1.1 Introduction : in today’s business environment organization faces a serious challenges to make instanious adaptation to the continuous changing environment, in order to have a sharper focus on what is important in the environment and improved understanding of the type and the direction of change that is happening in the environment , corporation must choose the appropriate mix between strategy and structure that would contribute effectively in the fulfillment of these objectives . according to (meqdadi,2012) there is rapid changes in the world political , economic, societal and environmental factors especially because of the transformation of many countries to the market economy and the increased competition between companies to achieve the satisfaction of the customers and acquiring competitive advantage , also the development and new technologies and globalization made a transformation for the telecommunications and information made a serious challenge for the organization that forced them to search for methods to face these risks and challenges , by which strategy and structure could be one effective possible solution for the companies to use in such environment . according to (wheelen and hunger ,2012) corporate strategy is the choose of the direction for the firm and the management of its products and deals with 3 key issues facing the corporation : 1- The firm over all orientation towards growth and stability . 2- The industry or market of which the firm competes . 3- The manner in which management coordinates and transfer resources between its products lines and business units. 1 to be successful in the long term companies must not only be able to execute current activities but they must also adapt those activities to a new and changing market which could be don’t by matching the organization structure with its strategy which could facilitate the organization adaptation the changing environment . (wheelen , hunger , 2012). according to (wheelen , hunger , 2012) the attainment of appropriate match between organization environment and its structure and strategy has a positive effect on organization performance , studies have found that companies that change their strategies an structures as the environment change out performed companies that did not make a change which indicates that there must be appropriate match between the organization structure and strategy to respond effectively to the changes in the environment . according to (morecroft , hines , 1985) sine (chandler, 1961 ) ignited the discussion about strategy and structure empirical data started to be collected from several companies to examine the nature of the relationship between structure and product diversification and geographical expansion (elements of corporate strategy ) , then they have reached a conclusion that if some organization forms are more effective than other than it should possible to help organization to design the appropriate structures that would help them achieve their product diversification and geographical expansion . 2 Organization don’t have many choice with regard to the adaptation choices they have in fact its limited to type of behaviors that top managers believe it will allow effective direction and control of human resources . We can’t start speaking about the kind of relationship between strategy and structure without considering the management theory followed inside the organization in fact its indicted that there is a relationship between management theory and organization strategy and structure . (miles,snow,meyer,colemna,1978) . 1.2 Problem Statement and Justification Efficient organization always try to maintain a viable market for its goods and services but in efficient organization fails to respond to this market also fails to maintain a mechanism which means strategy and process to achieve their market strategy. (miles,snow,meyer,colemna,1978). There are certain worries about the ability of the corporations in Gaza strip to adjust their structure and process effectively to implement their strategy considering the type of environment of Gaza strip which need a continuous assessment of a continuous changing environment as the one of Gaza Strip . This theoretical approach is based on what have been collected from local or international references, books, or journals. Explanatory will be used by establishing relationships between variables, the main one is the relationship between the service provided and Palestinian Refugees’ satisfaction. Descriptive will be used so that the researchers can describe the data collected and its characteristics to have a clear picture of the phenomena. In order to collect the needed data for this research , we use the secondary resources in collecting data such as books, journals, statistics and web pages , in addition to preliminary resources that not available in secondary resources through distribute questionnaires on study population in order to get their opinions about the analyzing and evaluating the nature of the relation ship between organization structure and strategy . Research methodology depends on the analysis of data on the use of descriptive analysis, which depends on the poll and use the main program (SPSS). All Palestinian corporations in Gaza city, with their different categories, will be included in the study. 1.9 previous studies : 1- the role of organization structure in strategy implementation in food processing companies in Nairobi . (Munyoroku, 2012) This study aimed to determine the role of organization structure in strategy implementation on food processing companies in Nairobi , the study used primary 8 data through self-administered questionnaire , the study was analyzed by descriptive statistics to summarize and relate variables acquired from the questionnaire . Recommendation from the study were that during the implementation process of strategy the organization should have a clear structure and its should be clear wh has the authority to make decisions and when possible the organization should try to make sure that the organizational streucutre is clear , realtively decentralized and relatively formalized in order for decision to be made more quickly. Clear procedures, rules and responsibilities may give organizational members certainty during an implementation effort. Furthermore, it may increase the motivation of organizational members. Also, a deliberate policy is needed on the part of Government to create a climate that is conducive and favorable to the growth, development and profitable operation of small, medium sized and large industries. 2- evaluating to what extent the organization structure is suitable and what is the organization values that supporting it for a successful strategy implementation. (mya, Ibrahim, sleten , 2011) the study aimed to find out the suitable organizational structure for strategy implementation and the organization values that is supporting it and to figure out what is the differences between the organizational structure of the companies and the organizational values supporting it in the companies under examination which indicated that there are a significant differences . 9 the study also tried to discover the mechanisms of planning organizational structure by using modern concepts which should be used in support of strategic management approach . the study used descriptive statistics approach , and used questionnaire as a told for collecting data and then analysed using the spss program . the study reached a several conclusions : 1- There should be balance between centralization and decentralization in companies in the studied companies. 2- There should be belive in the organization in the importance and role of strategic management . 3- Update the job description when there is a changes that requires such update. 4- Writing down the organizational value so it would ease the process of strategic management when it comes to analyzing the organizational values . 4- Formulation of sustainable strategy in building smart organizations (taai . saaegh , hadi,2011) This search is based on two varieties interact with each other to form the rational farm for them which is (sustainable strategies and the intelligent organization). The problem of this thesis commend with presenting some Queries aimed to explain the theoretical and practical varieties by answering these queries, as anew subject to apply .then this study diagnosed the special sides by the sustainable strategy and its role in building the intelligent organization. 10 zain al Iraq company had been chosen as a field of study . the researcher adopted the style of international sample which includes all the managers with all their different departments for all levels , the number of the distributed forms reached (87) out the study followed a survey methodology by the entire and deep analysis for the problem . the study reached a result that there is a connection and influence relation between the variables . on the other hand , a group of they were taken in consideration according to the conclusions, it will be of a help to the company coneerned . it had been proved that the interest of the company in the strategy main taind study and its components will improve to string then the role of the company and make it one of the intelligent organization . one of the recommendation is that there is a necessity from the companies to be interested in the maintained strategy components by strengthens the importance for those components because this process will crystallize the company as a intelligent organization. 5-development of organizational structure of the Palestinian ministry in Gaza strip and its impact on managerial efficiencies (alfrra, alloh , 2006) This reseach aimed to examine the development of organizational charts in the Palestinian ministries and their effect on the managerial efficiency of the ministries . The research used analytical descriptive method buy using secoundary and primary data , and the study designed a questionnaire which consist of 80 paragraphs which was designed to fit the research hypothesis , the research population consist of 3118 person and the sample accounted for 500 people , all the sample members were 11 selected from managerial persons from head of department to deputy minister and then analysed using spss program. The conclusion of the study were : 1- The organizational chart of Palestinian ministries sudder critical defects due to the continus changes in the Palestinian government , with out real studies this caused a repetitive changes in the structure. 2- Lack of efficiency of the people who designed the charts . 3- The limitation of the Palestinian structures effectd negatively the ability of the Palestinian ministries to develop their managerial performance . 4- Changes in strucutres in the ministry should happen when only needed in light of the strategy and missions of the ministry . 5- Employees must be placed in jobs fit their skills and qualifications and to avoid job overlap. 6- strategy and structure extending the theory and integrating the research on national and international firms. in the study they tried to extended and integrate the national and international theory on structure and strategy , the researcher tried to use an information processing approach to model the relationship between elements of strategy and macro structure . to test the hypothesis date were gathered from 156 German firms by using questionnaire , the researcher try to include new elements of strategy like(types of competitive strategy , degree of internationalization and type of international strategy has produces a model that is superior to existing model in explaining a newer and more complex forms of strategy and structure. conclusion were : 12 1- the study confirms the importance of traditional strategy elements as explanation of firm macro structure 2- the study confirms and renew several strategy and structure relationship. 3- the study states that macrostructure of the firm is best explained by a wide spectrum of national , international, quantitative and qualitative strategy elements. 4- new strategy elements proposed in the study seems to be more important to explain mixed and matrix structures. 8- dimensions of structure in effective organizations : some empirical evidence (reimman,2008) The study were carried out on 19 manufacturing organization in order to show the structural difference’s between the high and low performance organization’s , cluster analyses were made to correlation among eleven measures of structure isolated in three relatively isolated dimensions 1) decentralization . 2) specialization . 3) formalization. The study were trying to answer questions like : what differences if any exist in the structural dimensions between the high and low performance organizations? If different from those iof relatively high performance organizations what are the dimensions associated with the relatively high performance organizations:? 13 The study concluded that there are a certain dimension for the structure Among the ten hight performing firms but failed to produce any such independent dimensions in the low performance firms . 9- organization identity and the structure of non proft umbrella association (young, 2001) In his article young tries to apply the concept of organizational identity to the structural issues faced by national and international umbrella associations . Such organizations were grable with several possible self concepts including goal seeking systems economies and politics , two associations were study in depth . Consensus around clear identity were found to be a key factor in resolving the structural dilemmas of those organizations. 1- The study confiorms that the question of organizational identity arises at times of several organizational stress. 2- The study support of the understanding of organization identity in a metaphorical way. 3- The study confirms that managing several organizational identities is difficult and tensions riden process . 10- a frame work for implementing strategies in the organization (okumus,2003) The implementation of strategy relates directly and indirectly to all facets of management there for its adviced to follow holistic approach when analyzing such 14 complex issues of implementation., however research in this area is still limited and offers few practical propositions. Given this situation the study proposes implementation frame work by identifying key elements of implementation and categorizing them in to severla group based on their role and importance . the researcher belives that the framework developed in this study can assist executives and researchers to better understand and evaluate complex factors of implementation and deals with challenges with holistic perspective. 15
