Lake Park Boulevard Carolina Beach, North Carolina 28428 910 458 2996 FAX 910 458 2997 Operations Advisory Committee Meeting Date: February 3, 2015 Time: 10:00 AM – 11:00 AM Location: Town of Carolina Beach Conference Room ITEM #1 Welcome/Roll Call Acting Chairman Elicson called the meeting to order 10:08 AM Members Present: Mark Goddard Louise Culvert Jerry Kennedy Tom Elicson, Acting Chairman Staff Present: Gil DuBois, Public Utilities Director; Jennifer Musselwhite, Administrative Support Supervisor ITEM #2 None Public Input ITEM #3 Old Business Boardwalk Group discussed utilities at the Boardwalk – around Harper, Pavilion, and the back side of the Boardwalk Gil DuBois pointed out the placement of the new transformer and changes to existing lines Group reviewed the plan from Duke outlining placement of its utilities Discussed fire hydrant placement; previous concerns with accessibility of buildings in case of fire Schedule recap – should be completed in the area within two weeks Temporary lighting will be provided while Hampton Inn is being built…it would be dark otherwise while waiting for permanent lights Group discussed corner lot…it is considered buildable/usable. Never documented as nonusable Canal - Harper to Cape Fear Gil DuBois described some planned work for Canal; going to go ahead and put conduit in now so will not need to pave later when work is done Council elected to have more power lines underground – plans are being drawn now based on Council’s recommendation Group discussed the traffic pattern on Cape Fear – will remain two-way Targeting to be out of the business district by April 1; done with other work by May 15 Reviewed lighting plans (decorative lights, alleyways, etc.) Group discussed paving specifics (material used, maintenance, etc.) Use of 6 x 6 grid Group reviewed the beach accesses off of the Boardwalk area – discussed accessibility for emergency vehicles Question came up about elevation…group discussed CAMA regulations Raleigh Street Some issues occurred around Raleigh (hole in the street, storm drain issue, force main) Gil DuBois explained some work to be done – imminent domain will allow for work done without easement – under the building Some storm drain issues will be addressed and corrected. Gil DuBois stated that when additional issues become apparent during Flooding Group brought up and discussed flooding issues island-wide; Gil DuBois clarified some of the misconceptions about instances of flooding; discussed some of the solutions already in place and planned Discussed lake issues/drainage/back and forth flow of storm drains ITEM #4 New Business Boardwalk Group decided to meet at the Boardwalk gazebo for the next meeting to tour the site and see progress being made and to review Streetscape plans Group discussed turnaround to back of Boardwalk at Hurricane Alley’s ITEM #5 Agenda for next meeting Group will meet at gazebo and look at Streetscape plans on 3/3/15 at 10:00 AM; group should take a look at the drawings/plans prior to next meeting Member Kennedy voiced concerns about the light poles at Canal and Harper; wants to have traffic control signals revisited; on record Is it possible to re-evaluate traffic control?
