Section I: Request
The Department of Information Systems and Technology requests the approval to offer a new Certificate of
Proficiency in Information Technology program. This program would augment three existing programs (Certificate in
Network Administration, AAS in Information Systems and Technology, and BS in Information Technology) to comply with the requirements of the $3 million Cyber Security grant UVU received on October 1, 2012. This new certificate of proficiency would use existing courses and provide a fast track program for displaced workers to be retrained in a high-demand area and to find entry-level employment in this growing field.
Section II: Need
This new Certificate of Proficiency program is needed to fulfill the contractual obligations of the $3 million Cyber
Security grant that UVU received on October 1, 2012. Displaced workers are the target audience for the grant. The purpose of the grant is to provide educational programs in Cyber Security, a new, high-demand area. Before students can complete cyber security courses, however, they must have foundational knowledge and applied skills in the
Information Technology field. The Certificate of Proficiency in Information Technology will require only 18 credits.
Upon completion, graduates will possess skills for entry-level IT positions, such as IT Network Assistant, IT Sales
Rep, and Fiber Optic Field Technician.
The Cyber Security Career Pathways grant builds on UVU’s existing programs in the Information Systems and
Technology Department. If potential students already possess the skills required by the Certificate of Proficiency, they can enter into Track 2 that leads to the existing Certificate in Network Administration. Track 3 leads to the existing AAS in Information Systems and Technology, and Track 4 leads to the existing B.S. in Information
Technology. Track 5 leads to a Post-Baccalaureate Certificate in Cyber Security, which is under development and will be proposed separately. UVU will be the only institution in Utah to offer five career pathway tracks that provide a certificate of proficiency for entry-level positions through a post-baccalaureate certificate in Cyber Security.
Section III: Institutional Impact
Post-secondary enrollments have declined in the state as well as the nation in 2012 and 2013. However, enrollments in Information Systems and Technology courses and programs at UVU have increased. By working with Workforce
Services, UVU will benefit with increased enrollment in IT courses and programs. Although enrollments are predicted to decrease for Fall 2013, Workforce Services should be able to help recruit displaced workers to help offset declining enrollments in the institution. Enrollments are expected to continue to increase for Information Systems and
Information Technology courses due to the availability of jobs in these disciplines.
No organizational changes are required. The Cyber Security grant provides funding to hire two faculty members, an academic advisor, and other staff members for the duration of the grant. These additional lines will be housed in the
Information Systems and Technology Department. Toward the end of the grant, the Information Systems and
Technology Department will propose hard-funding through the PBA process to support the Certificate of Proficiency.
If hard funding is not obtained, the additional section of these existing courses will be taught by adjunct instructors.
Section IV: Finances
No new UVU hard funding is anticipated for the duration of the grant, 2012-2015. The grant will cover the new positions, professional development and training costs, equipment, and some remodeling. A PBA request will be presented in 2015 to obtain hard funded positions for 2016 when the grant expires.
