1. Legislative Requirements
The Environment Protection Authority (EPA) requires holders of environment protection licences to comply
with the obligations as set out in Protection of the Environment Legislation Amendment Act 2011 (POELA
Act). This requires licence holders to publish or make pollution monitoring data available to members of the
public. A copy of the NSW legislation is available on www.legislation.nsw.gov.au.

3. Monitoring and Complaints Summary
3.1
Number of Pollution Complaints
Hydrodec Australia has not received any air, water, noise and waste pollution complaints from the community
for the reporting period 1 June 2012 to 31 May 2013.
3.2
Concentration Monitoring Summary
The results for the following monitoring points are a collation of results and include the most recent results
which Hydrodec Australia received by ETC on the 9 July 2013 and were submitted to our London head office
on the 12 July 2013 for review and uploading on the company’s website www.hydrodec.com. It should be
noted that Hydrodec has included additional results over and above those required by the EPL 11385
requirements.

As the plant was not operational during the reporting period, no samples were taken from point 2.

to Purge Off-Take] as plant was not operational during the reporting period.

Monitoring point 2
Cause of non-compliance
Monitoring point 2 was not operational at any stage during the reporting period
Action taken or that will be taken to mitigate any adverse effects of the non-compliance
No oil was processed through the small plant – thus no potential risk to the environment.
Action taken or that will be taken to prevent a recurrence of the non-compliance
Will revert to monitoring as per licence requirements when the 2,000kg per day plant is operational.
Licence condition number not complied with
M2 requires Hydrodec to monitor concentration of pollutants discharged based on specific locations and at defined
intervals (yearly and every six months).
L3.3 defines the concentration of limits per discharge point.
Summary of particulars of the non-compliance (NO MORE THAN 50 WORDS)
There is a disconnect between M2 and L3.3. This anomaly is in the process of being resolved with the EPA.
Hydrodec has done additional testing outside of our licence requirements to demonstrate our compliance regarding
the discharge of pollutants to air.
If required, further details on particulars of non-compliance
Hydrodec has been in discussion with the EPA since 2011 to resolve the anomaly of our licence.
Additional information
Under section R3 Written Report of our licence Hydrodec notified the EPA on Tuesday 28th May of an IBC
containing around 250 litres of 15% sodium hydroxide solution which ruptured, spilling the entire solution
over a concreted area of about 30m2. An undefined but significant amount of the solution was absorbed by
concrete. A quantity estimated to be about 25 litres made its way in to a storm water drain while the rest
that was not absorbed found its way to a sewer drain. A large amount of town water was used to flush the
sewer and the storm water drains.
