the dossier No. 008032/2001, registration in the Ministry of the Interior, as reported
by the National Director of gendarmerie, and proposed by the Minister of the
Interior, and
considering
that the process of comprehensive restructuring of the Public Administration
addressed by the National Government in all its agencies and institutions, is
intended to achieve a proper rationalization of resources available and achieving
maximum efficiency and effectiveness of your employment.
That, in light of this, they must adapt the rules and procedures for managing human
resources, in order to optimize the use of staff, allow better use of these resources
and achieve an adequate relaxation of the plant staff.
The national gendarmerie, security force under the Ministry of the Interior, is
immersed in the process of restructuring alluded, accompanying the policy
implemented by the National Government, so that must be issued new rules of
procedure in order to carry out this task.
That the Law of National Gendarmerie No. 19,349 , and its transformative in its Title
IV "their staff," contains provisions on the general situation of the staff of the
Institution, establishing that the specific aspects of its articulated should be
regulated appropriately.
Attentive to the need for restructuring aforementioned, certain aspects must be
regulated to allow better management of human resources available in that
institution in the field of recruitment, groupings, degrees and deletes.
That articles 56 to 60 of the Act No. 19,349 and its transformative include general
rules for the recruitment of the members of the Institution, pending the particular
conditions that should regulate the specific requirements of incorporation to that
Force.
In another order, article 32 of the same Law provides that the staff will be grouped
by categories and that the names of the same shall be determined through
regulations.
That, then the articles 33 and 34, stipulate that the ladder can be integrated by one
or more disciplines, and that the staff can have different specialties according to
their abilities, or change them in accordance with organizational needs to be
determined by regulations.
Groupings of existing staff in the national gendarmerie require, in accordance with
the organic evolution Institutional,

its adaptation to the new requirements of human resource management.
That, in that sense, it is also necessary to maintain the balance of charges and
hierarchical levels within the organizational structure, already that the increasing
complexity of emerging alternatives to the variety and specificity of functions,
imposes the need for an adequate and agile driving, direction, advice and
supervision of the affairs to a correct and timely decision-making.
That, in consequence, it is particularly vital adapt the higher levels of driving to the
requirements of the present and future, should be adjusting and updating the
number of senior officers of the Force in the rank of Commander General fixed by
the Decree No. 1570 of the November 03 1988, for the purpose of completing the
organizational restructuring purported and enable that the charges of the Heads of
Region and State Directorates General and Special Greater are covered by senior
officers with the degree, in its various levels.
That, in another order, article 72 of Law No. 19,349 and its transformative

Law on National Gendarmerie, according to the modifications of the Decree No.

and Senior NCO.
With the No. 30 of the same rules and regulations, provides that no deletions will be
made mandatory for vacancies in various degrees of junior officers and
noncommissioned officers.
That in turn, provides that the deletes for vacancies in the tables will arise from the
organic situation of the institution and that those will not be made when the natural
vacancy occurring during the year in the degree, regardless of their age, do not reach
to cover the total number of deletions set for each hierarchy.
That, in consequence, in attention to the identification of the plant of staff of the
National Gendarmerie, and the claim of achieving professional excellence of their
paintings, maintaining in its ranks to the strength of the best level, it is necessary, in
accordance with the current situation, produce deletions in the categories of junior

That this measure is issued in use of the powers conferred by article 99, paragraph 2,
of the National Constitution.

THE PRESIDENT OF THE ARGENTINE NATION decreed:
Art. 1 - Kind to the staff of the National Gendarmerie staffing table grouping and the
specialties that are to be found in the Annexs I and Annex II, which are part of this
Decree.
Art. 2nd - Apruebanse the structure and the basic requirements of the respective
career plans of the staff that makes up the new grouping staffing table, and that as
Annex lII is part of the present Decree.
Art. 3rd - Apruebanse transitional arrangements for the regrouping staffing table and
adequacy of the basic structure of the respective career plans of the staff of National
Gendarmerie that as Annex IV is part of the present Decree.
Art. 4th - Deleganse in the National Director of Gendarmerie the following faculties: (
a) To establish the special conditions, for the entrance to

each of all echelons of the Force;
(b) incorporating the changes as it deems necessary in the payroll specialities which
make up each incremental point.
Art. 5th - Replace the article 30 of the Regulation of the Organic Law on National
Gendarmerie according to the text of the Decree No. 2049/ 70, by the following text:
"The deletions mandatory for vacancies as determines the No. 29 of the present
Regulation, in the categories of junior officer and nco junior, will be realized only in
the Supplementary echelons and additional record, respectively".
Art. 6th - set at fifteen (15) the number of senior officers of national gendarmerie in
the degree of General Commander.
Art. 7th - herein granted to the National Director of gendarmerie to have transition
plans on clusters, fragmentations and promotions of the facility's personnel of
national gendarmerie, to allow for the proper administration of human resources, in
accordance with the demands that arise during the process of relaxation of the
organizational structure, with adjustment to the provisions of Title IV, Chapter I,
Section Vl of the Organic Law on National Gendarmerie No. 19,349 and its
transformative.

Art. 1:
Object: The basic structure for the career plans of the uniformed personnel of the
National Gendarmerie, apply to the different categories and specialties.
1. Scope: The basic guidelines for development of the professional career of the
Senior and Junior Staff, structured and functionally organic to support, through the
plans for each hierarchy and specialty, the objectives and interests of the strength
and potential and expectations of the staff.
2. BASIC CONCEPTS GOVERNING 2.1 . CAREER PLAN: is integrated by the subplans
personnel and training, form a harmonious whole and coherent, in order to meet the
demands arising from the organizational structure of the National Gendarmerie, and
the expectations of professional development for each of the personnel.
2.1.1 . Subplan OF STAFF: Corresponds to the human resources administration and
includes:
2.1.1.1 . Grouping: In accordance with the specificity of the skills of the staff for the
performance of their functions by degree conferred, structured in categories and
specialties, with corresponding records of a general nature and individual.
2.1.1.1.1 . Ladder: registration staff ordered in sets characterized, for cover, within
the organizational structure of the Force, different roles of positions, functions and
performance of activities, configuring pyramidal structures and hierarchies of ranges,
in concordance with the levels and specific responsibilities of the organization.

to the institution through the different routes of recruitment enabled for the
integration of the echelons and specialities.

individual assessment of the performance of the staff, in the respective destinations.
2.1.1.7 . Assessment Scheme: a set of guidelines for the evaluation of staff by the
respective boards of qualifications, for any promotions and/or deletions.
2.1.1.8 . Concessions: to be applied to the staff according to the qualifications
obtained by training, decorations and/or extra services, and on the assets, as
appropriate in accordance with the specific regulations.
2.1.2 . Subplan OF TRAINING: Provides for the training of the tables in their different
categories, with the aim to achieve through an educational action and improvement,
after their initial training, the highest caliber in the performance of the charges,
functions and roles in accordance with the following stages:
2.1.2.1 . Basic training: Intended for the initial training of the staff of the tables, in
compatibility with the roles of positions, functions and activities to play under its
hierarchy and specialty.
2.1.2.2 . Training.
2.1.2.2.1 . Regular training: to train the staff Senior and Junior in previous form and
enabling essential for overcoming demands of promotions, level knowledge and

hierarchies of First Sergeant and Sergeant Assistant.
2.1.2.5.3 . Development of Advanced Level: For Officers in the hierarchy of command
and Commander Main; and non-commissioned officers in the main hierarchies of
Noncommissioned Officer and Petty Officer.

2.1.2.6 . Advanced Training: For Senior Officers.
2.1.2.7 . Special Ability: a set of specific knowledge and skills acquired by the staff of
the tables, during the training phase and/or refining, through complementary
courses and specific requirements and revalidation approved timely, necessary to
perform efficiently activities with special techniques, or in specific geographical
environments, not included in the common to the career ladder.
2.1.2.8 . Effects of the training.

3. SPECIAL CONSIDERATIONS AND REQUIREMENTS 3.1 . Clusters AND RECORDS

in Annex I to the present Decree.

3.2.6 . COMPLEMENTARY LADDER: comprises the staff of officers from the Institute

3.3 . MANAGEMENT OF PERSONNEL STAFFING TABLE OF NON-commissioned officers
and gendarmes 3.3.1 . OVERALL RANKING: comprises the staff of non-commissioned
officers and gendarmes, recruited and trained to run the specific functions of
security and operational national gendarmerie and subsidiaries techniques according
to his specialty.

grade in the hierarchical scale, and exercise, eventually, according to his specialty,

3.3.1.1 .
Specialties:
3.3.1.1.1 . SECURITY: Includes the grouping of staff of non-commissioned officers and
gendarmes recruited and trained for the specific performance of the functions of

exercise of command in the levels that specifically identify the organic boxes of the
Force.
3.3.1.1.2 . DATACOM AUXILIARY: comprises the grouping of NCO staff recruited,
trained and qualified for the specific performance of functions of installation,
maintenance, technical operation, analysis, design, programming and deployment of
the means of telecommunications and informatics, including network security,
according to their level of skill and technical training; and, secondarily, activities of
the service that is specifically determined by the internal legislation of the Force,
which by its training and institutional training is enabled to perform.
3.3.1.1.3 . MANAGEMENT ASSISTANT: comprises the grouping of NCO personnel
recruited, trained and qualified for the specific performance of auxiliary functions of
accounting management, according to his specialty and level of technical training,
and, secondarily, activities of the service that is specifically determined by the
internal legislation of the Force, which, by their training and institutional training is
enabled to perform.
3.3.1.1.4 . AUXILIARY POLICE ClENTIFICA: comprises the grouping of NCO personnel
recruited, trained and qualified for the specific performance of auxiliary functions of
police scientific expert in the field of first step in fingerprinting, photography,
accident analysis, footsteps and traces, verification of motor vehicles,
documentologica and chemical laboratory, in accordance with their level of technical
training, and, secondarily, activities of the service that is specifically determined by
the internal legislation of the Force, which by its training and institutional training is
enabled to perform.
3.3.2 . AUXILIARY HEALTH LADDER: comprises the grouping of the staff
Noncommissioned Officer with authorization certificate in nursing and other
abilities, recruited to fulfill auxiliary functions in the art of healing, according to his
specialty.
3.3.2.1 . Specialties:
3.3.2.1.1 . Nurse: comprises the grouping of staff Noncommissioned Officer with
uncertified recruited to fulfill functions inherent to the nursing service of the health

4.1.3 . The variation in the number of fractions by degree, hierarchy and specialty,

alterations of the projection pyramid, produced as a result of the recruitment,
promotions, deletions, and actual requirements in accordance with the predictions
of the organizational structure, to satisfy the requirements of employment that the
mission and duties imposed by force in a given period.
4.1.4 . The National DIRECTOR OF gendarmerie, in accordance with the human
resources policy of force, you will be able to make
necessary adjustments of the 17 plans of promotions and fractionations for an
adequate and efficient administration and employment of the staff.
5. LEVELS OF BASIC DEMANDS OF OBJECTIONS, FUNCTIONS AND TRAINING 5.1 .

2. REGROUPING OF THE STAFF OF NON-commissioned officers and gendarmes 2.1 .
The Table of Commissioned Officers of the overall ranking, will be formed in the
initial structure of the new grouping staffing table referred to in this Decree,
exclusively by the staff of non-commissioned officers from the previous clusters
corresponding to the scales that are detailed in the schema of Reescalafonamiento
described in Appendix I of Annex III to the present Decree.
2.2 . The Table of Commissioned Officers of the auxiliary ladder OF HEALTH, was
formed in the initial structure of the new grouping staffing table referred to in this
Decree, exclusively by the staff of non-commissioned officers from the previous
clusters corresponding to the scales that are detailed in the diagram of
Reescalafonamiento described in the Appendix of the Annex lII of this Decree.
2.3 . The Table for non-commissioned officers of the career TECHNICAL SUPPORT,

formed in the initial structure of the new grouping staffing table referred to in this
Decree, exclusively by the staff of non-commissioned officers from the previous
clusters corresponding to the scales that are detailed in the schema of
Reescalafonamiento described in Appendix A of the Annex lII of this Decree.
3. REESCALAFONAMIENTO 3.1 . To realize the new staffing table system, must be
respected the order of precedence and reescalafonamiento that are detailed in
Appendices I and the Annex lII, must be taken in the area of Human Resources of the
