Cooperation between NSF and FNR Catalyzing New International Collaborations The Catalyzing New International Collaborations (http://www.nsf.gov/pubs/2011/nsf11508/nsf11508.pdf) program of the U.S. National Science Foundation supports the participation of U.S. researchers and students in activities intended to catalyze new international collaborations. In order to stimulate the cooperation between U.S. and Luxembourg scientists, the FNR will provide matching funds for the Luxembourg partners on successful NSF proposals. Objectif of the programme: This solicitation can support U.S. and Luxembourg participation in a variety of different types of activities intended to catalyze new international collaborations. These include, but are not limited to: planning visits, small workshops, initial data gathering activities, and the development of research coordination networks. The community is invited to propose innovative mechanisms and strategies for catalyzing new international collaborations to the stage that competitive research and education proposals can be submitted to relevant NSF or FNR programs for on-going support of the project. Any well-justified activity that fulfills the goals of the program will be considered. Creative use of technology in promoting international collaboration is encouraged. Eligible beneficiairies: Proposals must include at least one US partner eligible at NSF and one public Luxembourg partner eligible at FNR. The eligibility criteria are detailed on the respective webpages of the NSF and FNR. Proposals submitted to this solicitation must include: Underlying research and education objectives of the proposed project and schedule of activities. Details on the complementary expertise of the U.S. and LU partners; roles of all key individuals; expected contributions or involvement of the U.S. and LU institution(s); information on the history of collaborative efforts with the foreign counterparts to date; and a description of the proposed division of labor among the participants. Ways in which students and early career researchers will be involved. Strategies and plans for continuing the collaboration; the specific NSF or FNR program to which a subsequent proposal would be submitted; and justification for why the proposed catalytic activity is necessary before submission of a subsequent proposal. Submission of Full Proposals: Deadline: 1st of March and 1st of September each year Full Proposals submitted by US partners via FastLane or Grants.gov to NSF Subsequently an electronic copy of the full proposal is sent by the LU partners via email to carlo.duprel@fnr.lu including a completed EXCEL form with the budget requested by the Luxembourg partners. The EXCEL form can be downloaded from the FNR webpage. No letters of intent or pre-proposals required Duration: flexible, usually between 1 and 2 years Thematic coverage: All scientific topics covered by NSF are eligible Last saved: 09/02/2016 05:46 Author: Carlo Duprel Document: Document1 Page 1 of 3 Evaluation of proposals: Check of administrative eligibility by NSF and FNR respectively The scientific evaluation by three to ten independent persons who are experts in the particular fields is managed by the NSF Based on the evaluation results the decision bodies of NSF and FNR take a funding decision The U.S. applicant teams is informed by NSF (usually within 6 months of submission) Selection criteria : All NSF proposals are evaluated through use of the two National Science Board (NSB)approved merit review criteria: intellectual merit and the broader impacts of the proposed effort. Additional review criteria for this solicitation include: Mutual benefits among partners Active international research engagement of students/early researchers Potential transformative contribution to research and education career Eligible costs and budget: The budget justification should explain and justify major cost items. Funds may be requested to support catalytic activities, such as visits of faculty, postdocs, and/or students to counterpart research groups, sharing of unique facilities or data, initial data gathering activities, support for participants at workshops or special meetings, development of research coordination networks etc. Salary and stipend support, as well as major equipment costs, will only be allowed in exceptional cases. Funding levels will typically range from • from $10,000 to $100,000 for the activities of the US partner(s), • from 10,000€ to to 100,000€ for the activities of the LU partner(s), depending on the type and scope of activities proposed.
