Select Plus is Being Retired
The Microsoft Products and Services Agreement offers Online Services and software purchasing through a simpler
and more flexible agreement compared to Select Plus, and will be available worldwide in July 2015. The MPSA also
offers an improved Software Assurance experience, which helps customers better understand and use their Software
Assurance benefits. New Select Plus commercial agreements will no longer be sold starting July 1, 2015. If you have a
commercial Select Plus agreement and want to move to a Microsoft Products and Services Agreement, view the
frequently asked questions about the retirement for more information. This does not apply to Select Plus
agreements for government and academic customers.
The Select Plus retirement will happen in two phases:

Starting July 1, 2015, Microsoft will no longer offer new commercial Select Plus agreements.

Select Plus customers can choose to migrate to the MPSA and maintain their current Select Plus price level.

Existing Select Plus customers can continue to make purchases and renew their Software Assurance for one
year after this date.
Starting July 1, 2016, commercial customers will no longer be able to renew Software Assurance through Select
Plus agreements, or make new purchases through their existing Select Plus agreements following the next
agreement anniversary.
In the event that the MPSA is not available in a country by these dates, Select Plus will continue to be offered for 90
days after the MPSA becomes available.
The MPSA offers enhanced features over Select Plus:

Gives customers more options with the ability to create Purchasing Accounts, which let you define how you
want to purchase (by affiliate, division, department, or any other group you define in your organization).

Integrates purchasing for Online Services, software, and Software Assurance, reducing the administrative
overhead associated with managing multiple agreements.

Can save time and money by combining purchase points across software and Online Services for the best
price level.

What is Microsoft Select Plus?
When it comes to buying software licenses and getting the most value from your software investment, the Microsoft
Select Plus program offers flexibility, asset management, and a way to balance growing technology needs with
predictable costs.
Driven by customer research, Microsoft Select Plus is for midsize or larger organizations with multiple affiliates that
want to purchase their software licenses and services at any affiliate level, while realizing advantages as one
organization. Since the agreement never expires, customers do not need to renegotiate and renew agreements.
Is Select Plus available for my organization?
Select Plus is available for enterprise, academic, and government organizations.
What are the benefits of Select Plus?
Beyond reducing the price that organizations pay for software licenses over full-packaged product prices, Select Plus
offers many other opportunities to maximize the value organizations receive by participating in the program. Helping
organizations get the most value from their software investment, Select Plus benefits include:

Simplified purchasing agreements. Organizations are provided with a single agreement under the Master
Business and Services Agreement (MBSA). This agreement never expires for transactional purchases, providing
more flexibility, while eliminating the need to renegotiate and renew every three years. For government and
academic customers, the MBSA does not apply.

Organized purchases. Select Plus purchases are associated to a unique customer ID per affiliate. All purchases
are tied to a single agreement and Lead Affiliate customer ID that allows organization-wide reporting or detailed
affiliate level reporting.

License management. Enhanced self-service, online tools give customers and partners better management
capabilities.

Save money. Simple, automated, volume-based discounts can be applied to licensed product purchases across
the entire customer organization at the corporate and affiliate locations.

More value from Microsoft Software Assurance. Organizations can buy and receive the full value of the
covered months of benefits, with proration of price based on purchase timing.

Make a seamless transition. Organizations can renew or sign a new agreement under the Select Plus program.
Software Assurance covered by a Select License agreement still applies to the licensed products until its original
expiration, and it may be renewed under Select Plus—so you can accrue the full value of Software Assurance
starting with the new agreement.

Cross language use rights. These rights can help enhance a commercial organization’s global presence by
ensuring that staff located in different countries can easily communicate. Note that you may not license in one
language and deploy that licensed product in another language with a higher value.

Downgrade rights. Organizations can also standardize on versions. Downgrade rights offer the right to purchase
the latest software version available, yet still run a previous version.

Training and evaluation software licenses. These licenses help organizations budget for software training and
evaluation, and include 20 copies per software title for use in a dedicated training facility and 10 copies per
software title for a 60-day evaluation.

Re-Imaging rights. Providing added convenience during product rollouts, these rights allow you to use certain
licensed product media for copying software onto multiple devices from one standard image.
Why should I choose Select Plus?
Organizations can choose to purchase software licenses through the Microsoft Volume Licensing program that best
meets their needs. The advantages to Select Plus include a unique customer ID per affiliate that helps a customer
better track and manage their software assets. Select Plus also has a non-expiring agreement that eliminates
renegotiation and renewal. Organizations can take advantage of the improved features of Select Plus with no price
change. Because customers just have to issue a purchase order at the program price from a reseller, they do not need
to negotiate a new agreement.
Does Select Plus reduce licensing complexity?
Microsoft is listening to customers and simplifying licensing. Over time, Microsoft has continued to evolve Volume
Licensing by reducing the number of programs and product licensing models, the number of SKUs and price points,
and made the agreements easier to read.
With Select Plus, Microsoft offers more licensing choice and flexibility to help midsize or larger organizations better
track and manage their assets, purchase anytime, and receive automatic tiered volume pricing across multiple
affiliates.

Software Assurance and Select Plus
What is Software Assurance (SA)?
Software Assurance (SA) for Volume Licensing offers a range of tools and resources to help your company deploy,
manage, and maximize your volume licensing purchases. The program covers Microsoft technologies and services,
and includes new product version rights, training, deployment planning, and support. SA is designed to help improve
productivity of your IT pros and end users, and help your organization extend the value of your technology
investment.
Can I buy Software Assurance with Select Plus?
With Select Plus, you have the option to include Software Assurance with your software licenses. When you add
Software Assurance, Microsoft will automatically prorate your coverage to your third affiliate anniversary, regardless
of time of purchase, so you only pay for the coverage you are using. This can help ease the need to track multiple
Software Assurance coverage expiration dates
What payment options are available for Software Assurance via Select Plus?
With Select Plus, you have the option to pay the full amount up front at the time of your order, or spread payments
across anniversaries. If you prefer to use the anniversary option, Select Plus offers both Affiliate Anniversary (similar to
Agreement Anniversary), which allows you to spread out payments annually with any proration of cost on the first
payment, and Order Anniversary, with any proration of cost on the last payment, which allows you to spread out
payments across full-year increments. This can help reduce initial up-front costs and provide annual budget
predictability.
How do I renew Software Assurance that was purchased under Select Plus?
Because Software Assurance benefits purchased under Select Plus are prorated and aligned to a common anniversary
date, when renewing Software Assurance through Select Plus, you will always receive 36 months of Software
Assurance coverage.
How do I renew Software Assurance that was purchased under another Volume Licensing program?
If Software Assurance purchased under another program is about to expire, you can renew it into your Select Plus
Agreement by working with your authorized reseller to place a renewal order under your Select Plus Agreement.
How are training vouchers managed with multiple purchase periods?
The training vouchers are managed the same as they are for other volume licensing programs, like the Enterprise
Agreement. The difference is the end dates for the training vouchers are at different times. However, there is a system
rule in place that will always use the training voucher with the earliest expiration date first.
Does Select Plus have a different end date for Software Assurance benefits?
Yes. Microsoft has reporting available for you to see benefits and their expiration dates. The benefit will have the
same life as the purchase order that accrues the benefit.
Can I grant administrative access to contacts outside of my organization for Software Assurance
benefits administration?
Yes. This process does not change for Select Plus.

Affiliate Structure
How do affiliates join, and how do they count toward the company-wide price level?
The one-page Select Plus affiliate registration form identifies purchasing affiliates within the organization and
registers them in the program. As a result, they can acquire software licenses and services under the Select Plus
Agreement. The Licensing Solutions Provider (LSP) that works directly with the affiliate is also identified on the
affiliate registration form. Having a separate Select Plus Agreement and Select Plus affiliate registration structure
allows greater flexibility for registered affiliates located in different countries and regions. Although purchasing is
conducted independently, all licenses are consolidated under one master agreement.
Is there a compliance check to ensure that the affiliates are associated to the correct lead affiliate?
No. However, a notice is sent to the lead affiliate when any participating affiliate registers.
After affiliates are registered, do they have to submit an order?
No obligation exists in the Select Plus Agreement to place any orders. The annual compliance check ensures that the
pool is placed on hold eventually if there are no orders under the program by any of the registered affiliates.
How is the affiliate notified if the lead affiliate decides to remove an affiliate or cancel the Select
Plus Agreement altogether?
A termination/cancellation notice is sent to the impacted affiliate. If a lead affiliate cancels the Select Plus Agreement
causing all additional affiliates’ registrations to be canceled as well, this notice goes out to all impacted parties.
Can my organization’s division or department level be an affiliate, not the company level?
Yes. You can describe yourself through the contracting process.
How do I elect the order anniversary instead of affiliate anniversary?
The first order determines the order anniversary month. These are billing options available at each line item if the
Purchase Order Line Item (POLI) has a coverage period. Up front is the only option for “License only.”
Are up-to-date points accumulated by a lead affiliate published in the Volume Licensing Service
Center (VLSC), and will they be visible to registered affiliates?
Yes. This is agreement-level information that is visible to all affiliates.
Is the lead affiliate notified of the new price level?
Yes. A notice will be sent to the lead affiliate, all registered affiliates, and their partners whenever the price level is
changed.
Are all affiliates responsible for compliance with the Terms and Conditions (T&Cs) of the
agreement?
Yes. All affiliates are bound by the T&Cs of the Select Plus Agreement. In addition, the lead affiliate is responsible
for their registered affiliates’ compliance (T&Cs, not purchase volume compliance).
Can a registered affiliate submit multiple affiliate registrations with different LSPs?
Each registration is tied to a single customer and partner, as each customer is represented by a unique customer ID
that exists in our systems today called the Public Customer Number (PCN). If an affiliate generates multiple PCNs,
the affiliate could register each PCN with a different LSP, but each PCN can only be registered once.
Can I change my reseller?
Yes. There is a Change of Channel Partner (COCP) process in place.

Do registered affiliates receive media?
Select Plus ships media at the affiliate level. Each affiliate can choose their media preference (download only or
physical). In Select Plus, Microsoft only ships media if an affiliate orders the product and selects the physical media
option.
How to Sign Up
How do I participate in Select Plus?
For commercial organizations, a Select Plus Agreement has three components that the customer needs to complete:
(1) the Microsoft Business and Services Agreement (MBSA); (2) the agreement itself; and (3) the Select Plus affiliate
registration form.
For academic and government organizations, a Select Plus Agreement consists of two components: (1) the agreement
itself; and (2) the Select Plus affiliate registration form.
Pricing Levels and Points
How are price levels established for commercial organizations?
Select Plus categorizes software products into three distinct product pools: applications, systems, and servers. For
commercial organizations, the price level for each pool is based on product points that the organization earns for
automatic tiered discount levels. For academic and government organizations, there is a single price level.
How many points do I need to begin purchasing on a Select Plus Agreement?
You need to reach the 500-point minimum within 12 months of initial order.
Customers can purchase under single pools. If you purchase under multiple pools, you must qualify with a minimum
of 500 points per pool.
Customers that have an existing Enterprise Agreement (EA), Enterprise Subscription Agreement (EAS), or Campus and
School Agreement (CASA) do not need to comply with annual point minimums. Customers also do not need to
comply if the existing agreement is linked with the Select Plus agreement.
If you have an existing Volume Licensing agreement other than EA, EAS, or CASA, and have acquired 500 points or
more in the past 12 months, the initial price level is determined based on the points purchased in the qualifying
Volume Licensing program.
Is there a difference in price between Select and Select Plus?
No. The price for each level in Select Plus is the same as for Select.

What are the price levels for commercial organizations?
For commercial organizations, there are four price levels, and the points for each are listed below.

For government organizations, pricing is based on purchasing across all government entities in a country and is
generally set at Select Plus Level D. For academic institutions, pricing is set at the same single price level (Level A) as
for Select License for Academic.
Do price-level adjustments occur?
A compliance check is conducted once per year (at the agreement anniversary), and this is the only time a commercial
customer can be re-leveled to a higher price in the program (for example, Level C to Level B). A commercial customer
can only be re-leveled to a higher price level in the program a maximum of one level per year.
At any time in the year, a commercial customer can be re-leveled to the next lower-priced level. The order that
qualifies the customer for the next discount threshold (for example, Level A to Level B) receives the discount. At the
annual compliance check, Microsoft will look at the previous year accumulated points to determine if the customer
can remain at the current price level or if they did not meet the minimum for their current pricing level. In Select
today, organizations must meet 1,500 points during the three years to maintain Level A pricing (or to continue to
qualify for the program for government and academic customers). In Select Plus all the Select numbers are divided by
three because the compliance check only occurs during the last year.
If you have an existing Enterprise Agreement (EA), Enterprise Subscription Agreement (EAS), or CASA, annual
compliance is waived as long as the qualifying agreement is active.
Note: For academic and government organizations, there is a single price level.
Do academic institutions and government organizations need to meet the 500-point minimum?
Yes. Eligible academic and government customers need to adhere to the same Select Plus program
requirements as commercial organizations.
How can I know if I have achieved 500 points in the previous 12 months when I enter the Select
Plus program?
Contact your software license reseller to calculate the points you have acquired and that are needed to achieve the
next level for Select Plus.
Do price points accumulate indefinitely?
Yes, at each anniversary the number of points needed to maintain your current pricing level is subtracted from your
point total, and all remaining points are carried over to the next year. If an organization does not meet their current
price level minimum, their points will be set to zero for the next year.
If you are at Level A price point or have a Select Plus for Government or Select Plus for Academic agreement, you
must meet the minimum purchase of 500 points per pool each anniversary (unless their agreement is associated to
an active EA, EAS, or CASA). If you are at Levels D, C, or B and do not have any accumulated points in a year, your
price point goes down one level.
What happens if I need to purchase licenses and I am on hold under Select Plus and my order does
not meet the minimum 500-point requirement?
The order for that pool would be rejected until the 500-point minimum is reached.
Price Level Adjustment
How do I qualify for the next price level?
If you are a commercial organization, you qualify for the next discounted price level through increased purchase
volume. Purchases made on the Select Plus Agreement by registered affiliates are aggregated and continuously
factored into point minimums per pool to achieve the most beneficial price level. Your organization will attain the
next discounted price level for a pool as soon as your organization meets the corresponding annual point minimums.
The order that qualifies you for the next discount threshold (for example, Level A to Level B) receives the discount.

Once my organization qualifies for the next discounted price level, when can I start purchasing at
that level?
If you are a commercial organization, you will attain the next price level for a pool as soon as your organization meets
the corresponding annual point minimums. The order that qualifies you for the next discount threshold (for example,
Level A to Level B) receives the discount.
Note: For academic and government organizations, there is a single price level.
Do the Lead Affiliate and registered affiliates receive notification when the organization reaches
the next discounted price level?
Yes. A notice is sent out to the Lead Affiliate, registered affiliates, and your channel partners whenever the price level
changes.
What happens if I do not accumulate the minimum points for a given pool at the agreement
anniversary?
If your organization accumulates below the annual point minimum in a product pool during any given year, the
organization’s price level changes one level (for example, moving from Level C to Level B) for that pool the following
year, and no points will be carried over to the next year. Your pricing level can only go down a maximum of one level
each year.
If you are at Level A (or an academic or government customer) and purchase fewer than 500 annual points in a
product pool for a given year, that pool is put on hold until you reach the 500-point level again. An order for the
minimum annual points automatically reactivates the product pool, with no need to sign new forms or renegotiate
the agreement terms.
If you have an existing Enterprise Agreement, Enterprise Subscription Agreement, or Campus and School Agreement,

Yes. Select Plus for Government is available.
Do eligible government organizations receive special discounts?
Yes. Government organizations are given volume discounts based on all government entities in a country.
This is generally equivalent to the Select Plus price level (Level D) offered to commercial organizations. Government
eligibility definitions vary by region.

Is an academic offering available through Select Plus?
Yes. Select Plus for Academic is available.
Do qualified academic institutions receive special pricing?
Select Plus for Academic offers a single price level for qualifying academic institutions just like what is available for
Select License for Academic. Academic eligibility definitions vary by region. Please check with your Microsoft reseller
or review the Qualified Education User Definition via the Microsoft Volume Licensing website.
Is compliance waived for government and academic customers?
Government and academic customers are exempt from price-leveling; that is, the price-level will not change at annual
compliance. However, government and academic customers are still subject to the 500-point minimum purchase
requirement. If you do not meet this requirement, the agreement is put on hold. The agreement can then be
reactivated anytime by placing an order for a minimum of 500 points.
Do academic institutions and government organizations need to meet the 500-point minimum?
Yes. Eligible academic and government customers need to adhere to the same Select Plus program
minimum requirements as commercial organizations.
If I am at Level A (or an academic or government customer) and do not meet compliance the first
year, is my account placed on hold the next year?

Purchasing Model
How do I begin purchasing software licenses with Select Plus?
There are three ways to qualify for the Select Plus program:

Option 1. Qualify with an existing Enterprise Agreement, Enterprise Subscription Agreement, or Campus and
School Agreement. Compliance is waived.
Associate the Select Plus agreement with a qualified contract, such as an active Enterprise Agreement (EA),
Enterprise Subscription Agreement (EAS), or Campus and School Agreement (CASA). When associated with a
qualifying contract, you receive the corresponding price level for your Select Plus Agreement through the
duration of that qualifying contract. When the associated qualifying enrollment term expires and is not
renewed, you can still receive the corresponding price level on Select Plus until the agreement anniversary
date, at which time a compliance check of your organization’s purchase history determines the ongoing price
level.

Option 2. Qualify with a Volume Licensing agreement other than an EA, EAS, or CASA.
The minimum purchase within the active Volume Licensing agreement must be 500 points over the last 12
months. The price level is set for each pool based on the points from the previous 12 months. You are subject
to regular compliance rules at the next agreement anniversary.

Option 3. Qualify as a new customer.
To qualify as a new customer, you need to reach the 500-point minimum within 12 months of initial order.
Customers can purchase under single pools. If you purchase under multiple pools, you must qualify with a minimum
of 500 points per pool.
Can I buy License only (L) for some products and License plus Software Assurance (L+SA) for other
products under the same pool? In addition, can I buy L only for a product and L+SA for the same
product?
Yes. Unless you have elected Software Assurance Membership (SAM) in any pool, in which case you are allowed only
L&SA purchases in that pool.
Do I have to obtain the 500-point minimum per pool each year I am registered in Select Plus?
If you are at Level A price point or have a Select Plus for Government or Select Plus for Academic agreement, you
must meet the minimum purchase of 500 points per pool each anniversary, unless your agreement is associated to an
active Enterprise Agreement (EA), Enterprise Subscription Agreement (EAS), or Campus and School Agreement
(CASA). If you are in price levels D, C, or B and do not meet the minimum points in a year, your price point goes down
one level for that pool. If you are already at level A and do not meet compliance for a given pool (or all pools), that
pool is placed on hold until an order is received meeting the 500-point minimum.
Is the Select Plus Agreement activated per pool according to the associated active pools within the
EA?
Yes, the price level per pool in Select Plus will match the price level in the active pool for the qualifying agreement.
If you purchase above the price level, you will get the higher price level.
Customers who have an existing Enterprise Agreement, Enterprise Subscription Agreement, or Campus and School
Agreement (CASA) do not need to comply with annual point minimums.
For customers who have an existing Volume Licensing agreement other than EA, EAS, or CASA, and have acquired
500 points or more in the past 12 months, the initial price level is determined based on the points purchased in the
qualifying Volume Licensing program.
When a lead affiliate submits a lead affiliate registration form, do they also need to submit an
initial order to meet the minimum order requirement?
No. No order is required when submitting the registration form, and no grace period is necessary.
Organizations have 12 months to meet the minimum 500 points or the order must be associated with an Enterprise
Agreement, Enterprise Subscription Agreement, or Campus and School Agreement. Organizations can also qualify
with 500 points or more from another Volume Licensing program.
Does the lead affiliate need to place the first order, or can an affiliate place the first order with 500
points or more?
It is acceptable for the affiliate to purchase before the lead affiliate as long as 500 points or more are purchased in
the first year across all affiliates, or the registration is associated with a qualifying enrollment.
Can I give my reseller rights to use or view the Software Assurance renewal customer-facing tool?
Yes. The Licensing Solutions Provider (LSP) has access to all of your Select Plus licenses. However, they cannot see
which resellers are also on the account or those subsequent orders.
Can I change billing options?
Yes. You can change billing options at the line item (for Software Assurance, OLS, or subscription orders) level using
any of the three options available with Select Plus (Up front, Affiliate Anniversary, or Order anniversary). Once a billing

option has been selected on any given order, it cannot be changed. For a license only order, the only billing option is
up front.
Does each registered affiliate have its own affiliate anniversary date, or are these aligned to the
lead affiliate’s anniversary?
Each affiliate has its own anniversary date to use for billing and Software Assurance coverage alignment. You have the
option to align affiliate anniversary dates to a common date.
Is there a limit on the size of a purchase order? Could an affiliate place a purchase order for one
license?
Once you meet the initial requirements for purchasing (EA, EAS, CASA, 500 points in the last year from a Select

Migrating from Other Volume Licensing Programs
If I have an Enterprise Agreement, when should I consider a Select Plus agreement?
The Enterprise Agreement (EA) remains the optimal way to standardize the desktop environment, and Select Plus is a
great way to consolidate purchases across affiliates and departments to take advantage of volume pricing and
improved asset management. Select Plus is a natural add-on for customers with an EA because it helps organizations
quickly and cost-effectively purchase and manage additional licenses and services on a per-project or per-group
basis.
When should an academic customer choose Select Plus over a Campus Agreement or School
Agreement?
The Campus Agreement and School Agreement (CASA) remains the optimal way to standardize the desktop
environment. Select Plus for Academic is a natural add-on for academic customers with a CASA. For CASA customers,
the Select Plus for Academic minimum purchase requirements are waived, providing them with a way to quickly and
cost-effectively purchase and manage additional licenses and services on an ad hoc basis across departments,
schools, and other entities.
When can existing Select customers move to Select Plus? Do I have to wait for my agreement to
expire, or can I do it at any time?
A Select customer does not need to migrate to Select Plus mid-term. There are three steps for migration:
1.
Use the existing Select, EA, or CASA contract to qualify for the correct price level per pool in Select Plus.
2.
Stop buying under the old agreement and start buying under the Select Plus agreement.
3.
When the old agreement ends, review the Software Assurance, services, and subscriptions and determine
what you would like to renew/transfer into the Select Plus Agreement.

Does Select Plus change how the customer purchases through an EA?
The Enterprise Agreement remains the optimal way to standardize the desktop PC environment with its rich set of
benefits and price advantages for volume purchasing. To consolidate purchases across affiliates and to take
advantage of volume pricing and improved asset management, Microsoft recommends that customers sign a Select
Plus Agreement with an Enterprise Agreement.
Volume Licensing Keys
Are all registered affiliates given a set of Volume Licensing Keys (VLKs) for all product pools,
including products they did not purchase?
Yes. Affiliates receive VLKs for all product pools.
Will I need additional VLKs if I received the VLKs for all licensed products?
In most cases, you do not need additional VLKs. However, there are situations where you may require additional VLKs.
Where are the VLKs displayed?
The VLKs are displayed through the Microsoft Volume Licensing Service Center.

What financing options are available?

Media
How do I get my licensed products?
For Select Plus, you can download the products you ordered through the Volume Licensing Service Center (VLSC).
This is the default choice for all Volume Licensing programs (with the exception of the Microsoft ISV Royalty Licensing
Program and Services Provider License Agreement).
However, if you require physical media, you must complete a media order form. Your registered affiliates may choose
their own media delivery preference (digital or physical). If you choose to receive physical media for your licensed
software, media kits are customized according to the languages and product pools specified on the Select Plus media
form. Media is sent at no charge only for the licensed products ordered.
Do registered affiliates receive media?
Select Plus ships media at the affiliate level. Each affiliate can choose their media preference (download only or
physical). In Select Plus, we only ship media if an affiliate orders the product and has the physical media option
selected.
