Key dates for the general government sector Budget and Budget Update This section contains key dates for the budget and budget update in 2014. Key dates for the 2014-15 budget cover the BERC budget decision making, estimates, budget papers, corporate plan and budget update processes. Please note that indicative dates for the 2015-16 budget may be subject to change at the discretion of the Government. Guidance material and attachments are available at http://www.dtf.vic.gov.au/Publications/Government-Financial-Management-publications/Budgeting/Informat ion-Request-Calendar/Budget-and-Budget-Update-guidance. 2014-15 budget Budget decision making and estimates updates 10 January 2014 (5pm) – Coordinating Ministers to submit draft High Value/High Risk (HV/HR) full business cases for existing initiatives that have been presented at previous Budgets. Business cases are to be submitted to DTF for review and Treasurer’s assessment of full business case deliverability. 31 January 2014 (5pm) – Coordinating Ministers to lodge an electronic copy in SRIMS and a hard copy with DPC’s Cabinet Secretariat of the BERC asset, output and revenue submissions for funding consideration as part of the 2014-15 budget. 31 January 2014 (5pm) – departments to return the Commonwealth grant revenue tracking spreadsheet to DTF Departmental Relationship Managers. 31 January 2014 (5pm) – the final date for the submission of non-policy adjustments to the forward estimates held within SRIMS. This will be the only opportunity to adjust for non-policy items prior to publication of the 2014‐15 budget. All adjustments must be agreed with your relevant DTF Departmental Relationship Manager prior to entry into SRIMS, and all relevant supporting documentation must also be provided by this date. February-March 2014 – BERC deliberates to determine funding for initiatives for the 2014-15 budget. Budget papers and estimates update Budget Paper No.3 Service Delivery 20 January 2014 (5pm) – Departments to submit in SRIMS (on a no-policy change basis) updated performance information as agreed with Coordinating Ministers. 9 April 2014 (5pm) – Departments to submit updated departmental performance information to reflect the 2014-15 approved budget initiatives. Page 1 Key dates for the general government sector Budget Paper No. 5 Statement of Finances 27 March 2014 – Departments to submit Contingent Assets and Contingent Liabilities information in SRIMS. 8 April 2014 – Departments to provide final draft of the commentary on financial statements to be published in Budget Paper No. 5 to DTF Relationship Managers. Corporate Plan 31 July 2014 – Coordinating Ministers to lodge a hard copy of the department’s 2014-18 corporate plan with DPC’s Cabinet Secretariat. Budget Update 26 September 2014 – Departments to return completed Commonwealth Grants spreadsheet. 26 September 2014 – Departments to complete all estimates variation journals (subject to the timing of 2013-14 closing balances). Page 2 Key dates for the general government sector Financial reporting This section contains the key dates for the mid-year financial report, end of year processes and annual financial report for departments and other general government sector entities (‘agencies’).Guidance material and attachments are available at http://www.dtf.vic.gov.au/Publications/Government-Financial-Management-publications/Budgeting/Informat ion-Request-Calendar/Financial-reporting-guidance. Data requirements – forward estimates and monthly data feeds by output 12 December 2013 - The Department of Treasury and Finance (DTF) to distribute SRIMS data extract files (in Excel format) to Departments (based on the most current updated forward estimates for budget update). Data extract files to contain a complete trial balance for each departmental entity for all budget and forward estimate years 2013-14 to 2017-18 inclusive (guidance is attached (Att B) for your information). 15 January 2014 (5pm) - Departments to load an estimates variation journal into SRIMS to pending status. This journal needs to ensure that all departmental/entities’ complete trial balances (Entity/Account/Authority/Related party) for all estimate years 2013-14 to 2017-18 have at least one allocated output (sub-output) for each record. In loading the estimates variation journal, there is to be no re-allocation of the financial estimates across entities, authorities and accounts. Entity approval of the journal in SRIMS certifies that the CFO confirms that this requirement is met. 17 January 2014 (5pm) - DTF to validate and/or submit data and advise Departments of any issues. Departments to review uploaded estimates data in SRIMS and submit adjusting journals for reconciliation with the Budget Update version if required. Journals using ‘0000 - No output’ will no longer be valid. Departments to provide data feeds (actuals) to SRIMS allocated to output (sub-output) for the December 2013 period and thereafter on a monthly basis. 2013-14 Mid-Year Financial Report Wednesday 18 December 2013 (5pm) – Agencies to provide details of your nominated MYFR contact officer to your DTF departmental relationship manager. Thursday 2 January 2014, (9am) – the December period opens in SRIMS for trial balance submission. Monday 13 January 2014, (5pm) –Year to date (YTD) trial balance data by output, including related party information to be loaded into SRIMS. SRIMS closed for all data submissions (all entities). Wednesday 15 January 2014, (5pm) – actuals variance commentary on December YTD trial balance to be submitted to your DTF departmental relationship manager. Page 3 Key dates for the general government sector Monday 20 January 2014, (5pm) – updates to the contingent asset/liabilities and commitments data (including new commitments of at least $50 million) and associated commentary to be submitted to your DTF departmental relationship manager. Wednesday 22 January 2014, (5pm) – equity investments/contributed capital reconciliations and movement in accumulated funds to be submitted to your DTF departmental relationship manager. Friday 24 January 2014, (5pm) – State Administered Unit (SAU) inter entity dissection and reconciliation statements to be submitted to your DTF departmental relationship manager. Acquittal of expenditure for National Partnership Payments Late September/early October 2014 – Departments to complete National Partnership templates and submit to the relevant DTF relationship manager, with Chief Financial Officer sign-off. End of year information requirements 2 June 2014 – Ministers to finalise requests to access prior year appropriation (Section 33). 13 June 2014 – Ministers to finalise departmental funding requests (Sections 29, 30 and 35). Financial Report for the State of Victoria 26 May 2014 – Agencies to submit first round of CFO forecasts. 1 July 2014 – Agencies to commence submission of June YTD trial balance data in SRIMS. 14 July 2014 – Agencies to complete submission of June YTD trial balance data in SRIMS. 14 July 2014 – Entity Approver to approve Actuals variance commentary on June YTD trial balance in SRIMS. 12 August 2014 – Departments to submit June YTD trial balance split by output in SRIMS. 13 August 2014 – Departments to complete submission of supplementary information: commitments, contingent assets and contingent liabilities. 13 August 2014 – Departments to complete submission in SRIMS of all other supplementary information 20 August 2014 – Agencies to complete submission of variance analysis commentary in SRIMS. 5 September 2014 – Agency CFOs to confirm with DTF relationship managers the review of data feeds for consistency with final audited financial statement (including final CFO data assurance). Monthly actuals All general government sector entities are to submit to SRIMS monthly financial results within five business days after the end of the month. CFO commentary is due ten business days after the end of the month. Output performance reporting and revenue certification 13 January 2014 – actual 2013-14 output performance information for the six months ending 31 December 2013. 14 July 2014 – actual 2013-14 output performance information for the full year ending 30 June 2014. 20 January 2014 – provisional invoice for the six months ending 31 December 2013. 22 July 2014 – invoice for the full year ending 30 June 2014. Major projects and asset performance reporting Departments to submit to DTF Relationship Manager any internal reports, data and commentary for High Value/High Risk and selected projects by: 10 January 2014 – information as at 31 December 2013; 10 April 2014 – information as at 31 March 2014; and 9 July 2014 – information as at 30 June 2014. Departments to submit to your DTF contact an asset report containing data and commentary on all projects and information on the National Infrastructure Construction Schedule and the Victorian Government Major Capital Projects website by: 22 January 2014 – information as at 31 December 2013; 23 April 2014 – information as at 31 March 2014; and 21 July 2014 – information as at 30 June 2014.
