of greenhouse gas emissions by 20% compared to 1990
levels by 2020 to increase the share of renewables in final
energy consumption to 20%; and to achieve 20% increase
in energy efficiency.

National Priorities for International Assistance (NAD)
2014-2017 with 2020 projections state as the overall
objective in the energy sector the integration into
European energy markets by achieving secure, safe, reliable
and quality supply of energy and energy sources following
the principles of sustainable development.
In specific, the proposed Project targets Priority X and
Measure X.Y. This measure supports…(cite from the NAD

The National Plan for the Adoption of the Acquis (NPAA)
defines the following priorities in forthcoming period:
energy market and security of energy supply, energy
efficiency and renewable energy sources as priorities. Refer

National Susatainable Development Strategy - NSDS
(Official Gazette of the Republic of Serbia, no. 57/08) under
the Priority 4 - Development of infrastructure and
balanced regional development proposes the provision of
adequate quality and levels of services through:
Sustainable development of energy infrastructure in line
with the expected dynamic economic growth.
Please refer to concrete objectives of sustainable
development in the energy sector to which achievement
the Project results will contribute.
Spatial Plan of the Republic of Serbia sets goals and prioriies
for Power production, Power engineering infrastructure, use of
renewable energy sources, energy efficiency in building
construction, industry, transportation and public utility services

Sustainable Energy
Development
A. The project enhances the sustainable use of
available renewable energy resources, having a
high application potential throughout the country,
using the following technologies: wind energy,
mini-hydro, biomass based cogeneration, biomass
heat, solar, biogas, landfill biogas, organic fraction
of wastes, biofuels, geothermal energy1 and also
reduces fossil fuel consumption. Please check the
option best fitting the project:
a. The project concerns the new installed
capacities for electric generation from Wind
Energy, Mini-Hydro Energy, Biomass Energy
Cogeneration, landfill biogas, organic fraction of
waste, biogas or heating/cooling production
from Solar Energy, biomass , geothermal energy
or biofuels generation.
b. The project concerns the facilities switching
from fossil fuels to other RES usage.
c. The project concerns the conversion or
improvement of components using RES to more
efficient ones.
B. The project supports energy efficiency measures
in buildings, (public and residential), and district
heating systems. Please check the option which
best fits the project:
a. The project reduces energy consumption in
public buildings (public administration
buildings, health care, educational etc) with
achieved same or better level of comfort
for users (it assumes implementation of
energy efficiency measures in heating,
ventilation and air-conditioning systems, as
well as the building envelopes

in the general utilities of the factory,
including for example lighting, heating &
cooling, compressed air, ventilation, pumps
and fans control, and similar.
c. The project improves energy efficiency in
one or more production processes,
including for example efficient motors,
variable speed motor drives, improving
power factor, heat recovery, more efficient
refrigeration, oven or boiler efficiency,
installation of CHP and other similar.
D. The project applies cleaner technologies to the
lignite-fed power production, considering any part
of the cycle (mining, transporting, storing, preprocessing, combusting, removing pollution,
disposal of wastes), in accordance with Serbian
environmental protection legislation and especially
Law on Integrated Pollution Prevention and
Control, using technologies proposed in the Best
Available Technologies (BATs), presented in the
BREF (Best Available Technique Reference
Document) for Large Combustion Plants. Please
check the option which best fits the project:
a. The project improves the environmental
quality of existing power generation
process/large combustion plants by
reducing harmful emission to the air,
using sound and demonstrated
technologies for flue gas cleaning (DeSOx,
DeNOx, dust removal); for dry ash
extraction; for more efficient combustion
(including fluidised bed combustion (FBC)
options), or for diversion and re-injection
of dry bottom ash), waste and oily water
treatment systems.
b. The project improves the environmental
quality of the ancillary facilities, like the
treatment of oily or DeSOx scrubbing
water, or ash/gypsum recycling for use as
building materials.
c. The project implements actions to
alleviate/remediate the environmental
damage, produced by the lignite cycle,
accumulated in the past, for example by
soil remediation, exhausted mine renaturalisation or reforestation with
biomass production.
