Updated August 1, 2013 Fact Sheet for Subscription Agents JSTOR Current Scholarship Program Purpose To enable subscription agents to place timely and accurate orders and payments for titles in the JSTOR Current Scholarship Program (CSP) on behalf of their customers. Background Beginning January 1, 2011, JSTOR launched the Current Scholarship Program (CSP). There are two parts to this Program: JSTOR acts as the online hosting and online delivery service on behalf of its publishers. In 2014, CSP will include 269 journal titles on behalf of 44 publishers. JSTOR also acts as the subscription processing service for these titles. Subscription agents wishing to order these titles where there is an electronic component to the subscription, on behalf of their customers must, with exceptions noted below, order through JSTOR. CSP Product Description The Program offers several subscription products. These are: Single Title Current Subscriptions. Libraries can choose to order CSP titles on an individual basis. These subscriptions begin at the title’s Digital Availability Date (DAD) and run through the current issue. The DAD is defined as either: (a) the first online volume published that was also available for purchase by libraries from the publisher (not from an aggregator), or (b) for titles not yet online, the year ahead of the moving wall (most recent content date in the JSTOR archive collection). Access will remain fixed back to this date with each additional subscription year. Digital Availability Dates can be found at http://about.jstor.org/content/about-current-journals in the file called 2014 CSP Title List. Single Title “Full Run” Subscriptions, which include the back volumes of the title, beginning with the first issue published and through the current issue. Discipline Collections, which are cross-publisher packages available for current content access or Full-Run. The Complete Current Scholarship Package, which includes either Single Title Current Subscriptions, or Full Run Current Subscriptions, to all the titles in the Program. Complete Publisher Packages from some publishers in the Program, which consist of all of the publisher’s participating titles. For example, the University of Chicago Press offers the Complete Chicago Package. Some publishers offer savings on their packages. See below under “Pricing” for more information. 1 Updated August 1, 2013 Single Title Current Subscriptions Libraries can order Single Title Current Subscriptions on a title-by-title basis, just as they would order any other titles. For new and renewal subscriptions, upon receiving an order and payment, JSTOR will provision access to the Digital Availability Date, and forward. The dates are on the Current Scholarship Title List, at the link above. JSTOR will maintain access as described above for as long as the subscription is renewed . Single Title “Full Run” Subscriptions If a library wants to obtain access to the entire back run of a title, and has not already purchased it, or does not participate in the relevant JSTOR Archive Collection, the library can purchase a Single Title “Full Run” subscription. The Full Run subscription will cover the first issue published up through the current issue. The price of a Full Run Subscription is 70% of the publisher’s then-current list price of the title. For example, if the title costs $100 for 2013, the cost of the Full Run Subscription is $170 ($100 for the current subscription, $70 for access to the back volumes). Full Run Subscriptions must be renewed each year in order for JSTOR to continue to provision access for the library. The archival portion of the subscription, commonly referred to as “Backfile”, cannot be purchased separately from the current issues of the title. Please note that Full Run subscriptions are not available for every title in CSP. It is noted on the price list if the option is not available for a title. Here is a diagram of Single Title Current and Full Run Subscriptions: V.1, #1 1Single Title Current Subscrip tions 1 Digital Availability Date Current Issue “Backfile” Single Title Current Subscription Single Title Full Run Subscription Discipline Collections 2 Updated August 1, 2013 Starting in 2013, JSTOR offers current journal subscriptions from multiple publishers bundled as collections that serve researchers and scholars in core subject areas. Discipline collections are available in electronic format. Pricing is set at the sum of all titles in the collection. There are 21 discipline collections available. “Full Run” Discipline Collections These include the most recent issues of the titles as well as access back to the first issue published. Pricing is current list price + 70%. Ordering Through JSTOR Pricing Pricing for CSP titles is set by JSTOR’s publisher partners. JSTOR will decide on a case-by-case basis whether to allow this or not. Price list For current pricing, please go to http://about.jstor.org/content/about-current-journals and download the file named 2014 CSP Pricing. Tiered pricing Some publishers in the Current Scholarship Program base their pricing on tiers within a given community. The tier into which a library fits is determined by its JSTOR classification. For the purposes of CSP, JSTOR classifications are: JSTOR Classification Higher Education/Very Large Higher Education/Large Higher Education/Medium Higher Education/Small Higher Education/Very Small Community College Museum Public Library Secondary School I Secondary School II 3 Updated August 1, 2013 Secondary School III Government/Non-Profit Corporate Publishers who tier their pricing are: American Schools of Oriental Research (ASOR) Association for the Study of African-American Life and History Australian and New Zealand Society of the History of Medicine, Inc. Central Michigan University Historical Society of Pennsylvania National Council of Teachers in Mathematics (NCTM) Southeast Asia Program Publications at Cornell University (Indonesia) The University of Chicago Press Trustees of Indiana University on behalf of its Department of History (Indiana Magazine of History) University of Illinois Press (Secondary Schools only) University of Nebraska Press (Community Colleges and Secondary Schools only) Agents that need to know the JSTOR classification of an institution should write to fulfillment@ithaka.org. JSTOR will determine the classifications and respond. More information is available here http://about.jstor.org/fees/13003#tab-classification. Please note that, as described in the Participation Pages, JSTOR uses different methodologies to determine the classifications of libraries, depending on the library’s community (higher education, public, secondary school, etc.) or geographical location. Only JSTOR can determine an institution’s classification. Agents should never try to guess an institution’s classification, but must always write to fulfillment@ithaka.org to obtain this information. Individual Publisher Policies and Updates for 2014 The University of Chicago Press has adjusted its tiered rates to include a separate rate for Medium Higher Education institutions, whereas previously these were appointed the same rates as Small and Very Small. With the cessation of NBER ISM, The University of Chicago Press is introducing a new NBER combination subscription that includes the three remaining NBER titles: Innovation Policy and the Economy, NBER Macroeconomics Annual, and Tax Policy and the Economy. The rate for this package is reflective of a 15% discount. Please note the $0 rate for Electronic-Only subscriptions for Public Libraries to Publications of the Astronomical Society of the Pacific. This does not apply to Print + Electronic subscriptions or to subscriptions purchased as a package (i.e. Complete Chicago Package). There are three Open Access journals in CSP for 2014: Textual Cultures, which was previously a fee-subscription title in CSP and remains with an imprint office of Indiana University Press and Signs and Society and Pulmonary Circulation both published by The University of Chicago Press. Several titles have left CSP for 2014: 4 Updated August 1, 2013 o Auk o Bioscience o Law & Literature o Music Theory Spectrum o Sociological Perspectives Several existing CSP publishers have added titles to their holdings: o California History, University of California Press o Critical Historical Studies, The University of Chicago Press o Digest of United States Practice in International Law, ASIL o Freshwater Science, The University of Chicago Press o International Review of Qualitative Research, University of California Press (launched on CSP mid-2013) o Journal of the Society of Social Work, The University of Chicago Press o Pacific Coast Philology, Pennsylvania State University Press o Pulmonary Circulation, (OA), The University of Chicago Press (launched Sept. 2013) o Qualitative Communication Research, University of California Press (launched mid-2013) o Renaissance Drama, The University of Chicago Press o Resilience, University of Nebraska Press o Scandinavian Studies, University of Illinois Press (launched July 2013) o Signs & Society (OA), The University of Chicago Press Complete Current Scholarship Collection The Complete Current Scholarship Collection includes all 269 titles in the Program for 2014. The pricing for this collection is inclusive of discounts on publisher packages (see below). Publisher Packages For 2014, some of the publishers in CSP are offering savings for libraries who order packages of the publisher’s titles. Please note: In order to enjoy these savings, libraries and agents must specify on the order to JSTOR that the library wishes to purchase the “Publisher Package.” Simply ordering all the publisher’s titles one at a time will not result in savings. Agents should therefore create individual records in their title files for these packages. All Packages in CSP must be ordered via a single source (i.e. all titles in the Complete Chicago Package must be ordered through one agent or directly through JSTOR). Packages that come in as single title orders at different times from different agents, etc. will not be processed as a package and discounts may not be honored as a result. *Use the package rates from the CSP price list; do not attempt to calculate total costs based on discount rates. Complete Chicago (University of Chicago Press) The Complete Chicago Package (CCP) is offered at an average discount of 30% dependent upon classifications. 5 Updated August 1, 2013 Complete Chicago is available only in online-only format. However, CCP subscribers can also purchase print subscriptions of any Chicago title for 25% of the Print Only rate (or online + print if no print-only rate exists). Agents must place all orders for Complete Chicago titles with JSTOR, whether or not the order includes print subscriptions. Deeply discounted print subscriptions are only valid in conjunction with an order of the Complete Chicago Package. Trial Orders and Samples JSTOR will accept online-only trial orders from Institutions only and will allow the potential subscriber access to the Publication(s) for a 30-day period, renewable for another 30 days. If the potential subscriber does not place an order by the end of the 60-day period, JSTOR will terminate access. To convert the trial to a subscription order, the library must, through the agent or directly, pay for a full 12-month subscription, including the issues already served. For print + online subscriptions, JSTOR will forward all account information necessary for fulfilling the print subscription, as well as, if publisher provides sample issues, requests for sample copies of the print version. 6 Updated August 1, 2013 Commissions JSTOR grants 3% agent commission on all orders received via Online Data Interchange in ICEDIS format. For information on ICEDIS, go to www.icedis.org. JSTOR does not offer agent commission for orders received in any other format. Tax Agents are responsible for collecting and remitting VAT and other taxes according to the regulations in countries where CSP subscriptions are being purchased. Order Entry JSTOR accepts orders only for institutional subscriptions where there is an online component. Orders for individuals or for Print-Only must go directly to the publisher. All orders that are in online, or print + online format must be sent to JSTOR for subscriptions covering 2014 volumes. JSTOR will fulfill all online orders and send orders for the print component of a print + online to the publisher for fulfillment. All CSP subscriptions are one-year only and non-cancellable. Freight Forwarding Agents who operate freight forwarding services should price the title based on the country in which the forwarding operation is located. Payment JSTOR requires payment in US Dollars with order for all orders. Agents for whom this is difficult should write to fulfillment@ithaka.org. JSTOR will not fulfill any order until payment has been received, or the participating institution has signed the JSTOR license and license rider. Agents that are EDIcapable should write to fulfillment@ithaka.org to coordinate EDI orders and payments. Agents can ignore the “Invoice number” field. Federal tax ID JSTOR’s Federal Tax ID is 13-3857105 Licensing All JSTOR institutional participants need to sign a license in order to participate in the Program. If the library currently participates in a JSTOR Archive Collection, the library only needs to sign a rider to its existing license. If the subscriber does not currently participate in a JSTOR Archive collection, the participant will have to sign both the license and the rider. There are different versions of the JSTOR license, depending on the library’s community. For example, the license for a corporation is slightly different than that for a university. License documents can be obtained by writing to participation@ithaka.org. It may be the case that the subscribing library wishes only to subscribe to the current issues of a title, and is not interested in subscribing to any of the JSTOR Archive Collections. In this case, the subscriber still needs to sign the JSTOR license and rider, but should ignore Schedule A, which is where the Archive Collections are listed. In the license, participants agree to comply with JSTOR’s terms and conditions, which are incorporated by reference into the license. The terms and conditions can be found at www.jstor.org, via the link at the bottom of the page. Claims and Adjustments Claims All claims, adjustments, credits, and correspondence for these subscriptions should come to JSTOR at claims@ithaka.org. Claims for print only subscriptions should be sent to the publisher. Cancellations and Refunds CSP titles are all non-cancellable, once the subscription term starts. JSTOR does not refund or credit subscription payments after the term of the subscription has begun. To claim a refund, agents should write to fulfillment@ithaka.org . Upgrades/Downgrades 8 Updated August 1, 2013 JSTOR allows libraries to upgrade their subscriptions from print-only or online-only to print + online during the term of the subscription. JSTOR does not allow downgrades from print + online to print-only or online-only until the end of the subscription term. Mailing address for Claims and Adjustments Paper documents such as licenses, claims, adjustments, and credits, and other communications regarding fulfillment should be sent to: JSTOR Fulfillment Department 2 Rector Street 17th Floor New York, NY 10006 Address and contact changes Address and contact changes can be sent by mail to the above address or by email to fulfillment@ithaka.org. Provisioning Access Subscription agents are responsible for sending JSTOR the information needed to set up and maintain access for the library’s users. This includes but may not be limited to IP addresses. Post-Cancellation Access CSP publishers have granted limited Post-Cancellation Access (PCA) rights to JSTOR. Libraries inquiring about or claiming PCA for a CSP title should write to support@jstor.org. JSTOR will respond to agent queries, but libraries must claim PCA directly. 9
