planning and monitoring skills;
 Computer skills, including internet navigation and various office applications;
 Ability to work in a multidisciplinary team and establish harmonious and effective working
relationships.

General conditions: procedures and logistics
DSA and travel costs incurred by the present consultancy will be covered by UNICEF Romania.
Payment will be made after the delivery of tasks and completion of an activity report
