Discussion of a date for a Workshop for the Gateway Pavilion Project with Parks & Rec Committee

1. USKH Comprehensive Plan Contractor Updates
a. Presentation by Staff or Commission
KLINGER-As you all know USKH was in town last week for public input on the Comprehensive Plan. We had a
workshop with Planning and Council and several others got a chance to talk to them. I have asked them to give me
some questions for this Planning meeting. I did not have them in time for the packets but I have brought the questions
and I was hoping that we could go over them.

Question 1. Share any vision or goal language you want us to include in the Comprehensive Plan (specific to the 5
chapters -- Economy, Land Use, Transportation, Community and Human Resources, and Environment)

Question 2. List any land use standards that, in your collective view, you think need to be uniformly restrictive to
protect the long-term good of the community (e.g., not allowing non-industrial uses on city industrial land).
Unanimous consent that we would never consider using City Industrial lots for anything that is non-industrial.
Adding a sheet metal dock would also be helpful for any business wishing to make use of the Industrial area and
waterfront access. Expanding the boat storage yards to be able to accommodate more boats could create revenue and
other small businesses.

Question 3. List any land use standards, where in your collective view, you wish you could offer developers more
flexibility, context specific options, or incentives (e.g., height restrictions, commercial/residential balance on the
waterfront).The Planning Commission agreed that expanding the waterfront area to its fullest potential is necessary.
Expanding the existing small boat harbor to accommodate more charter fishing and private boats would create more
business opportunities as more people would stop in Seldovia. Incentives might be free water or electricity for short
term stays, offering shower and laundry services, ice, flash freezing or calling cards for the cell phones that do not
work in our area. Extending the hours at the fuel dock and reducing the cost for fuel would also encourage more
activity in the small boat harbor. Our building height restrictions have worked well for the waterfront. As far as
residential combined with business and getting those folks to start or keep a business in the waterfront business
district is a complicated issue, as the property changes hands from owner to owner. It was discussed that a new
business incentive could be free water/sewer for the first year of operation or perhaps some other discounts to help
create incentives to operate or start a business.
Question 4. If your northern waterfront becomes more of a “working waterfront” how can you keep Main Street from
becoming a traffic bottleneck – is it worth studying and exploring a new alternative industrial truck route option
north of English Drive that can connect from Anderson Way to the Dock Street area?
If and when the Industrial lots are used to their full potential, and traffic bottlenecks on Main Street, an alternate
route could be considered, but not until it is desperately needed.
Question 5. How can Seldovia house people affordably? If the answer is to increase the supply of housing units,
where should they go? Identify any vacant parcels (public or private) that might be better able to support multifamily or more intensive housing development.
Consensus of the Commission that the city does not have land available for housing units, the private sector would
take care of that, when the need arises. There are apartments and a few homes for rent now, but they are not occupied,
because people cannot afford them because they do not have dependable jobs.
