Proposed revisions to BP 5143 to reflect current security technology in schools.

11-115 Budget Transfer (ref.3)
In FY10 $650,000 of the $48,347,365 appropriated by the MSB Assembly was allocated in Fund 255
Nutrition Services. In years past Nutrition Services has finished the fiscal year with a negative balance,
requiring a subsidized transfer from the operating fund. Since the time the budget was finalized it has
become apparent there is a more appropriate and accurate method of allocating these funds. Approval of
the budget transfer would accurately reflect the entire MSB appropriation in the operating fund.

11-125 Resolution 11-011 Recommending Civics be a Required Course in Alaska’s Public High
Schools (ref.4)
A resolution to the State Board of Education recommending civics be a required course in Alaska’s public
high schools.

X. Non-Action Items
A. 11-114 Resolution 11-010 Charter School Fund Balance (Ref.5)
Academy Charter, Midnight Sun, Fronteras, and Twindly Bridge Charter Schools have been authorized to
receive the remaining FY10 fund balance (less 50% lapse to MSB) from their accounts to carry forward
into the FY11 budget allocations.
11-116 1% for Art Selection – Career and Technical High School (ref.6)
Mat-Su Career and Technical High School has selected a final piece for their 1% for Art. It has been
reviewed by Jocelyn Young, Curator of Public Art and approved for structural permanence.
C. 11-117 2011-2012 and 2012-2013 School Year Calendar Approvals (ref.7)
The proposed calendars were designed by a team of district certified and classified staff including the
direct input from parents and community members. The calendars meet the legal state requirements as
well as contractual requirements of the district.
D. 11-118 First Reading, BP 4020 Drug and Alcohol-Free Workplace (ref.8)
Administration recommends the district maintain a drug and alcohol free workplace for all students, district
employees, contractors, and visitors. The proposed revisions support this recommendation.
E. 11-120 First Reading, BP 5131.62 Tobacco (ref.9)
Alaska Statute 18.35.20 prohibits the designation of smoking sections for students. It is unlawful for
minors to give, sell, use, or possess cigarettes or other tobacco products. The proposed revisions support
Alaska Statute.
F. 11-121 First Reading, BP 5144.1 Student Rights and Responsibilities (ref.10)
The student handbook is being updated to meet grant and state regulations.
G. 11-122 New Course Approval – Advanced Percussion Methods (ref.11)
Advanced Percussion Methods is a performing class in which students will build ensemble skills through
rehearsal and performance on drum set, timpani, snare, quads, bass drum, cymbals, mallets, and
auxiliary.
H. 11-123 New Course Approval – College Algebra (ref.12)
College Algebra covers equations and inequalities; function theory and applications; solution of equations
greater than second degree; determinants and matrices; systems of equations and inequalities, including
applications; logarithmic and exponential functions, including applications; graphs and equations of conic
sections, including applications; binomial theorem sequences and series; mathematical induction and
combinatoric notation.
I. 11-124 First Reading, BP 6181.4 Mat-Su Central School Principal Hiring (ref.13)
The proposed principal hiring policy is a structure for hiring the Mat-Su Central School Principal through a
partnership of the Academic Advisory Council and the Superintendent or his designee.
