Quantitative Indicators of Performance
The Chemical and Allied Industries’ Association’s (CAIA) commitment to Responsible Care is
reflected in its annual Responsible Care Performance Report. The report collates Quantitative
Indicators of Performance (QIP) data on the safety, health and environmental (S, H & E)
performance of Responsible Care signatory companies. The data forms the backbone of the
information provided in the Responsible Care Performance Report and these points of reference
are used to benchmark South Africa against other countries through the submission of data to
the International Council of Chemical Associations (ICCA). The intention of this public reporting
is to enhance transparency and accountability and to drive performance of signatory companies.
The CAIA Responsible Care Performance Report is publicly available and is distributed to other
stakeholders like governmental departments, NGOs, sister associations, other industry
associations and organisations. It is posted on the CAIA website and is also available on request.
QIPs reflect actual S, H & E performance over time for Responsible Care signatories on selected
indicators. The QIPs also provides a means of measuring progress against goals set out in the
Responsible Care Global Charter, which accordingly provides a method for measuring progress
against the objectives set out in the ICCA Global Product Strategy (GPS).
The reporting of QIP data demonstrates the commitment of signatories toward the Guiding
Principles of this initiative and consequently the CAIA Board has adopted a policy that QIP
submission for Responsible Care signatory companies is mandatory. The non-submission of data
for two consecutive years will result in a company’s Responsible Care signatory status being
revoked. Responsible Care signatories work hard to submit their returns and, in 2012, 91% of
signatories supplied 2011 data for the Responsible Care Performance Report. CAIA strives
towards the goal of 100% submission.
It is the responsibility of the Responsible Care Management Representative (RCMR) to ensure
that the data are reported to CAIA annually. CAIA ensures that each Responsible Care
Management Representative (RCMRs) is allocated a user name and password so that they can
access the online facility via the CAIA website. The RCMRs are supplied with guidance annually
on how to log into the CAIA database and submit their company’s data online.
Generally, preparation of the annual report takes three months from the submission
deadline. Signatories are therefore required to complete the QIP questionnaire according to a
schedule distributed by CAIA annually.
RCMRs are requested to ensure that the highest authority on the site completes a declaration
indicating that the data have been authorized. The data will only be integrated into the CAIA
database on completion and receipt of the declaration
The Responsible Care initiative can only succeed with the support of its signatories. The data
and information provided by signatories through the CAIA electronic reporting tool are used to
demonstrate that companies within the chemical industry in South Africa work hard to improve
their safety, health and environmental performance thereby contributing towards sector
sustainability by ensuring that chemicals are manufactured and used in ways that minimize
significant impacts on human health and the environment.
