Dear Friends,
In the last week of August 2014, Mahananda river overflowed flooding the district of Purnia and floods
affected 17 districts in the State. Nalanda, Sheikhpura and Darbhanga were the worst affected. As many as
36 people are thought to have been killed in the floods or flood related incidents. According to the latest
figures from Bihar’s Disaster Management Department, around 1.8 million people have been affected by
flooding that first began in the state in mid-August after heavy rain in river catchment areas in Nepal.
According to Assam State Disaster Management Authority (ASDMA), 100,000 people are currently living in
relief camps after being displaced by flooding in the State, which began in mid-August 2014. Water levels of
the Brahmaputra, Jiadhal, Beki and other rivers are still dangerously high in many districts of the state
Incessant and unprecedented heavy rainfall in the last week of August has left a trail of death and
destruction in the Hyderabad-Karnataka and Bombay-Karnataka regions of Karnataka State. Standing crops
on thousands of acres of land in North Karnataka districts suffered damages owing to flood waters from
breached tanks and bridge-cum-barrages entering farm fields.
The floods across the country has displaced lakhs of people, affecting social life and destroyed standing crops
leading to loss of income and livelihood and increasing debts. The question how these affected people will
recover; how quickly and what are the mechanisms available for recovery. During the interim period the
affected communities reside in relief camps and how well these relief camps are managed. Does the relief
camps reduce fear, trauma and enable them to recover faster?
The occurrence of floods almost every year in Assam, Bihar and Odisha States calls for serious dialogue
among Administrators, Scientific Community and affected communities to find lasting solutions.

National Workshop on the above theme was organised at Hotel Shangri-La
on 27 August 2014, New Delhi. The workshop held 4 key sessions:
Overview - Immediate Response action and early recovery planning;
Recovery Action – Study and Findings; Inter-agency Planning and
Coordination: Sharing of experiences and lessons learned; Key
Recommendations for improved Humanitarian Action. The workshop was
attended by Officials from Government of India, Government of
Uttarakhand, Tamil Nadu; UN Disaster Management Team, International
NGOs, NGOs, Academician’s and Community members. The detailed report
will be shared soon.
