Solid Waste Landfill Operator ADAMS COUNTY CLASS SPECIFICATION SOLID WASTE LANDFILL OPERATOR Department: Landfill FLSA Designation: Non-exempt (covered) Pay Grade: 5 Effective Date: Sept. 2004 Purpose of Class Performs skilled operation of heavy equipment in maintenance of County landfill and screens loads and provides direction to customers at the landfill; performs related work as required. Primary Function The primary function of an employee in this class is to provide customer service to the public; screens loads to be dumped for foreign objects and toxic and hazardous materials according to landfill rules and regulations; and operates heavy equipment to perform skilled maintenance in the County landfill. The work is performed under the direct supervision of the County Commissioners. The principal duties of this class are performed in an outdoor environment and include working in adverse weather conditions and dangers involving the use of heavy equipment and potential exposure to hazardous materials. Essential Duties and Responsibilities (will vary by assignment) Performs scheduled and assigned maintenance at County landfill; Records daily solid waste yardage; Operates heavy equipment, including but not limited to front end loader, trackloader compactor, and related heavy and specialized equipment, according to landfill rules and regulations; Inspects loads for hazardous materials and separates hazards according to landfill rules and regulations; Separates and removes foreign objects (i.e. batteries, refrigerator compressors, propane tanks, tires, air conditioners, and other designated hazardous material) from loads to be dumped according to landfill rules and regulations; Separates, removes and disposes of hazardous liquids (i.e. gas, oil, paints, antifreeze, etc.) according to landfill rules and regulations; Checks metal cylinders for explosive gases and soil loads for contaminants as required by landfill rules and regulations; Separates recyclables out of solid waste and delivers to recycle center; Contacts appropriate contractors for disposal of metals, refrigerator freon, etc.; Buries and compacts waste, burns woodpile, plows snow and other assigned duties; Directs customers to appropriate dump sites and collects appropriate fees; 1 Solid Waste Landfill Operator Provides customer service including giving directions, answering questions and providing explanations; Performs maintenance checks and minor service work on equipment utilizing hand and power tools; Contacts service providers for major equipment maintenance when necessary; Performs all work duties and activities in accordance with County policies, procedures, and safety practices. Other Duties and Responsibilities Performs other related duties as required. Competency Requirements Knowledge of: Methods, materials, procedures, and standard practices of safe, heavy equipment operation in a landfill environment and related duties; Heavy equipment operation and basic maintenance; Current landfill recordkeeping practices and procedures; Current customer service methods, techniques, and objectives; Emergency procedures and practices related to landfill environment; Hazardous waste rules and regulations and related safety practices; County landfill rules and regulations; Equipment and tool operation and maintenance practices; Federal (OSHA) and state regulations and County policies regarding safe work practices relating to use of hand and power tools, slopes, heavy equipment and landfill operations. Ability to: Follow written and oral instructions; Operate heavy equipment, including but not limited to compactors, front end loaders and related equipment as assigned; Operate hand and power tools safely; Supervise the safe dumping of materials; Instruct the public in safe dumping methods according to landfill rules and regulations; Perform basic maintenance and repair on heavy equipment; Indentify hazardous material and dispose of properly; Operate a motor vehicle; Communicate effectively with the public and other employees including sensitive situations. Acceptable Experience and Training High school diploma or GED equivalency is required; and 2 Solid Waste Landfill Operator One (1) year experience operating and using heavy equipment; landfill experience and equipment maintenance experience is preferred; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. Special Qualifications Idaho drivers license is required; Idaho Class B CDL drivers license with tanker endorsement is required. Essential Physical Abilities Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate with the public and discern alarm and warning systems, including backup alarms; Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and work orders, supervise the safety of co-workers and the public, safely operate heavy equipment, and identify hazardous materials and wastes; Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a motor vehicle, operate heavy equipment, operate a variety of power and hand tools and to make adjustments to equipment; Sufficient personal mobility, stamina, flexibility, and balance to lift/move up to 50 pounds, operate heavy equipment safely, to perform maintenance and repair operations that require bending, stooping, kneeling, stretching, and other physical exertions in an outdoor environment, frequently in extreme temperatures and conditions. 3
